ROVs are unoccupied underwater vehicles piloted remotely, while crewed submersibles carry people underwater to observe and work directly. Both can collect samples, operate instruments, and record imagery. The practical choice depends on who needs to make observations, the vehicle’s depth rating and mission duration, and the support setup—not on a simple distinction between robots and science.
For a concrete comparison, this article looks at NOAA’s Deep Discoverer (D2) and Woods Hole Oceanographic Institution’s Alvin. They illustrate different ways to conduct research underwater, but their specifications should not be treated as universal limits for all ROVs or crewed submersibles.
What is the difference between an ROV and a crewed submersible?
A remotely operated vehicle (ROV) has no people aboard. It is controlled from the surface, typically from a ship, through a tether that carries commands and data. Pilots operate the vehicle while scientists can follow the dive through video and other data feeds; on NOAA’s Deep Discoverer, ship-based engineers pilot and shore-based scientists can advise through live video.
A human-occupied vehicle (HOV), also called a crewed submersible, transports a pilot and scientists underwater. People inside can assess the surroundings directly as the vehicle moves, while using cameras, lights, sensors, robotic arms, and collection instruments as needed.

These are different ways to put people into a research mission, not different categories of scientific capability. Both vehicle types can image the seafloor, manipulate equipment, and collect biological, geological, or water samples. The distinction is whether researchers make observations from the vehicle itself or from the surface.
That difference affects how observations enter the research process. In an HOV, scientists are physically present at the site and can make in-situ observations. In an ROV operation, people remain outside the vehicle and work with the live imagery and information available at the surface. NOAA’s description of ROVs emphasizes that they are unoccupied, maneuverable underwater machines operated by someone at the water surface.
Neither arrangement means that only one kind of vehicle can do hands-on research. Deep Discoverer has two manipulator arms and sampling equipment; Alvin likewise has robotic arms and a science basket. A useful comparison asks what the actual platform can carry and do, and where the people interpreting the dive are located.

Depth and duration figures above describe these named vehicles, not the maximum capabilities of every ROV or HOV. The cited sources do not establish a like-for-like cost or dive-duration comparison between Deep Discoverer and Alvin.
How to read the comparison
The numbers are most useful when treated as planning specifications for individual platforms. Deep Discoverer’s 6,000-meter maximum operating depth and Alvin’s current 6,500-meter rating tell a reader about those vehicles, not about every ROV or HOV. A project should compare its site and task requirements with the operating rating and equipment of the vehicle actually being considered.
Likewise, the ten-hour figure for Alvin is a vehicle-specific maximum dive duration reported by WHOI. It cannot be directly compared with a Deep Discoverer duration because the reviewed NOAA material does not give a corresponding figure. NOAA’s general statement that ROVs can remain underwater longer than human divers is useful context, but it does not establish a direct endurance result for D2 versus Alvin.
The table also separates physical sampling from observation. Both vehicles can use robotic tools to work with instruments or collect material. An ROV can carry sample containers and take water samples; a crewed submersible can use arms and a basket. The relevant question is whether the particular equipment and operating setup suit a mission, not whether one vehicle class is inherently capable of sampling.

D2’s equipment supports observation and hands-on work. Its two manipulator arms can handle instruments and samples; rock and biological storage boxes, Niskin bottles, and a rotary suction sampler support collection. Onboard sensors measure salinity, temperature, depth, and dissolved oxygen. The primary camera’s ability to zoom on a 7.6-centimeter organism from three meters away illustrates how a remotely piloted vehicle can inspect small targets without carrying observers.
These details show that D2’s role is not limited to sending images to the ship. Its collection equipment supports biological, geological, and water sampling, while its sensors provide measurements of water properties. The arms, boxes, bottles, and suction sampler are distinct parts of the payload: the arms allow manipulation, and the other listed items support different sample-collection tasks. The sources identify these capabilities but do not specify that every item is used on every dive.
The camera example is a particular specification, not a guarantee that all objects can be identified at that size or distance in every condition. It does show why imaging capability should be considered alongside manipulator and sampling tools. A mission may require both close visual inspection and the ability to preserve or measure something encountered during the dive.

It allows research decisions to be informed by a shared video feed without putting the science team inside the vehicle.
For readers comparing ROVs, this is an important part of the operating model: an unoccupied platform still involves people making decisions and operating the vehicle. In D2’s case, the cited NOAA description identifies ship-based engineers as pilots and shore-based scientists as advisers. Telepresence describes a way for scientists to participate remotely; it does not mean that the vehicle operates without a surface team.
Alvin: scientists observe from underwater
Woods Hole Oceanographic Institution (WHOI) lists Alvin as a crewed research submersible that enables two scientists to make in-situ observations. Its seven reversible thrusters support maneuvering; two robotic arms and a reconfigurable science basket support instrument work and sample collection. WHOI lists water-column data collection, mapping, photographic surveys, instrument manipulation, and sampling among its capabilities.
Alvin therefore combines direct human observation with robotic tools. Having scientists aboard does not mean every task is done by hand, just as remote operation does not prevent an ROV from collecting physical samples.

WHOI reports that Alvin dives can last up to ten hours. That figure gives a sense of the time available for an individual dive, but it should not be extended into a claim about total daily operation, number of dives, or comparative productivity; those details are not supplied by the reviewed sources. The platform’s seven reversible thrusters, arms, and reconfigurable basket are vehicle features, while the stated research capabilities indicate the range of work WHOI says it can support.

Alvin’s ability to carry two scientists is also a specific capacity, not a description of every HOV. In a comparison, keep occupancy, depth rating, dive duration, and payload separate: they answer different questions about who can be present, where the vehicle can operate, how long a dive may last, and what research tasks it can perform.
Which vehicle is better for a particular research mission?
The right choice depends on the mission’s demands and the capabilities of the specific vehicle, its payload, and its support operation. Researchers can assess the trade-offs by asking:
- Who needs to observe and decide in real time? An HOV puts scientists alongside the scene. An ROV lets a surface team work from live imagery and vehicle data.
- What depth must the vehicle reach? Compare the mission requirement with the rating of the actual platform, not a general claim about ROVs or submersibles.
- How long must the vehicle remain underwater? Alvin’s dives can last up to ten hours, according to WHOI. A comparable Deep Discoverer dive-duration figure is not stated in the cited sources.
- What must be inspected, handled, or collected? Both examples have robotic arms and sampling capabilities. Check the actual instruments, baskets, containers, and sensors fitted for the mission.
- What surface support is available? Deep Discoverer operates from a NOAA ship with a team of pilots and engineers, while shore-based scientists may advise over live video. Support-vessel and operating demands vary by setup; the cited sources do not provide a direct comparison of total requirements.
These questions prevent a common shortcut: choosing by vehicle label alone. “ROV” and “HOV” tell you whether people are aboard, but the research task also depends on the tools and measurements available on the particular platform. Deep Discoverer, for example, has listed sensors for salinity, temperature, depth, and dissolved oxygen; Alvin’s listed capabilities include water-column data collection, mapping, and photographic surveys. Those are concrete points for a mission checklist, not a complete account of every possible instrument configuration.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →For sampling tasks, compare the needed sample type with the listed collection equipment. D2’s equipment includes rock and biological storage boxes, Niskin bottles, and a rotary suction sampler. Alvin’s robotic arms and reconfigurable science basket support instrument manipulation and sample collection. The available information does not set out a universal ranking of sample quality, volume, or collection speed, so those should not be inferred from the equipment list alone.
For visual observation, distinguish having researchers at the scene from having a detailed camera feed. Alvin offers in-situ observation by two scientists; D2 supports surface-based participation through live video and has a primary camera with the stated zoom capability. The sources do not compare image quality or the scientific accuracy of observations between the two systems. The decision is instead about the observation arrangement the mission calls for and what each specific platform can document.
ROVs can generally remain underwater longer than human divers, NOAA notes, but that statement is not a direct comparison of ROV endurance with a crewed submersible’s dive duration. For mission planning, use vehicle-specific specifications rather than treating it as a guarantee that one named platform outlasts another.
What about cost and operational demands?
NOAA says HOV updates and operation are more expensive than ROVs and autonomous underwater vehicles (AUVs) generally. However, the reviewed sources give no comparable operating-cost figures for Deep Discoverer and Alvin, so they do not support a dollar estimate or a precise cost difference between these two platforms. The general statement should not be turned into a claim about the cost of a particular expedition.

Nor do the sources provide a like-for-like breakdown of support vessels, personnel, preparation, maintenance, or total mission costs for D2 and Alvin. What they do document is that D2 operates from NOAA Ship Okeanos Explorer, with the NOAA Ocean Exploration Cooperative Institute maintaining and operating it, and that ship-based engineers pilot while shore-based scientists may advise. Such operational details are relevant to planning, but they are not enough to calculate a cost comparison.

For an actual project, the careful approach is to request vehicle-specific operational and cost information from the relevant operator. In this comparison, the available evidence supports discussing the general cost statement from NOAA and the documented vehicle setups, not inventing a budget or declaring one named vehicle cheaper for a given mission.
Can ROVs and crewed submersibles be used together?
Yes. NOAA notes that HOVs and ROVs can be used together to increase observation and coverage. A combined approach can bring direct human observation and a remotely operated platform’s separate vantage or operations into the same research effort. The value depends on the mission design and available vehicles; the cited sources do not prescribe a universal division of tasks.
Using both types also reinforces why “human versus robot” is too simple a framing. The two platforms can contribute observation and coverage in the same research effort, while both remain capable of using instruments and sampling equipment. A combined deployment is not automatically necessary or more effective for every project; NOAA’s point is that the vehicle types can complement one another when the mission calls for it.
To decide whether a combined approach makes sense, the mission team would need to identify the observations and coverage it needs, then check what each available vehicle can provide. The research here does not describe a specific joint deployment, schedule, or division of duties between Deep Discoverer and Alvin, so no particular combined workflow should be assumed.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How deep can research ROVs and crewed submersibles go?
There is no single class-wide depth limit implied by the examples here. NOAA gives Deep Discoverer a maximum operating depth of 6,000 meters. WHOI lists Alvin at 6,500 meters and reports that the U.S. Navy certified it to resume operations at that depth on July 1, 2026.
For context, NOAA Ocean Exploration says the ocean’s average depth is over 3,600 meters. That broad average does not describe the depth of a particular research site or guarantee that a given vehicle is suitable for it; site depth must be checked against the specific vehicle’s operating rating.
A vehicle’s maximum operating depth is a rating, not an instruction to use it at that depth on every mission. The relevant comparison is whether the required site and research plan fall within the actual vehicle’s rating. These figures also do not show that one class as a whole can go deeper than the other: the two examples differ by 500 meters, but they are individual vehicles with their own specifications.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesWhy do sources give different depths for Alvin?
NOAA’s HOV overview, last updated April 25, 2022, lists Alvin at 4,500 meters. WHOI’s current vehicle information lists 6,500 meters and includes the July 1, 2026 certification update. For a current comparison, the newer WHOI figure is the relevant one; the older NOAA value reflects an earlier page and should not be treated as Alvin’s current rating.

The discrepancy is best handled by citing the date and source rather than averaging the values or presenting both as simultaneous current specifications. WHOI’s page reports that the U.S. Navy certified Alvin to resume operations to 6,500 meters after a routine overhaul. NOAA’s older overview remains useful as a dated reference, but it predates that current rating information.
Frequently asked questions
What’s the difference between an ROV and a crewed submersible?
An ROV is an unoccupied underwater vehicle operated remotely from the surface, typically through a tether to a ship. A crewed submersible, or HOV, carries a pilot and scientists underwater so they can observe in situ. Both can use cameras, sensors, robotic arms, and sample-collection equipment.
Can an ROV collect samples?
Yes. NOAA lists Deep Discoverer equipment including two manipulator arms, rock and biological storage boxes, Niskin bottles, and a rotary suction sampler. NOAA says it can collect biological, geological, and water samples. ROVs are not limited to observation.
Can scientists collect samples from a crewed submersible?
Yes. WHOI lists sample collection and instrument manipulation among Alvin’s capabilities. It has two robotic arms and a reconfigurable science basket. A crewed vehicle can use robotic tools rather than relying only on direct hand work.
Which goes deeper, Deep Discoverer or Alvin?
According to the current figures in the reviewed sources, Alvin is rated to 6,500 meters and Deep Discoverer has a 6,000-meter maximum operating depth. These are ratings for the named vehicles; they do not establish a general depth limit for every ROV or HOV.
How long can Alvin stay underwater?
WHOI says Alvin dives can last up to ten hours. The reviewed NOAA material does not give a comparable Deep Discoverer dive-duration figure, so this does not establish a direct duration comparison between the two.
Are ROVs cheaper than crewed submersibles?
NOAA says HOV updates and operation are more expensive than ROVs and AUVs generally. It does not provide comparable cost figures for Deep Discoverer and Alvin, so there is no substantiated vehicle-specific cost estimate in this comparison.
Why does NOAA list Alvin at 4,500 meters while WHOI lists 6,500?
NOAA’s HOV overview was last updated April 25, 2022 and gives the older 4,500-meter figure. WHOI’s current Alvin information lists 6,500 meters and reports U.S. Navy certification to resume operations at that depth on July 1, 2026. Use WHOI’s newer information for the current rating.
