There is no chatbot that can be called categorically safe for teenagers. Families should start with age eligibility, then check teen safeguards, privacy and parent visibility, and whether the service is being used for learning or emotional support. As of October 2026, ChatGPT for Teens and personal-account Microsoft Copilot publish youth-specific guidance; Claude’s published minimum age is 18, so it is not an eligible alternative for teens.
For mental-health advice or emotional support, do not rely on a chatbot in place of a trusted person or qualified professional. Common Sense Media, drawing on work with Stanford’s Brainstorm Lab for Mental Health Innovation, recommends that teens not use AI chatbots for those purposes.
How to choose a chatbot for a teenager
Compare the actual account and use case, not just the product name. Age rules, regional availability, settings, and parent controls differ, and one safeguard does not answer every safety question.
- Eligibility: Check the minimum age and any regional exceptions for the specific account type.
- Safeguards: Find out which protections apply automatically and which require a parent or teen to change a setting.
- Purpose: A tool used for schoolwork is a different proposition from a chatbot used as a companion or confidant.
- Privacy and visibility: Review data controls and be clear about what a parent can see. Parental controls do not necessarily include access to conversations.
- Distress: Agree in advance that a chatbot is not the place to seek crisis help, diagnosis, or mental-health care.
These factors do not add up to a defensible single “safest chatbot” ranking. Company policies describe intended controls; they are not independent safety certification.

What the current age and safety guidance says
The following comparison is limited to the account types described in current official guidance. Check the relevant policy again before creating an account because eligibility, features, and regional rules can change.
| Service and scope | Age eligibility | Teen safeguards and features | Parent visibility and data considerations |
|---|---|---|---|
| ChatGPT for Teens | OpenAI says eligible accounts identified as under 18 automatically receive the teen experience. Feature availability may vary by region. | OpenAI describes learning-oriented prompts, study mode and quizzes when available, break reminders, reminders that ChatGPT is AI, and age-appropriate safeguards intended to reduce exposure to sensitive or potentially harmful content. Settings can include controls for sensitive content, model-improvement use, saved memories, voice mode, and image generation; defaults and availability can vary. | A parent or guardian can link accounts and manage selected settings, schedules, and limited safety notifications. OpenAI says linked parents cannot read chat history or monitor real-time activity. Notifications may share limited information about a concern, not conversation transcripts. |
| Microsoft Copilot, personal Microsoft account | Microsoft says users must be at least 13; regional minimums may be higher. Guidance applies to personal accounts using the updated Copilot app or web experience, not every school or Microsoft 365 account context. | Family Safety or device settings may allow a parent or guardian to block access, set usage times, or select feature availability. | Microsoft says conversations may be reviewed by humans for safety, legal, product-improvement, or troubleshooting purposes. Read the policy for the exact account and app version. |
| Claude | Anthropic says users must be at least 18 to create and use an account. | Not an eligible teen alternative under Anthropic’s published minimum-age rule. Its separate age-assurance guidance describes disabling accounts when indicators suggest under-18 use. | Not applicable as a recommended teen option under the published age rule. |
ChatGPT for Teens: safeguards are not the same as parent access
OpenAI announced ChatGPT for Teens on August 18, 2026. Its Help Center says eligible accounts identified as under 18 automatically receive the experience. OpenAI also says age prediction may use signals such as account-use patterns and topics, and can make mistakes. It describes a way to review an account’s age category and optional verification for someone incorrectly placed in the teen experience. That is a description of the company’s process, not an independent measure of its accuracy.

If a family links accounts, the parent can manage selected controls but cannot read the teen’s conversations or see real-time activity, according to OpenAI. Treat limited safety notifications as a separate feature: they are not transcripts or a live monitoring feed. Families should inspect the available controls rather than assume every setting is enabled or identical for every account.

Microsoft’s youth guidance applies to personal Microsoft accounts in the updated Copilot app or on the web. A school account or another Microsoft 365 context may follow different arrangements, so a parent should check the policy and settings for the account the teen will actually use. The possibility of human conversation review is also relevant when deciding what personal information to enter.

Claude: the stated minimum age rules it out
Anthropic’s help page sets 18 as the minimum age to create and use a Claude account. Do not present Claude as a teen option unless that published rule changes.
Why companion use needs a different boundary
A general-purpose chatbot can become an AI companion when someone uses it for emotional support, even if companionship is not the product’s only purpose. Common Sense Media’s 2026 report treats both dedicated companion apps and general-purpose chatbots used for emotional support as part of that landscape, and argues for stronger safeguards for children.

Common Sense Media reported in 2025 that nearly one-quarter of teen AI-companion users in its survey had shared personal details with those platforms. That finding concerns the surveyed users of AI companions; it is not a rate for all teenagers or all chatbot users. It is a reason to discuss boundaries around identifying, intimate, and sensitive information rather than assuming a conversation is private.

Common Sense Media’s recommendation, drawing on assessment with Stanford’s Brainstorm Lab for Mental Health Innovation, is that teens not use AI chatbots for mental-health advice or emotional support. This is the organization’s recommendation, not a legal requirement or a clinical standard. A chatbot can respond confidently while being wrong or unsuitable for the situation. For distress, involve a trusted adult or qualified professional instead.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Set practical family rules before use
- Confirm the account is eligible. Check the minimum age and regional rule on the official page for the precise service and account type.
- Review settings together. On a teen account, inspect available sensitive-content, data-use, memory, voice, image, and scheduling controls. Names and defaults may vary.
- Make visibility explicit. Explain what a parent can manage, what notifications may reveal, and whether conversation history is visible. Do not promise monitoring a service does not provide.
- Keep personal information out. Set a clear rule against entering identifying or sensitive details unless there is a specific, understood reason.
- Verify important answers. Treat chatbot output as a starting point, not proof. Check consequential facts against reliable sources or a knowledgeable adult.
- Set a support boundary. Agree that the teen will turn to a trusted person or qualified care for mental-health concerns, rather than asking a chatbot to handle them.
OpenAI’s family AI-literacy materials also emphasize that AI can make mistakes, that users should check information, manage data and settings, and set boundaries. Those are useful habits regardless of which eligible tool a family chooses.
What usage surveys can—and cannot—tell parents
Pew Research Center reported in 2025 that ChatGPT was the most widely used AI chatbot among the teens it surveyed, followed by Gemini and Meta AI in the cited report excerpt. Popularity is not evidence that a service is safer, more private, or a better fit for a particular teenager.
Current official Gemini eligibility and privacy details were not established in the available evidence here, so this article does not assess Gemini as a teen alternative. Check current official guidance before making a decision about it.
