Saltwater intrusion is a groundwater problem; coastal flooding is a surface-water event. Intrusion occurs when saline water enters or mixes with a freshwater aquifer or well. Flooding occurs when water covers land that is normally dry. They can happen together, but seeing seawater on a road—or measuring salt in a well—does not, by itself, prove the other process.

The reliable way to distinguish them is to establish where the water is, document when conditions changed, and combine water-level, salinity, well-construction and local hydrogeology evidence. The steps below show what a homeowner, field technician or community official can conclude safely, and what requires a qualified laboratory or water-resource professional.

The essential difference

Question Saltwater intrusion Coastal flooding
Where is the water? Saline water is moving into or mixing within a freshwater aquifer, a screened interval or a well. Water is covering normally dry coastal land. It can also enter drains, soils and shallow groundwater.
What drives it? Reduced freshwater flow, pumping, coastal-water-level changes and local aquifer geometry. Saline water can move laterally, vertically upward or downward. High tides, storm surge, onshore winds, waves and, in estuaries or rivers, runoff and river levels.
What might you notice? A change in well-water salinity or a laboratory result for chloride, total dissolved solids or specific conductance. The measurement does not identify the source on its own. Water on roads, yards or other land that is normally dry, associated with a tide, storm, waves or rainfall.
Evidence that helps Repeated groundwater samples, well depth and construction records, groundwater levels, pumping history and hydrogeologic maps. Observed extent and timing, tide and coastal-water-level records, flood forecasts, rainfall and local elevation.
What one clue proves A salinity reading proves that dissolved salts were measured in that sample, not that seawater entered the aquifer. Visible water above normally dry ground establishes inundation at that place and time, not the cause of a salty well.

These are general distinctions rather than a universal diagnostic protocol. Coastal aquifers, wells and flood pathways differ from one location to another.

What saltwater intrusion means underground

The freshwater–saltwater interface

In a coastal aquifer, fresh groundwater normally moves toward a coastal discharge area. That outward flow helps keep saline water near the coast or below the land surface. The boundary is usually a diffuse transition zone where fresh and salty water mix, not a perfectly sharp underground line.

If freshwater levels or seaward flow decline, the transition zone can shift inland or upward into parts of the aquifer that previously supplied fresher water. U.S. Geological Survey guidance summarizes the mechanism this way: “Groundwater pumping can reduce freshwater flow toward coastal areas and cause saltwater to be drawn toward the freshwater zones of the aquifer.”

More than one pathway

  • Lateral encroachment: saline coastal water moves inland through connected aquifer material.
  • Upward movement: pumping or other pressure changes draw older, deeper saline water upward toward a well.
  • Downward movement: coastal water reaches the ground surface or shallow sediments and migrates downward.
  • Well-related movement: a well that crosses multiple layers can provide a vertical path between zones with different salinities.

Pumping is an important trigger, but it is not the only control. Aquifer thickness, permeability, confining layers, recharge, tides and the exact screened interval determine whether a particular well is vulnerable.

Why a salty well is not automatically seawater intrusion

USGS technical material on the Atlantic Coast lists several other possible salinity sources: sea-spray accumulation, tides and storm surges affecting low-lying areas, trapped older seawater, evaporite minerals, sewage, industrial effluent, oil- and gas-field brines, road deicing salts and irrigation return flow. A well can therefore become salty without a modern seawater wedge moving inland.

Taste, odor or cloudiness cannot identify the source. Even a dramatic change in taste can result from a different dissolved constituent, a plumbing change or contamination near the wellhead. Source attribution requires local sampling and context.

What coastal flooding means at the surface

Inundation is defined by normally dry ground

NOAA’s Coastal Inundation Dashboard defines inundation as the amount of water above normally dry ground as a result of flooding. The key test is physical: water has reached land that is ordinarily not submerged. This can happen during a storm or on a clear day.

Common causes

  • High-tide flooding: unusually high astronomical tides, often amplified by gradually rising coastal water levels. It can occur without rain or a named storm.
  • Storm surge: wind-driven water pushed toward shore by a tropical or extratropical storm.
  • Onshore winds and waves: wind setup and wave run-up can overtop beaches, dunes, roads and seawalls.
  • Rainfall and runoff: drainage can back up when outfalls are tide-locked; rivers and tidal estuaries can add water from upstream.

Floodwater may be fresh, brackish or salty. Its salinity depends on the tide, wave and storm source, rainfall dilution, drainage and the surfaces it crosses. Flooding can wet soils and shallow groundwater, but visible inundation alone cannot show that a deeper aquifer has been intruded.

How the two processes overlap

A storm surge can deposit saline water on low-lying land and into drainage systems. Some of that water may infiltrate shallow soil, especially where the water table is close to the surface. Conversely, a high coastal water level can raise groundwater levels or alter gradients near the shore. A pumping-related intrusion can also be present during a flood, making a single observation difficult to interpret.

The overlap is why location and timing matter. Record whether the salt was measured in floodwater, a shallow surface feature, a private well or a deeper monitoring well. Note whether the well change began during the flood, weeks afterward, or independently of surface water.

A practical way to distinguish them

Step 1: Identify where the water or salt was observed

  1. Photograph and map any water covering normally dry land. Record the road, yard, drainage ditch or building location.
  2. For a salty-water complaint, identify the exact tap and well, not just the property. Record whether the sample came before or after treatment equipment, storage tanks or a softener.
  3. Find the well depth, casing, screened interval and construction date if records are available. A shallow dug or screened well can respond differently from a deep confined well.

Surface water above dry ground is evidence of flooding at that location. Salt in a tap sample is evidence of salt in that sample; neither observation alone identifies an underground pathway.

Step 2: Build a time line

  1. Write down the first date and time flooding was seen, the highest observed water level and when it receded.
  2. List recent high tides, storms, strong onshore winds, heavy rain and river or drainage problems.
  3. For a well, record when taste, conductance or laboratory results changed, along with pumping volume, irrigation, nearby construction and any changes to treatment equipment.
  4. Compare the dates. A well result that changes only after repeated coastal flooding deserves a different investigation from a gradual trend during dry weather and sustained pumping.

Step 3: Check coastal-water-level information

Use NOAA tide and water-level observations, forecasts and the Coastal Inundation Dashboard for the nearest appropriate station. These products are location- and time-dependent: a station several miles away, a different inlet or a different elevation may not represent conditions at your property. Compare the station record with your photographs and time line rather than treating a regional forecast as proof of local inundation.

Step 4: Separate a screening measurement from a diagnosis

Specific conductance, total dissolved solids and chloride are useful salinity indicators. A handheld conductivity meter can provide an optional preliminary reading, particularly when comparing samples over time, but it cannot identify the salt source or prove that an aquifer interface has moved. Calibrate and use any meter according to its instructions, avoid cross-contaminating samples, and treat the result as a screening observation.

Step 5: Obtain representative samples

  1. Ask a qualified local laboratory or water-resource agency which containers, preservation method, purge volume and holding time it requires.
  2. Collect a source sample that represents the well, following the laboratory’s instructions. If you also sample a tap, label it separately and note treatment equipment.
  3. Request chloride and, where appropriate, specific conductance and total dissolved solids. Other analyses may be needed when road salt, sewage, industrial discharge, minerals or irrigation are plausible sources.
  4. Keep a chain of custody and record well depth, pumping status, rainfall, flooding and the date of collection.
  5. Repeat sampling under comparable conditions if a trend is important. One result is a data point, not a map of the aquifer.

Interpreting salinity indicators correctly

Indicator or observation What it can tell you What it cannot tell you by itself
Chloride concentration Chloride was present at the measured concentration; it is a commonly used indicator of groundwater saltwater occurrence. Whether the chloride came from seawater, road salt, brine, minerals, sewage or another source; whether an interface moved.
Total dissolved solids The combined dissolved-solids load under the laboratory’s method. Which ions produced the result or where they originated.
Specific conductance Electrical conductivity associated with dissolved ions, useful for screening and comparisons. A unique source diagnosis or confirmation of seawater intrusion.
Salty taste or odor A reason to stop assuming the water is normal and arrange testing. A reliable identification of salt type, concentration or pathway.
Visible floodwater Inundation at the observed place and time. Contamination of a deeper aquifer or the cause of a separate well result.

For context, USGS reported about 19,000 milligrams per liter of chloride in seawater in its 2003 Atlantic Coast circular. That figure is seawater context, not a universal threshold for diagnosing a private well; local geology, mixing and applicable drinking-water standards must be considered.

Scenarios that commonly cause confusion

“The road flooded and my well tastes salty the same day.”

Both events may be connected, but timing alone is insufficient. Document the flood, test the well with a laboratory, and determine whether the well is shallow, damaged or hydraulically connected to the flooded zone. Do not assume that a deeper aquifer received the same water visible on the road.

“My well is salty, but there has been no recent flood.”

Investigate pumping, seasonal groundwater levels, well construction and possible natural or human sources. Lateral, upward or downward saline movement can occur without a recent surface flood, and older trapped seawater or another dissolved-salt source may be responsible.

“There was a sunny-day flood, so it must be a storm surge.”

High-tide flooding can occur during fair weather. Check the tide and water-level record, wind, waves, rainfall and drainage conditions. A clear day does not rule out coastal inundation.

“A cheap meter shows a high number, so the aquifer is intruded.”

The meter may be detecting dissolved ions, but it cannot identify their source or show where an aquifer interface lies. Use it only as a screening aid and confirm the concern with representative laboratory samples and local interpretation.

What to do after a suspected flood or well change

Protect people first

  • Keep people and pets out of moving floodwater. It can hide electrical hazards, sewage, debris and unstable ground.
  • After floodwater reaches a private well, follow local public-health or water-resource instructions before using the water for drinking, cooking or brushing teeth.
  • Do not try to disinfect away dissolved salt. Disinfection addresses microbes, not the source or concentration of salts.

Protect the evidence

  • Photograph high-water marks and note the time, tide, weather and drainage conditions.
  • Do not flush or alter treatment equipment before collecting a properly planned sample if a laboratory needs to evaluate the source.
  • Check the well cap, casing and electrical components for damage, but have repairs and sanitation performed by qualified personnel.

Get local interpretation

Contact the local water-resource agency, health department or a qualified laboratory. Interpretation depends on the aquifer, screened interval, well condition, pumping history, sample method and nearby land uses. A regional USGS report can explain mechanisms, but it cannot diagnose an individual home or community without site-specific data.

Limits of broad statistics and dashboards

NOAA reports that high-tide flooding is now twice as frequent in U.S. coastal communities as it was 20 years ago. That statement is a broad national comparison; it is not a prediction for every shoreline, and the referenced page does not establish a publication year for the statistic. Local tide gauges, elevation and drainage determine what a particular property experiences.

Likewise, the USGS Atlantic Coast circular published in 2003 remains useful for explaining pathways and indicators, but it should not be read as a current salinity map or a present-day condition assessment for a specific aquifer. Current measurements and local records are required.

A concise decision checklist

  • Water on normally dry land? Classify that observation as inundation and document its extent and timing.
  • Salt in a well sample? Confirm the result with an appropriate laboratory; do not infer the source from taste or one meter reading.
  • Flood and salty well together? Compare their time lines, well depth and flood elevation, then test both the well and relevant surface or shallow water where appropriate.
  • No flood but rising salinity? Examine pumping, groundwater levels, well construction and natural or human salt sources.
  • Uncertain or unsafe conditions? Stop using questionable water for consumption and ask local health or water-resource officials for instructions.
