Rooftop solar is usually the better long-term choice for a homeowner with an unshaded, structurally sound roof, enough available capital or financing, and plans to stay through the system’s payback period. Community solar is usually better for renters, multifamily residents, shaded or unsuitable roofs, people who cannot modify their property, or households that want solar bill credits without installing equipment.
Neither option is universally cheaper. Your address, utility tariff, roof, electricity use, contract, financing, tax eligibility and need for backup power determine the result. Use the comparison below to narrow the choice, then compare offers using the same time horizon and assumptions.
What rooftop solar and community solar actually are
Rooftop solar: a behind-the-meter system on your property
Rooftop solar is a photovoltaic (PV) array installed on your house or another property you control. The panels produce electricity for the home first. Unused generation can flow to the grid, and the utility may provide a bill credit under its export-compensation or net-metering rules.

Community solar: shared generation with a utility-bill credit
DOE defines community solar as “any solar project or purchasing program, within a geographic area, in which the benefits of a solar project flow to multiple customers such as individuals, businesses, nonprofits, and other groups.” You subscribe to, or buy a share of, an off-site array. The project sends electricity to the grid, while the utility applies a credit to your bill for the value assigned to your share’s generation.
There are no panels on your roof. The project owner or provider operates the array, and you pay a subscription or other recurring charge. The exact credit formula, subscription price, escalation clause, minimum term and cancellation rights come from the program and your contract.
Rooftop versus community solar at a glance
| Decision factor | Rooftop solar | Community solar |
|---|---|---|
| Property and tenure | Usually requires homeowner control of a suitable roof. | Works for renters, multifamily residents and homes with unsuitable or shaded roofs. |
| Physical work | Permitting, installation, utility interconnection and possibly roof repairs or replacement. | No equipment on your roof; enrollment and utility-billing setup instead. |
| Payment model | Cash purchase, loan, lease or power-purchase agreement (PPA). Ownership changes who receives incentives and who controls the system. | Subscription or shared ownership with a recurring payment and a utility bill credit. |
| Main savings drivers | System production, household use, utility rates, export compensation, financing and incentives. | Subscription price, project output, utility credit formula, escalators and contract terms. |
| Moving | A sale, transfer, payoff or lease assumption may be needed when you move. | DOE says subscribers can typically continue benefits after moving within the same service territory or county, subject to program rules. |
| Outage capability | Ordinary grid-tied PV shuts off during an outage. Backup requires a properly configured battery, inverter, controls and critical-load wiring. | A bill-credit arrangement does not supply electricity to your home during an outage. |
| Operational control | You control equipment and maintenance decisions, subject to installer, warranty and utility requirements. | The project or provider controls array operations and maintenance. |
When rooftop solar is the stronger fit
You own and control the property
Ownership lets you approve the installation, sign the interconnection agreement and decide whether to add storage. A renter generally cannot make those decisions without the owner’s consent, while a condominium or homeowners association may impose additional rules.

The roof has enough sun and useful remaining life
Ask an installer to evaluate orientation, slope, shade, structural condition and roof age. A roof replacement needed soon can add substantial work and may require removing and reinstalling panels later. Price that work before comparing a rooftop proposal with a community-solar subscription.
Your electricity use supports the system size
Pull 12 months of bills before requesting quotes. A system sized without your actual consumption can produce too little for your needs or more electricity than your utility credits favorably. Review seasonal use, planned additions such as an electric vehicle or heat pump, and the utility’s rules for excess generation.
You can carry the financial commitment long enough
Rooftop ownership can create the largest long-term benefit when you remain at the property through the relevant payback period. Compare a cash price, loan payments, lease or PPA charges, expected utility savings, maintenance, insurance and any roof work over one consistent time horizon. A low monthly payment does not by itself establish a lower total cost.

You want control or future battery capability
An owner can select equipment, monitor production, schedule maintenance and add storage if the electrical design and local rules permit it. Ownership also determines who may claim available incentives. Leases and PPAs generally leave ownership and tax benefits with the system owner.
When community solar is the stronger fit
You rent or live in multifamily housing
Community solar can provide a solar-related bill credit without obtaining roof rights or modifying the building. It is also useful when a landlord, condominium board or historic-property rule prevents a rooftop installation.
The roof is shaded, small, damaged or pointed the wrong way
Heavy shade, limited area, structural concerns or a roof near replacement can make an off-site project more practical. You avoid panel removal and roof penetrations because the array is located elsewhere.
You want to avoid installation and large upfront costs
Enrollment normally involves a contract and utility-account authorization rather than construction at your home. That convenience does not make every subscription a bargain: the bill credit must exceed the subscription charge by enough to justify the contract’s risk and restrictions.
You expect to move within the service area
DOE says subscribers can typically continue benefits after moving within the same service territory or county, subject to each program’s rules. Confirm whether the subscription can transfer to a new address, whether a replacement subscriber is allowed, and what happens if you leave the utility territory.

Rooftop savings
DOE identifies electricity consumption, system size and production, utility rates, financing and compensation for exported electricity as the core rooftop-solar savings variables. Net metering is an arrangement in which a utility compensates a solar owner for electricity exported to the grid. The credit rate, eligible system size, rollover rules and customer requirements vary by state and utility; do not assume the retail rate applies to every exported kilowatt-hour.

A homeowner who buys or finances a system may qualify for a federal residential solar energy credit under current law, subject to taxpayer eligibility. State, local and utility incentives may also change. Leases and PPAs generally leave ownership and tax benefits with the system owner, so read the contract rather than assuming you receive an incentive.
Community-solar savings
Your result depends on the project’s production, the utility’s credit formula, the subscription price, any annual escalator, minimum payment, fees and the treatment of unused credits. The contract should explain whether credits expire, whether production shortfalls reduce your bill credit, and how the provider handles utility-rate or program changes.
DOE reports 7.87 GW — U.S. Department of Energy, 2024 of community solar in operation in the United States as of June 2024. It reports projects operating in 44 states and localities including Washington, D.C., and a median capacity-weighted residential-subscription net present value of +$0.27/W-AC — U.S. Department of Energy, 2024 through mid-2024. These are market-level measures, not a guarantee of savings for your household.
The U.S. Environmental Protection Agency reported more than 5,300 MW of community shared solar installed nationwide through 2022 — U.S. Environmental Protection Agency, 2022. The different dates and measurement definitions mean the figures should not be treated as a direct year-to-year comparison.
Use the same financial yardstick
For both options, compare expected bill savings and every payment over the same period. Include equipment or subscription payments, financing interest, roof work, insurance changes, maintenance, inverter replacement, transfer or cancellation costs, and the value of incentives you are actually eligible to claim. Net present value can help compare different payment schedules, but the DOE community-solar figure above is a national market statistic, not your personal forecast.
Outages, batteries and resilience
A standard grid-tied rooftop array normally disconnects during a utility outage to protect line workers. Panels alone therefore do not keep ordinary household circuits running. Backup power requires a battery and the correct inverter, controls and critical-load wiring, along with utility approval where required.

Community solar is an off-site generation and billing-credit arrangement. It should not be marketed as home backup power: a credit on a utility bill does not energize your refrigerator or medical equipment when the grid is down. If resilience is a priority, compare a rooftop-plus-storage design with a separately installed battery or generator and verify local interconnection rules.
Community-solar contract checks
Request the complete contract, disclosure sheet and a sample bill before authorizing enrollment. Confirm each item below in writing:
- How the utility credit is calculated and what percentage, rate or tariff applies.
- The subscription price, billing frequency and any annual escalator.
- Minimum term, renewal rules and the total commitment if you leave early.
- Cancellation, transfer, exit and account-closure fees.
- What happens to unused credits and whether they expire.
- Whether credits depend on actual project production and how shortfalls are handled.
- How long utility enrollment takes and when the first credit should appear.
- Who handles billing errors, complaints and disputes.
- Whether the provider supplies plain-language disclosures and accessible customer support.
DOE’s community-solar basics guidance highlights protections such as clear disclosures and accessible complaint processes. In low-income programs, it describes protections that can include no sign-up, exit or termination fees and a requirement for at least 20% household savings where applicable. Those protections are program-specific and should not be generalized to every offer.

- Confirm your property situation. Record whether you own or rent, who controls the roof, the roof’s age and structural condition, shade throughout the day, orientation and any condominium or homeowners-association restrictions.
- Gather usage and utility rules. Download 12 months of electric bills. Identify the current retail rate, export-credit or net-metering rules, community-solar credit method, minimum bill and any limits on system size or credit rollover.
- Estimate rooftop production. Enter your address and basic system assumptions in the DOE/NREL PVWatts calculator for a preliminary estimate. Treat it as screening information, then obtain at least one detailed installer quote with production assumptions, warranties, roof work, permitting, interconnection and storage options itemized.
- Collect community-solar documents. Ask for the contract, disclosure sheet, sample utility bill, price escalator, credit history, cancellation terms, transfer policy, production-guarantee language and complaint process. Do not rely on a salesperson’s estimate alone.
- Normalize the comparison. Put rooftop payments, community-solar payments, expected bill reductions, incentives, maintenance, insurance, roof work, transfer costs and outage capability into the same time horizon. Separate guaranteed terms from estimates.
- Verify current incentives and eligibility. Check current federal, state and utility rules through authoritative government sources. A tax professional can confirm whether you can use a credit; a utility can confirm tariff and interconnection details.
- Stress-test the decision. Recalculate if utility rates rise more slowly than expected, rooftop exports receive a lower credit, community-solar production is below forecast, you move early, or the roof needs replacement. Choose the option that remains acceptable under those less favorable assumptions.
Common pitfalls and how to avoid them
Comparing a guaranteed payment with an optimistic estimate
A fixed subscription charge or loan payment is certain under the contract, while production and bill savings are forecasts. Ask which assumptions drive the forecast and what happens when they are missed.
Ignoring the roof replacement timeline
Installing panels on a roof near the end of its useful life can create removal and reinstallation costs. Obtain a roofing assessment and include the work in the rooftop comparison.
Assuming all exported electricity earns the retail rate
Export compensation is utility- and jurisdiction-specific. Read the tariff that applies to your account, including time-of-use rates, minimum charges, rollover limits and system-size caps.

Treating a lease or PPA as ownership
The provider generally owns leased or PPA equipment and receives associated tax benefits. Check escalators, maintenance obligations, roof access, insurance, home-sale procedures and transfer requirements.
Believing community solar supplies outage power
It does not. The arrangement affects billing, not the physical supply to your home during a grid outage.
Overlooking mobility restrictions
Ask what happens if you move outside the service territory, close the utility account, sell the home or change to a different meter. A transfer that works within one county may not work elsewhere.

Which option fits common household situations?
| Household situation | Initial lean | What to verify before deciding |
|---|---|---|
| Homeowner, sunny roof, long expected stay | Rooftop solar | Roof life, production estimate, financing, export credit, incentives and maintenance. |
| Renter or apartment resident | Community solar | Eligibility in the utility territory, transfer rights, cancellation fees and actual bill-credit history. |
| Home with heavy shade or inadequate roof area | Community solar | Subscription price, escalator, credit formula and contract protections. |
| Homeowner needing outage backup | Rooftop solar with storage, or a separate backup system | Battery capacity, critical-load wiring, inverter operation, permitting and total installed cost. |
| Homeowner planning to move soon | Case-by-case | Rooftop transfer or payoff terms versus community-solar transfer and territory limits. |
| Household with limited upfront capital | Community solar or third-party rooftop financing | Total payments, escalators, incentives, credit quality requirements and exit terms. |
The practical verdict
Choose rooftop solar when you control a suitable roof, can accept the installation and financing responsibilities, and expect to stay long enough for ownership or financing to make sense. Choose community solar when roof access, shade, tenancy, upfront cost or installation complexity makes an on-site system impractical.
Before signing either agreement, use your own 12-month electricity history, the utility’s current rules and a written offer. A location-specific recommendation requires your state, utility, tenure, roof characteristics, electricity use, financing preference and outage priorities; without those details, any universal winner would be misleading.
