Salvage, rebuilt and flood are title-brand signals, not complete accounts of a vehicle’s condition. NMVTIS, the U.S. National Motor Vehicle Title Information System, collects title and related vehicle information from reporting sources to help verify titles and identify risks. A report can reveal a brand or other warning, but it is not a repair record—and no brand shown is not proof that a vehicle has never been damaged. For developers, the official consumer-access route is a formal AAMVA application and certification process, not an unauthenticated public API.

What is NMVTIS, and what does a title brand mean?

The National Motor Vehicle Title Information System (NMVTIS) is a national title-information system established under the Anti Car Theft Act of 1992 and overseen by the U.S. Department of Justice (DOJ). Its goals include helping prevent stolen vehicles from re-entering commerce, reducing vehicle fraud and protecting consumers from unsafe vehicle resale. Its statutory information purposes include title validity and location, mileage reported when a title is issued, and whether a vehicle has been identified as junk or salvage. DOJ’s system overview describes its scope.

A title brand is a designation on a vehicle ownership document or its electronic record that describes an event or condition affecting value or safety. DOJ’s glossary gives junk, salvage and flood as examples. States make the title and brand decisions; their records and statuses are mapped into NMVTIS labels to improve consistency. The label in a national report is therefore not a replacement for the issuing state’s title record or legal definitions. DOJ’s glossary defines a brand and explains the system’s terminology.

What do salvage, rebuilt and flood title brands mean?

These labels are reasons to investigate a vehicle’s history, not standardized engineering diagnoses. State laws and procedures differ, and the exact brand, issuing jurisdiction and title sequence matter.

Brand What it signals What to verify
Salvage A state has recorded the vehicle as salvage under its rules. The label can be associated with damage or another event affecting the vehicle’s value or safety, but the brand alone does not describe every repair or the vehicle’s present condition. Which state applied it, when it was applied, the title history, any insurer total-loss information, available repair documentation and the vehicle’s current condition.
Rebuilt A state has recorded a rebuilt status under its process. What a vehicle must undergo to receive that status varies by jurisdiction; the word alone does not establish the extent or quality of repairs. The state’s rules and title record, the sequence of brands, supporting repair records and an independent inspection.
Flood A state record indicates a flood-related brand. The label is a warning to investigate, not a detailed account of water exposure or subsequent repairs. The issuing state’s record, dates and title sequence, any available insurer information and a qualified inspection.

New Mexico illustrates why a national rule should not be inferred from a brand name: its Motor Vehicle Division describes its own reconstructed, rebuilt, salvage and nonrepairable processes, and says its title brand field indicates a rebuilt vehicle. That is New Mexico guidance, not a definition applicable across all states. Consult the issuing jurisdiction’s current rules for a particular title. New Mexico MVD’s Chapter 9 guidance provides that state-specific example.

What can an NMVTIS vehicle history report show?

DOJ describes five main indicator categories in a consumer NMVTIS report. What appears depends on reporting and participation; the list describes the report’s categories, not a guarantee that every record will be present for every VIN. DOJ’s guide to understanding an NMVTIS report explains the indicators.

  • COLOR SCREEN, PLUG-AND-PLAY USE – Easy color menu, simple button controls, and OBD2 port power make it simple to use. Works with most 1996+ OBD2 gasoline vehicles; not for diesel, hybrid, electric, or non-OBD2 vehicles.
  • Current title state and last title date: the report may show the state associated with the current title and the last title date reported.
  • Brand history: reported brand information can help identify prior title designations.
  • Latest reported odometer reading: a reported reading is a data point, not a complete mileage history or a guarantee of current mileage.
  • Theft history: theft information may be available where reported.
  • Junk, salvage and insurer total-loss history: the report may include junk or salvage information and insurer reporting that a vehicle was a total loss.

What does an NMVTIS report not establish?

An NMVTIS report is a focused title and related-history product, not a detailed repair record. DOJ’s FAQ says the report does not contain detailed repair history, and brand names and definitions vary by state. DOJ’s FAQ addresses report limits.

A missing brand or an absent returned record does not establish that a vehicle is damage-free. Reporting gaps, participation and the limits of the information collected mean the absence of a warning is not a clean bill of health. Likewise, a brand or total-loss indicator does not by itself explain the vehicle’s present condition.

For a specific vehicle, use the report as a prompt for follow-up rather than as a purchase decision on its own:

  1. Compare the report’s state, dates and brand history with the vehicle’s title documents.
  2. Ask the relevant state titling agency about its record and any additional information it can provide.
  3. Review available repair and insurer documentation, while recognizing that records may be incomplete.
  4. Arrange an inspection by a qualified independent professional before relying on the vehicle’s condition.

How can a consumer check a VIN through NMVTIS?

DOJ lists providers authorized to offer NMVTIS consumer reports. Use that directory to identify a provider for a consumer lookup; inclusion in the official listing is the relevant approval status, not a blanket endorsement of every product or claim a provider makes. The directory distinguishes providers serving public and commercial customers from commercial-only listings. It also notes that consumers cannot obtain NMVTIS consumer reports from CARFAX, DMVdesk or Experian through this program; those entities provide information to dealerships. The official list is alphabetical, not ranked. See DOJ’s approved consumer and commercial provider directory.

For developers, the consumer-provider directory and AAMVA’s direct application process are distinct routes. Buying or viewing a consumer report through a listed provider does not, by itself, grant permission to build a product that queries or redistributes the underlying information.

Is NMVTIS an open API?

No. NMVTIS has system-to-system integrations, but that does not mean consumer VIN lookups are available through an unauthenticated public endpoint. AAMVA’s glossary describes a “RESTful Solution” for real-time communication between states, NMVTIS and NMVTIS stakeholders. That description concerns state-facing integration architecture; it is not evidence of unrestricted consumer access.

For developers seeking direct consumer-access integration, AAMVA documents an application, interface, testing and certification path. Its NMVTIS page lists a Consumer Access Program RESTful specifications package, identified as REST 3.2.1 and dated August 20, 2026. The page describes a VIN request through the NMVTIS consumer-access interface, a provider-built report, structured testing and AAMVA certification before launch. Versions and terms can change, so confirm the current package and process with AAMVA before committing to an implementation. AAMVA’s NMVTIS documentation and specifications are the official starting point.

What should developers evaluate before choosing an access route?

There are three distinct possibilities to assess: becoming an AAMVA consumer-access provider, using a commercial vendor product, or building a workflow around consumer reports from DOJ-listed providers. These options should not be treated as equivalent in authorization, data rights, integration work or intended use.

Route Access and eligibility Questions to resolve
Direct AAMVA consumer-access provider path Formal application and interface process, with required testing and certification before going live. Current eligibility, specifications, development and per-inquiry costs, testing requirements, security controls, display obligations and permitted uses.
Commercial vendor product marketed as an NMVTIS API Vendor-defined offering; its label alone does not establish that it is the official AAMVA consumer-access interface or suitable for a particular developer. Data provenance, rights to query and reuse, update timing, commercial eligibility, allowed uses, security, support and pricing.
DOJ-listed consumer report provider A consumer-facing report route through a provider included in DOJ’s directory; not automatically a developer API or redistribution license. Whether the provider supports the intended workflow, what information is included, and what the provider permits in terms of integration, display and reuse.

AAMVA’s page states that development of the web interface to request and receive NMVTIS data costs $30,000, with additional per-inquiry fees based on volume. That is a stated interface-development fee, not a universal API price or guaranteed current quote; the page was checked October 7, 2026, and AAMVA should confirm current fees and specifications before budgeting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Some vendors market products as NMVTIS APIs. For example, ClearVin advertises an NMVTIS history API; that page establishes the vendor’s offering, not its equivalence to AAMVA’s official interface or the access rights available to every customer. Review the vendor’s NMVTIS API description, then verify contract terms and technical details directly with the vendor.

  • Authorization and customer type: confirm whether the route covers consumer, commercial or both use cases.
  • Data provenance and coverage: establish which records and reporting sources the product uses, and what gaps or delays are possible.
  • Permitted use and display: determine whether you may store, transform, display or redistribute the data, and what disclosures are required.
  • Integration and operational requirements: check the current interface specifications, security expectations, testing, certification and ongoing support obligations.
  • Total cost: account for development, certification, per-inquiry charges, volume, and vendor or provider terms rather than comparing a single headline fee.
