Salesforce Government Cloud authorization does not make an agency’s entire system compliant by itself. Government Cloud Plus and Government Cloud Plus – Defense are dedicated Salesforce environments with different authorization and feature boundaries. The agency still has to design and operate identity federation, integrations, logging, monitoring, data protection and incident response for the information system it authorizes.

This guide explains how to scope the two environments, connect an enterprise identity provider, evaluate APIs and event integrations, and assemble audit evidence without assuming that commercial-cloud behavior applies to a Government Cloud instance.

What Government Cloud Plus and Defense actually authorize

Salesforce describes Government Cloud as a dedicated operating zone. Its authorization boundary identifies the Salesforce components and services inside the zone and the interactions with systems outside it. That boundary is narrower than an agency’s complete mission system, which may include an identity provider, data warehouse, security-information and event-management platform, case-management tools, networks and administrator workstations.

Government Cloud Plus is documented with a FedRAMP High provisional authorization to operate (P-ATO), DoD Impact Level 2 reciprocity, IRS 1075 and NIST SP 800-171 attestations. Government Cloud Plus – Defense is documented with FedRAMP High P-ATO, DoD Impact Level 5 provisional authorization (PA), IRS 1075 and NIST SP 800-171 attestations. These designations describe the service and its assessed boundary; they do not approve every configuration or data flow an agency might create.

Decision factor Government Cloud Plus Government Cloud Plus – Defense
FedRAMP status FedRAMP High P-ATO FedRAMP High P-ATO
Defense authorization DoD IL2 reciprocity DoD IL5 PA
Other documented attestations IRS 1075; NIST SP 800-171 IRS 1075; NIST SP 800-171
Operating model Dedicated Salesforce Government Cloud operating zone; confirm the target boundary and region in current authorization documentation
Security-product availability Edition-specific; verify the current feature matrix before procurement or design

DoD IL5 is not simply “more secure” in the abstract. It is a different authorization context with stricter handling, isolation and operational expectations. Select the edition based on the agency’s impact level, contract obligations, data types and approved external services, not on the product name alone.

Why a FedRAMP authorization does not cover the whole agency system

FedRAMP’s 2026 agency-use guidance tells agencies to configure and integrate the service securely, including identity, logging, monitoring, data protection, incident response, records, privacy and other agency-specific requirements. The agency authorizing official accepts risk for the specific information processed, the configuration selected, integrations enabled and controls operated by the agency.

In practice, the authorization package is evidence about Salesforce’s assessed service. Your system security plan must still describe how users authenticate, how accounts are provisioned and removed, how privileged access is separated, where logs go, how incidents are handled and what happens when an external connector fails. A compliant Salesforce tenant can therefore be part of a noncompliant system if the surrounding identity, network or data-handling controls are weak.

Designing identity, SSO and administrator access

Identity integration is part of the authorization boundary analysis. FedRAMP scope guidance treats enterprise identity and access management integration and single sign-on as indicators that must be addressed in the system boundary. Do not treat SSO as a procurement checkbox.

1. Name the trust relationships

Document the Salesforce Government Cloud edition and operating zone, the agency identity provider, the authentication protocol, certificate or signing-key ownership, and the systems that receive authentication or account-status information. Show which traffic stays inside the Salesforce boundary and which crosses into an agency network or a third-party service.

2. Define the account lifecycle

Specify who creates, changes and disables user accounts; how quickly a separation is reflected in Salesforce; and how contractors, privileged administrators, service accounts and emergency (“break-glass”) accounts are handled. Map each Salesforce permission set and administrative role to a job function and require approval for elevation.

3. Enforce authentication and session controls

Set the agency’s MFA requirement at the identity-provider and Salesforce layers as appropriate. Define session duration, login restrictions, trusted network controls, timeout behavior, password rules for any local accounts and the process for recovering a locked or compromised account. Keep at least one controlled emergency path, but monitor and review every use.

4. Test provisioning and failure paths

Test a new hire, role change, termination, identity-provider outage, expired certificate and lost administrator account. Record the expected result and evidence for each test. A successful SSO demonstration does not prove that deprovisioning, privileged access or outage recovery works.

5. Baseline and monitor configuration

Salesforce’s Secure Configuration Guide covers password policies, session security, compliance monitoring, Security Health Check and Metadata API exports. Use the machine-readable export to establish a baseline, detect drift and preserve evidence of approved changes. Salesforce documented ten new Secure Configuration requirements in 2026; map each applicable requirement to an owner and review cadence.

Evaluating integrations inside and outside the boundary

The FedRAMP Marketplace record lists Salesforce APIs, Salesforce Connect and Files Connect, Platform Events, and Change Data Capture among available capabilities. Availability of an API does not authorize every data exchange. Each connector becomes part of the agency system’s risk assessment.

Integration question What to document
Data and location Classification, fields exchanged, source and destination, geographic or tenant restrictions, and whether copies are created
Boundary crossing Service on each side, network path, encryption in transit, and which authorizing official owns the external component
Identity and privilege Human or service identity, token type, scopes, secret storage, rotation, least privilege and separation of duties
Events and replay Platform Event or Change Data Capture topic, delivery guarantees, replay window, duplicate handling and ordering assumptions
Failure handling Queueing, retries, dead-letter treatment, manual recovery, outage notification and prevention of partial updates
Records and monitoring Retention period, legal hold, audit trail, time synchronization, SIEM forwarding and evidence ownership

APIs and connectors

For REST, SOAP, Bulk, Salesforce Connect or Files Connect, inventory every endpoint and object or file exposed. Use dedicated integration identities rather than administrator credentials. Restrict fields and operations, rotate secrets, and log authentication, authorization failures, data exports and configuration changes. Validate that the receiving system has an authorization basis for the data; an encrypted connection alone is not sufficient.

Platform Events and Change Data Capture

Events can decouple systems, but they introduce delivery and replay risks. Define the event schema, publisher and subscriber, replay behavior, retention, duplicate processing and what occurs when a consumer is unavailable. A subscriber outside the Government Cloud boundary may need its own authorization or an explicit risk decision. Prove that sensitive fields are not unintentionally emitted and that event records are retained wherever the agency’s records schedule requires.

Authorized versus interoperable products

Salesforce distinguishes products evaluated within an authorization boundary from interoperable products that have undergone functional testing in a Government Cloud instance but are not themselves evaluated against FedRAMP or DoD boundaries. An interoperable product requires a documented, risk-based agency decision. Record the product, version, data exchanged, assessment evidence, compensating controls and approving authority rather than treating “works with Government Cloud” as an authorization claim.

What audit evidence is available

Audit evidence is layered. No single Salesforce report answers every question, and retention or availability differs by edition and license.

Evidence source Primary use Availability or retention qualification
Setup Audit Trail Administrative and configuration changes, such as password-policy changes or adding custom fields Government Cloud Plus architecture material says changes can be viewed by a system administrator and downloaded for local storage. An older 2022 Government Cloud white paper describes six months of history before export; confirm the current limit.
Login History Successful and failed login attempts The 2022 white paper describes six months of history and API export for longer local retention. Verify the current edition behavior.
Identity Verification History Identity-verification events The same 2022 material describes six months before export; treat this as dated documentation, not a universal current guarantee.
Event Monitoring Granular user and platform activity Availability and licensing are edition-specific. Confirm the Government Cloud feature matrix and delivery behavior.
Field Audit Trail Historical field-value changes on records where enabled Available in the documented Plus and Defense Guardian feature lists; configure the objects and retention needed by the agency.
Infrastructure and application logs Platform and service-operation evidence Salesforce states these logs are retained in compliance with FedRAMP requirements. Obtain the applicable commitment and define how the agency receives evidence.

Important Event Monitoring limitation

The current Salesforce Security Guide warns that Event Log Objects are not available in Government Cloud instances. Event data availability and query windows also depend on delivery and processing behavior. Do not promise a standard commercial-cloud Event Log Object workflow. Confirm whether the target edition supplies the required event files, delivery channel, query period and export method before writing a control procedure.

Build a defensible evidence chain

  1. List each control question, such as “Who changed this permission?” or “Did this account log in after termination?”
  2. Assign the appropriate source: Setup Audit Trail, Login History, Identity Verification History, Event Monitoring, Field Audit Trail or infrastructure/application logs.
  3. Set collection frequency, retention, time synchronization and access restrictions in the agency’s logging standard.
  4. Export records to agency-controlled storage or a SIEM when the native window is shorter than the records requirement.
  5. Record export success, hash or integrity evidence, reviewer, ticket and disposition. Test restoration and search, not just collection.

Edition-specific security products and procurement checks

Salesforce Guardian documentation lists Event Monitoring and Field Audit Trail for both Government Cloud Plus and Defense. Data Detect, Platform Encryption for Data 360 and some other Guardian products have edition-specific availability. A feature shown in general Salesforce documentation may be unavailable, licensed differently or delivered through another mechanism in Government Cloud.

Before signing an order or approving an architecture, request the current Government Cloud Available Products and Features matrix and the authorization record for the exact edition. That page was published September 16, 2026, but feature matrices and authorization records can change. Ask whether a required capability is authorized, interoperable or not offered, and preserve the answer with the system decision.

Implementation checklist for an agency project

  • Name the exact edition, operating zone, data impact level and authorizing official.
  • Map the identity provider, SSO, MFA, provisioning, privileged roles, emergency access and session controls.
  • Inventory every API, connector, event stream, file exchange and external system crossing the boundary.
  • Assign each security and compliance control to Salesforce or the agency; identify shared controls explicitly.
  • Define log sources, retention, export, SIEM forwarding, time synchronization and evidence ownership.
  • Confirm the availability and authorization status of Event Monitoring, Field Audit Trail, encryption and other required products.
  • Test identity lifecycle, integration failure, event replay, secret rotation, incident response and evidence retrieval.
  • Recheck Salesforce and FedRAMP documentation immediately before procurement and whenever the service, authorization or feature matrix changes.

Common implementation mistakes

Assuming P-ATO equals agency ATO

A provider authorization is evidence for the service, not acceptance of the agency’s selected data flows and controls. Remedy this by documenting the complete system boundary and obtaining the agency authorizing official’s risk decision.

Sending logs to an unassessed destination

Forwarding audit data to a commercial SIEM or archive can cross the boundary and expose sensitive information. Assess the destination, minimize fields, encrypt the transfer and assign ownership before enabling forwarding.

Using administrator credentials for integrations

Shared or overprivileged credentials defeat attribution and least privilege. Use named or dedicated identities, narrow scopes, managed secrets and rotation evidence.

Promising six-month or Event Monitoring retention without verification

The six-month figure comes from a 2022 white paper, while current behavior is edition- and delivery-dependent. Treat it as a planning reference only until the target instance’s documentation and test export confirm the window.

Confusing interoperability with authorization

Functional testing in a Government Cloud instance does not place an external product inside Salesforce’s FedRAMP or DoD boundary. Capture a separate agency risk decision and compensating controls.

Bottom line

Implement Salesforce Government Cloud as one authorized service inside a larger agency system. Choose Plus or Defense from the required impact level and authorization context, engineer identity and every integration as boundary components, and assemble audit evidence from several purpose-built sources. Verify edition-specific features and current retention behavior before procurement, because neither FedRAMP authorization nor a familiar Salesforce feature name eliminates the agency’s responsibility for configuration, operations and risk acceptance.
