Short answer: Rotten Tomatoes’ Tomatometer is the percentage of approved professional critic reviews classified as positive. The audience score—now commonly labeled the Popcornmeter—is based on user ratings. They measure different groups and use different calculations, so neither percentage is an average grade out of 100.
A 90% Tomatometer means roughly nine in ten counted critic reviews were judged Fresh; it does not mean critics gave the film an average 9/10. A high or low audience percentage likewise indicates the share of users who rated a title positively, not a precise average-viewer grade.
What the Rotten Tomatoes critics’ score measures
The Tomatometer is a positive-review percentage
Rotten Tomatoes defines the Tomatometer as “the percentage of professional critic reviews that are positive for a given film or television show.” Only reviews from a Tomatometer-approved critic or publication are eligible. Rotten Tomatoes classifies each eligible review as Fresh or Rotten, then calculates the percentage of Fresh reviews among the reviews it has counted.
This is a binary aggregation. A critic may have written a nuanced review, but the review still contributes one positive or negative result after Rotten Tomatoes’ classification. The score therefore measures the breadth of critical approval, not the size of each critic’s enthusiasm.

What “Fresh” means
Rotten Tomatoes says a movie or show is Fresh when at least 60% of its counted critic reviews are positive. A red tomato icon is displayed at that threshold. The badge is a cutoff, not a ranking in which every point above 60 represents an equal improvement in quality.
What the audience score or Popcornmeter measures
User ratings are a separate population
The audience score summarizes ratings submitted by Rotten Tomatoes users. Users can rate titles and, where the site supports it, submit written audience reviews. Because these participants are not the same people as the approved critic pool, the audience percentage answers a different question: how many participating viewers rated the title positively?
Rotten Tomatoes’ About information says a full popcorn bucket appears when at least 60% of users give a title 3.5 stars or higher. Thus, the audience badge also uses a threshold. It does not convert every user’s star rating into a single 100-point average.

Rotten Tomatoes introduced Verified Ratings for users whose ticket purchases were confirmed. The verification process records where the user bought the ticket and contributes to a verified audience score. A title can therefore have an overall audience figure and additional information about ratings tied to confirmed purchases. Check the label shown on the title page rather than assuming every audience rating is verified.

Why a 90% score is not a 9/10
Suppose 90 of 100 eligible critic reviews are classified Fresh. The Tomatometer is 90%. That calculation does not use the critics’ numerical grades, and it does not distinguish between a mildly favorable review and an ecstatic one once both are classified positive.
Now imagine a title with 90% of users rating it at least 3.5 stars. That means nine in ten participating users cleared the positive threshold. It does not mean the average user awarded 90 points, nor does it reveal whether the remaining users gave two stars, one star, or no rating at all.
A percentage can therefore be high even when the underlying opinions vary in intensity. If Rotten Tomatoes displays an average rating, read it as a separate statistic. Do not substitute the Tomatometer or Popcornmeter for that average.

How to interpret the number responsibly
Start with the review or rating count
Always look at how many reviews or ratings produce the percentage. A 95% score based on a small number of entries is less informative than the same percentage based on hundreds, because each new review can move a small sample substantially. The percentage alone hides that difference.

Check the displayed average rating
Where Rotten Tomatoes shows an average critic rating or audience rating, use it alongside the percentage. The percentage tells you how widely approval is distributed; the average indicates intensity. They can point in different directions—for example, a high positive share with a merely moderate average suggests many qualified approvals rather than universal enthusiasm.
Inspect Top Critics information
Rotten Tomatoes may identify whether reviews come from its Top Critics group. That detail helps you understand the composition of the critic sample, but it does not turn the Tomatometer into a weighted expert ranking. Treat it as context about who is represented.
Read representative excerpts
Open several positive and negative excerpts. Look for recurring comments about pacing, performances, originality, subject matter, length, tone, or technical execution. The text explains what the percentage cannot: why people reached their judgments and whether those reasons match your tastes.

When a verified audience figure is shown, compare it with the broader audience result and note the number of verified ratings. Ticket confirmation reduces one source of uncertainty, but it does not make the verified score an objective quality measurement. It remains a summary of the users who participated.

What a critics–audience gap can mean

These are interpretive patterns, not rules. A gap is a prompt to investigate, not proof that critics or viewers are correct. Different people can reasonably value different aspects of the same film.
A practical method for deciding whether to watch
- Record both percentages. Note the Tomatometer and the audience/Popcornmeter result as displayed on the title page.
- Record the counts. Write down the number of critic reviews and audience ratings, and note whether the audience number is verified, unverified, or split into separate figures.
- Look for an average rating. If one is provided, keep it separate from the percentage and use it to judge intensity.
- Check the critic context. Review the Top Critics indicator and read at least a few excerpts from both sides.
- Check audience context. Look for recurring viewer comments and whether reactions come from people who saw the film in theaters, watched it later, or expected a particular franchise style.
- Apply your purpose. For a film chosen for formal ambition, compare your interests with the critic discussion. For a casual group movie, entertainment and audience reaction may be more useful. For a franchise entry, inspect comments about continuity and fan expectations.
- Make a conditional decision. If the gap reflects a feature you enjoy, the disagreement may be a reason to watch rather than a warning. If the repeated criticism concerns something you dislike, skip the title even if its headline percentage is high.
Common mistakes to avoid
- Reading the score as a school grade. Neither percentage is a mark out of 100.
- Treating 60% as “half good.” Sixty percent is the Fresh or full-popcorn threshold under the cited definitions, not a statement that 60% of the film is good.
- Ignoring sample size. A percentage without its count can create false confidence.
- Assuming every audience rating is verified. Look for the verified label and the associated count.
- Assuming critics are one uniform taste group. Approved critics still have different standards, specialties, and preferences.
- Assuming users are one uniform taste group. Audience participants differ in age, location, expectations, and whether they are fans of the property.
- Using one side to settle an argument. The scores summarize groups; they do not determine what you will enjoy.
- Comparing percentages without checking dates. New reviews and ratings can change a title’s displayed result, and Rotten Tomatoes can change labels or display rules.
How the badges fit into the picture
The red tomato and full popcorn are quick visual indicators that a title cleared the relevant 60% threshold. They are useful for scanning lists, but they compress a complicated distribution into a yes-or-no badge. A title barely above the threshold and one far above it may both carry the same icon.
Rotten Tomatoes also describes Verified Hot as an audience badge that complements Certified Fresh and reflects updated audience and critical-sentiment criteria. Because labels and display rules can evolve, rely on the wording and indicators shown on the page you are using and record the access date when you cite a score.

Example 1: 90% critics, 65% audience
The critic result says that about nine in ten counted professional reviews were classified positive. The audience result says that 65% of participating users met the positive-rating condition. This pattern may indicate that critics appreciated craft or ambition while viewers found the experience less entertaining, less familiar, or less satisfying. The next step is to read the audience complaints and check both counts.

Example 2: 55% critics, 88% audience
The title falls below the Fresh critic threshold, while a large majority of participating users rated it positively. That can happen when a film delivers immediate entertainment or emotional payoff that reviewers considered predictable or technically uneven. If those critical objections do not matter to you, the audience result may be more relevant to your decision.
Example 3: 62% critics, 61% audience
Both figures barely clear their respective positive thresholds. The badges show that each group has a narrow majority of positive responses, not that the film is a strong consensus choice. Read the counts and excerpts carefully; a small change in the sample could move either percentage below its cutoff.
Which score should you trust?
Trust the score that measures the group and qualities relevant to your decision, then verify it with the underlying details. The Tomatometer is useful when you want a broad signal of professional critical approval. The Popcornmeter is useful when you want to know how participating viewers responded. Neither is universally more accurate.

For a reliable judgment, combine the percentage, count, average rating when available, verification status, and review text. Consider the title’s genre, your expectations, and the specific traits you care about. A disagreement between critics and viewers is valuable information about differing priorities, not a data error that must be resolved in favor of one side.
Why scores can change after release
Tomatometer results can move as additional approved reviews are added or as Rotten Tomatoes updates how a review is classified. Audience results can also change as users submit more ratings. Consequently, two articles or screenshots made on different dates may show different percentages for the same title.
When publishing or discussing a score, include the date you accessed it and identify whether you are referring to the general audience result or a verified audience figure. That qualification keeps a temporary snapshot from being mistaken for a permanent rating.
