Yes. U.S. government assessments describe a continuing, state-linked Russian information operation across Latin America. It combines overt Kremlin-funded outlets such as RT Actualidad and Sputnik Mundo with covert public-relations contractors, impersonated media, local influencers and coordinated social-media distribution. A 2024 U.S. Senate record identified activity in 13 countries. The evidence is strong on who runs the networks and how they operate, but no authoritative figure shows how many Latin American people were persuaded.
What the documented operation is
This is an ecosystem rather than a single website or feed. The U.S. State Department calls RT and Sputnik “critical elements in Russia’s disinformation and propaganda ecosystem.” Their Spanish- and Portuguese-language output can be repeated, localized or disguised by other websites and accounts, making a message appear to come from a domestic newsroom, civic group or ordinary influencer.
The State Department has described the activity in direct terms: “The Russian government is currently financing an on-going, well-funded disinformation campaign across Latin America.” That assessment attributes an organized effort to Russian state-linked actors; it does not mean every message that criticizes the United States, supports Russia or questions liberal democracy is controlled by Moscow.

Countries named in the 2024 Senate record
A September 2024 Senate record said the campaign covered 13 countries. The record listed:

The list is geographic scope, not a claim that every outlet or account in each country is Russian-directed. Operations can concentrate on particular elections, controversies or online communities inside a country.
How the influence system works

Why Spanish and Portuguese distribution is central
Russian outreach is deliberately localized for Spanish- and Portuguese-speaking audiences rather than simply translated from English or Russian. The 2024 Senate record said Spanish-language RT and Sputnik accounts had more followers and engagement than their English- and Russian-language counterparts, and more than comparable programming from the United States Agency for Global Media. That comparison shows the importance of the language channels; it does not, by itself, prove that higher engagement changed voters’ views.

Local influencers and media provide another form of localization. A contractor can supply a theme, suggested framing or a fabricated source while a local personality supplies the audience relationship and cultural context. The result may travel through a messaging group or video account without an obvious connection to Russian state media.

- Event-driven claims: posts react to elections, migration, Venezuela, U.S. policy or developments in the war in Ukraine. These topics generate urgency and emotional sharing.
- Institutional narratives: content casts doubt on the United States and democratic institutions, presents liberal democracy as ineffective, and portrays authoritarian systems as better suited to solving social problems.
The same operation can move between the two. A current election dispute may be used to reinforce a longer-running claim that democratic institutions are inherently fraudulent. A migration story may be framed as evidence that elected governments cannot maintain social order.
What is current, and what remains unproven
The activity has not ended. Treasury documentation describes covert influencer contact beginning in early 2024. A G7 statement in January 2025 referred to continuing Kremlin-directed covert activity, and LatamChequea listed monitoring of Russian manipulation narratives in 2026.

Public documentation establishes named actors, techniques, takedowns and official assessments. It does not provide one verified Latin America-wide audience or persuasion total. Nor does it establish that every pro-Russian, anti-U.S. or anti-democratic statement originated with Russian officials. Treat attribution as strongest when an assessment identifies a specific network, account, contractor or funding relationship; treat claims about effects on public opinion as analytical conclusions unless backed by separate polling or platform data.
How to check a suspicious post
- Find the original source. Look for a named reporter, document, interview or institution. A screenshot without an originating link is not evidence of its claim.
- Compare independent local reporting. Check whether established outlets in the affected country report the same event and whether their accounts, dates and quotations match.
- Inspect the account history. Newly created profiles, sudden changes in language or topic, copied wording and bursts of identical posts are reasons to slow down.
- Examine the domain and identity. Check the site’s ownership information when available, contact details, publication history and whether its name imitates a real newsroom or civic organization.
- Separate fact from framing. A real event can be wrapped in an unsupported conclusion about elections, migration, Ukraine or U.S. policy.
- Pause on emotional pressure. Claims designed to provoke fear, outrage or humiliation should prompt verification, not automatic sharing or a conclusion about who is behind them.
Measures recommended by U.S. institutions
The 2024 Senate resolution recommended that platforms monitor coordinated manipulation, share information about foreign influence operations, and cooperate with local fact-checkers and electoral institutions. It also called for media and digital-literacy education and stronger regional coordination. These measures address different parts of the system: platform monitoring can identify coordinated accounts, while local fact-checking and election bodies can verify claims in the language and context in which they circulate.

For readers, the practical rule is narrower than “distrust everything.” Verify the source chain, look for independent confirmation and distinguish a documented Russian network from an unverified assumption based only on a message’s political viewpoint.
