Rigid return-to-office (RTO) mandates can put retention and morale at risk, but the evidence does not show that every mandate lowers productivity or triggers resignations. Surveys point to a more specific problem: when attendance rules conflict with workers’ needs and lack a clear work-related purpose, some employees disengage or consider leaving. Other workers accept office policies, particularly when they value the workplace experience. For tech professionals weighing a mandate, the practical response is to clarify the rule, connect it to the work, and assess your options before making a decision.

Does returning to the office improve productivity?

There is no universal winner among office, hybrid, and remote arrangements in the available survey evidence. The results depend on what is being measured: perceived effort, supervisor expectations, reported productivity, or changes after a mandate. They do not establish that location alone caused an outcome.

Gartner found no immediate productivity effect after recent mandates

Gartner’s May 2025 release reported results from surveys fielded in October 2024. Among more than 5,000 managers and employees, 21% of both onsite and hybrid knowledge workers were rated highly productive. Organizations that had introduced RTO mandates in the previous 12 months reported no immediate effect on average employee or team productivity. A separate survey of more than 3,000 knowledge-worker managers found that mandates increased the number of employees engaging in “quiet quitting” by up to 19%. These are survey findings, not proof that all jobs are location-neutral or that every office policy produces the same effects. Gartner’s summary was: “In short, it’s not about where work gets done, but how it gets done.” Gartner’s 2025 findings

Other U.S. survey results complicate the picture

McKinsey surveyed 8,426 U.S. employees across 15 industries from October 13 to 28, 2024, and found no clear winner across work models for employee experience and productivity-related outcomes. The employee sample was not representative of the entire U.S. workforce, and the measures were self-reported. Twenty-five percent of mostly in-person workers said they exceeded supervisor expectations, compared with 15% of hybrid workers. Thirty-four percent of in-person workers strongly agreed they put substantial effort into work, compared with 29% of remote and 28% of hybrid workers. Those differences do not show that office attendance caused higher effort or performance. McKinsey also found that 39% of surveyed employees intended to leave overall: 38% of in-person and hybrid workers and 41% of remote workers. That is not an estimate of resignations caused by RTO. Perceived productivity is not the same as measured performance

In Ivanti’s February 2025 survey of more than 6,000 office workers, 82% said working outside the office was at least as productive as, or more productive than, working in the office. That measures workers’ perceptions, not output assessed through a controlled test. The distinction matters: being seen at a desk, feeling productive, meeting a team goal, and producing measurable work are different things.

Why are tech workers pushing back on return-to-office mandates?

For many workers, flexibility is not just a preference for a particular setting. It can affect commute time and cost, caregiving, health, disability, personal responsibilities, and the ability to organize focused work. A mandate can also feel arbitrary if employees are asked to attend without a clear explanation of what in-person time is meant to achieve.

TRALT Office Chair Ergonomic Desk Chair with Lumbar Support Black, 1
  • High-Resilience Molded Foam Seat – Won’t Flatten After 1 Year – Instead of budget foam that hardens and sags within months, the seat is built with high-density, high-resilience molded foam that bounces back day after day. It maintains its shape and cushioning far longer, preventing the “bottoming out” discomfort common at this price point
  • Adjustable Lumbar, Not a Fixed Afterthought – Unlike flimsy plastic supports that crack or lose tension, this chair features a durable lumbar mechanism that adjusts depth to match your spine’s natural curve. Genuinely relieves lower back pressure during long sitting sessions
  • Breathable Mesh Backrest – No Peeling, No Heat Buildup – Say goodbye to flaking faux leather. The high-tension mesh back promotes continuous airflow, keeping you cool in warm environments and eliminating the mess of peeling upholstery. Mesh holds up significantly better over time and looks professional years later
  • Anti-Sink BIFMA Certified Gas Cylinder – A common failure in budget chairs: the pneumatic cylinder loses pressure and slowly sinks during use. Our Class 3 BIFMA-certified gas lift is built to hold its height reliably, so your chair stays exactly where you set it—year after year. No more sudden drops or mid-work adjustments
  • Heavy-Duty Metal Core Base (330 lbs Capacity) – Thin plastic bases can crack under stress, especially near the cylinder hub. We use a reinforced nylon base with a metal core, providing the durability and peace of mind you need. Smooth-rolling, 360° silent casters glide across hardwood, tile, or carpet without scratching or catching

Flexibility is valuable to IT professionals

Ivanti’s February 2025 survey found that 83% of surveyed IT and cybersecurity professionals considered flexible work high value or essential. Ivanti’s measure includes flexibility in hours and the ability to handle personal matters, not only working remotely. More than one in three respondents who had experienced an RTO mandate in the previous year reported negative effects on morale and satisfaction. These results describe surveyed workers, not all technology employees.

Commutes and lost flexibility are common objections

In an older NORC survey, conducted in August and September 2023, three-quarters of surveyed HR representatives said their organizations had problems keeping employees who wanted to stay remote. The employer survey included 1,099 HR representatives at companies where at least 10% of employees were fully remote or hybrid; the employee survey included 1,153 paid employees. HR respondents cited lost flexibility or work-life balance, familiarity with working from home, perceived productivity or convenience, and commute length or cost as reasons workers resisted. The findings are useful context, but they predate the 2025 surveys.

Office acceptance varies with the workplace experience

Not all workers oppose RTO. JLL’s 2025 Workforce Preference Barometer surveyed 8,700 office workers in 31 countries at organizations with more than 1,000 staff; 72% viewed RTO policies positively. Acceptance was associated with workplace satisfaction: 84% of people happy with their workplace felt positive about attendance policies, compared with 48% of those unhappy with it. JLL also found that 38% said their office needed significant improvement. This company-sponsored survey represents a distinct global sample, not a direct comparison with Ivanti’s respondents. Together, the results suggest that policy acceptance can coexist with demands for a better office experience. JLL’s 2025 Workforce Preference Barometer

Will employees quit if their company requires them to return to the office?

Some say they would look for another job, but stated intent in a hypothetical survey is not the same as actual resignations. The evidence supports a retention risk, not a prediction that a mass exodus is inevitable.

What workers say they might do

In a 2025 survey of 1,000 U.S. respondents conducted by Southpaw Insights for FTI Consulting, 70% of people who were fully remote or hybrid said they were very or somewhat likely to seek another job if required to return full-time at their current salary. FTI defined full-time as at least 30 hours per week. The share was 74% among fully remote workers and 62% among hybrid workers. These figures describe responses to a hypothetical, not observed job searches or quit rates. In FTI’s technology and telecom group, 51% said they would be excited or accepting of an RTO mandate, illustrating that reactions also vary by industry and worker. FTI Consulting’s 2025 survey

UK findings show both pressure and actual departures

CIPD’s 2025 research, based on surveys of 2,000 UK employers and 5,000 UK employees, found that 53% of employees felt pressure to spend more time in the workplace. Three percent said they had left a job in the previous year because of a lack of flexible working; CIPD estimated that this represented around 1.1 million UK workers. The 3% figure is a reported past departure associated with lack of flexibility, not an RTO-specific global quit rate. CIPD also found that 80% of surveyed UK workers said flexible working improved their quality of life. CIPD’s UK flexible-working research

Business survey evidence does not show inevitable mass attrition

An analysis of business-leader survey responses by the Federal Reserve Bank of Richmond described the employment effects of RTO orders as muted and noted that differences in worker preferences may dampen the effect. Its Fifth District panel typically gathers around 200–250 responses per month, underweights the smallest firms, and includes a high proportion of manufacturing respondents. It is not a definitive national estimate or a tech-sector-specific result. Richmond Fed’s analysis of RTO employment effects

What makes an RTO policy more workable?

Employers often cite collaboration, connectivity, innovation, mentorship, and skill development when asking people to come in. A useful policy makes the connection between attendance and the work concrete rather than treating presence as a proxy for contribution.

  • Define the purpose. Specify which activities benefit from co-presence, such as onboarding, mentoring, training, or a planned collaboration session.
  • Measure outcomes, not visibility. Set clear deliverables and ways to assess them, rather than treating time in the office as evidence of performance.
  • Preserve meaningful flexibility. Clarify which parts of the schedule are fixed and where employees can still adjust hours or location.
  • Account for different needs. Consider commute burdens, caregiving, health and disability needs, and the practical effects on teams before setting a uniform rule.
  • Make the workplace worth attending. Invest in the office experience and the tools, spaces, and team routines needed for in-person work.
  • Review the policy against results. Check whether the intended benefits—such as faster onboarding or better collaboration—are occurring, and revise the approach if they are not.

For UK employers, CIPD reported that 51% of surveyed organizations required a minimum number of onsite days per week, most commonly three; 14% mandated a number of office days per month. These are UK survey findings, not a recommendation that those schedules work for every organization. CIPD policy and practice manager Claire McCartney described the tension: “There’s a clear mismatch between what some employers are pushing for and what many employees value. Hybrid working has benefits for employee satisfaction and attracting and retaining talent, often supporting those with health conditions, disabilities or caring responsibilities to remain and thrive in work. However, it can also bring challenges for employers, particularly around organisation culture, connection to organisation purpose and the ability of managers to lead their teams effectively.”

How tech professionals can respond to a new office mandate

A deliberate response starts with the written policy and the work it is supposed to support. The following steps are practical ways to clarify your position, not legal advice or tactics proven by the surveys.

  1. Get the exact rule in writing. Confirm the required days or hours, start date, who is covered, how exceptions are handled, and whether the policy changes over time.
  2. Ask what work the attendance requirement supports. Request concrete examples: team planning, customer work, mentoring, onboarding, or another activity that depends on being together.
  3. Document work effects and logistics. Keep a factual record of deliverables, collaboration needs, commute impact, schedule constraints, and any relevant health, caregiving, or accessibility needs. Focus on details that help explain a workable arrangement.
  4. Propose a specific alternative when appropriate. If the goal is collaboration or training, suggest a schedule or set of in-person days tied to those activities, rather than arguing only about remote work in general.
  5. Check internal options and external roles. Find out whether your team or company allows exceptions, transfers, or different schedules. If you consider leaving, compare current job terms with actual openings and their location requirements before deciding.
  6. Get jurisdiction-specific advice for a dispute. Employment rules and accommodation processes vary by location. The surveys do not establish a universal legal right to refuse an RTO mandate.

How to read the evidence without overclaiming

The studies above use different populations, dates, geographies, and question wording. They include self-reported perceptions, hypothetical intentions, reported experiences, and a business-leader survey analysis; they are not one controlled causal study. A worker saying they might search for a job is not the same as an observed resignation, and a survey finding no immediate productivity effect does not prove that location never matters. No cited source establishes that a particular employer adopted a mandate to force people to resign. The strongest defensible conclusion is narrower: rigid mandates can create avoidable dissatisfaction and retention risk, while outcomes depend on the work, the policy, and the people affected.
