Rostelecom deputy chairman Valery Yermakov called for a national “doomsday” data center on October 14, 2026, after a reported Ukrainian drone strike hit Sber’s facility in Balakovo, Saratov region. The proposed site would keep backup copies of critical systems and data so services could be restored faster after an attack or other catastrophic failure.
What Rostelecom proposed
Yermakov described the idea as a dedicated national backup facility rather than a new consumer cloud service. Its central job would be to hold recoverable copies of applications and data, then provide a place to restart those workloads if an operating data center is damaged or becomes inaccessible.
“Russia needs a ‘doomsday’ data center.”
Valery Yermakov, deputy chairman of Rostelecom’s management board, October 14, 2026

The proposal followed the reported strike on Sber’s data center in Balakovo. Sber confirmed that the facility had been hit and said its services were operating normally, although users reported disruptions affecting Sber and other services. That distinction matters: a company can keep customer-facing systems online through redundancy while still suffering local failures, degraded capacity or interrupted back-office operations.

The call is about continuity and recovery, not an offensive system to “combat” strikes. A backup center can reduce the time needed to restore services, but it cannot make an organization invulnerable to attacks.
The attacks exposed a wider concentration problem
The Balakovo incident came during a broader sequence of reported attacks on Russian data-center infrastructure. Carnegie analyst Maria Kolomychenko wrote that Ukrainian strikes hit Yandex facilities in three Russian regions and another facility belonging to Sberbank. Carnegie’s assessment was that Russia’s sovereign-internet strategy brought infrastructure inside the country without ensuring that it was spread across enough independent locations.
Le Monde reported that three of Yandex’s six publicly known major data centers were hit within one week in 2026. The outages affected services used by businesses and consumers, including cloud workloads, payments, taxi booking, meal delivery, email, gym access and a dating application. Yandex said most services had been restored or were operating with varying disruption, while Yandex Cloud remained in restricted mode as of October 12.

| Reported event or measure | What the reporting established | Why it matters for resilience |
|---|---|---|
| Sber Balakovo facility | A Ukrainian drone strike was reported on October 14, 2026; Sber said services were operating normally | Shows why a separate recovery location is being discussed even when customer service continues |
| Yandex facilities | Three of six publicly known major data centers were hit within one week, according to Le Monde | Demonstrates how quickly a concentrated footprint can lose a large share of capacity |
| Yandex Cloud customer base | About 64,000 customers, as reported by Le Monde | A provider outage can spread beyond the operator to many dependent companies |
| Replacement equipment | Industry sources cited by Kommersant and reported by Le Monde estimated up to six months for some damaged equipment to be replaced | Physical repair and procurement can outlast software failover plans |
Why a sovereign internet can still be fragile
Russian law requires services processing citizens’ personal data to keep that data on servers inside Russia. Government policy has also encouraged domestic hosting and tighter control over national networks. Those measures can reduce reliance on foreign infrastructure, but they do not automatically provide geographic resilience.
In Carnegie’s analysis, placing systems inside one national jurisdiction is different from distributing them across distant, independently operated sites. If a cloud provider or exchange point is concentrated in a few locations, disabling one provider’s infrastructure can interrupt online marketplaces, payment and accounting systems, taxi services and smart-home functions at the same time.
Le Monde reported that Russian companies also face legal limits on moving personal-data infrastructure abroad. That narrows the set of recovery locations available after a domestic facility is attacked. A company may have to build several compliant sites inside Russia rather than fail over to an overseas region.

What a “doomsday” facility would need to do
The label is shorthand for a disaster-recovery design. To be useful after a strike, the facility would need more than a second building containing occasional tape copies.
- Capture usable backups. It would copy databases, application images, configuration, encryption keys and operational records on a schedule that matches each service’s tolerance for lost data.
- Keep the copies independent. Backup systems would need separate power, network routes, physical security and administrative controls. If an attack or error can reach both sites through the same management system, the second site is not a true recovery point.
- Place the site far enough away. Geographic separation reduces the chance that one event, regional power failure or attack disables both production and recovery facilities. The exact distance would depend on the threat and on network latency requirements.
- Prepare failover automation. Runbooks and orchestration would switch traffic, identity services, storage and dependent applications to the recovery environment. Manual procedures alone can leave services unavailable for hours or days.
- Test restoration regularly. A backup that has never been restored may be incomplete, corrupted or incompatible with current software. Exercises should measure recovery time and the amount of data that can actually be recovered.
- Stock replacement capacity. Servers, storage systems, networking equipment and spare parts must be available when imports, manufacturing or transport are disrupted. The reported possibility of six-month replacement times for some components makes this a material part of the plan.
Even a well-built facility would not guarantee uninterrupted service. It could preserve data while an application remains unavailable, or restore core systems while capacity is too limited for normal demand. Recovery speed also depends on telecommunications, staff, software licensing and the ability of partner services to reconnect.

The most useful test is not whether Russia has one additional data center, but whether the national design removes the failure modes exposed by the strikes.

| Resilience question | What a strong arrangement would show | Warning sign |
|---|---|---|
| Geographic separation | Production and recovery sites are distant enough that one incident is unlikely to affect both | Facilities share the same region, power corridor or communications route |
| Provider independence | Workloads can run on more than one independently operated platform | Several public services depend on one cloud or exchange point |
| Failover time | Documented recovery objectives are demonstrated in exercises | Backups exist, but no tested process can bring applications online |
| Workload mobility | Applications and data can be moved without redesigning every system | Proprietary hardware or tightly coupled services prevent relocation |
| Localization compliance | Recovery copies remain lawful under Russian personal-data rules | The only technically suitable recovery region is legally unavailable |
| Hardware availability | Critical spares and alternate suppliers are ready | Replacement depends on long lead times for specialized equipment |
What the outages mean for everyday users and businesses
Users often experience a data-center failure indirectly. A payment may time out, a taxi booking may not confirm, an email account may be unreachable or a smart-home command may fail even when the underlying provider has not completely shut down. Businesses that build their own applications on a shared cloud platform can face simultaneous loss of hosting, databases and monitoring.
That cascading effect is why the Yandex incidents matter beyond one company. Carnegie’s conclusion was stark: “Half the data centers of a major IT company can be taken offline in just four days.” The figure describes the reported concentration of facilities, not a universal prediction for every Russian provider, but it illustrates the national risk Rostelecom is trying to address.

Rostelecom’s proposed “doomsday” data center is a response to demonstrated physical vulnerability: a strike on Sber’s Balakovo facility and attacks that reportedly disabled three of Yandex’s six major data centers in one week. Its value would come from tested, geographically separated recovery capacity that complies with Russian data-localization rules. A single backup building, however, will not solve the problem if networks, hardware supply, software dependencies or multiple providers remain concentrated in the same failure zone.
