A ROM hack modifies an existing game, while a standalone fan game is built as separate game software. That is the practical distinction. The terms are not perfectly exclusive, however: some academic writing uses fan game as an umbrella that includes ROM hacks, while many gaming communities use fan game only for non-ROM-based projects.
To classify a particular project, check how it is made and distributed. If you receive a patch that must be applied to a compatible original game file, it is a ROM hack. If you receive a separate application or game package that does not inherently require that original file, it is a standalone fan game.
ROM hack and fan game: the short version

These are typical patterns, not rules that every project follows. A project’s documentation is the authority for its required base version, patch format, operating system, emulator and other dependencies.

What a ROM hack is
It changes an existing game
A ROM hack starts with a game released for a console or another system and alters its contents. Depending on the tools and the project, the creator may change maps, dialogue, graphics, music, levels, rules, character data, encounter tables, menus or code. The result still uses the original game’s underlying format and technology, even when the changes are extensive.

James Newman’s scholarly discussion describes ROM hacks as commonly distributed in patch form: the patch records the differences between the original and modified versions rather than reproducing the entire modified game. Newman’s article on ROM hacking and patch files explains this distribution model.
A patch is a set of changes, not the game itself
A BPS or IPS file normally contains instructions for transforming one file into another. It does not, by itself, provide a playable copy of the original commercial game. To use it, you generally need a compatible base file and a patching utility that understands the format. The base file must match the title, revision, region and sometimes a specific dump or checksum expected by the project.
This is why a patch can be very small even when the finished hack changes a large game. The patch stores altered data and, where supported by the format, information needed to verify that the input file is the one the author expected. A patch distributed without the original game is therefore not automatically a complete, self-contained release.

- Read the project documentation. Record the exact game title, region, revision, language, file format and checksum requested. Do not assume that any file with the same title will work.
- Use a lawfully obtained source file. The patching workflow presumes you already have the original game file. Do not obtain commercial game files from unauthorized download sites.
- Choose a compatible patcher. BPS and IPS are different formats, and a utility that supports one may not support the other. SMS Power!’s BPS and IPS guide describes the basic process.
- Select the original file as the input. The patcher may check its checksum before proceeding. If the check fails, stop and verify the version rather than forcing the operation.
- Apply the patch to create an output file. Keep the unmodified source file separate so you can retry with another compatible patch or preserve it for other uses.
- Use the platform appropriate to the target system. A console-era hack may require an emulator that supports the original system; a project targeting a modern computer may have different runtime requirements.
What the distribution method does not prove
Patch-only distribution can reduce the size of a release and avoid handing out a complete commercial game file, but it does not settle every copyright or licensing question. The patch can contain new creative material, altered versions of protected assets and instructions that transform an existing game. Whether a particular project is lawful depends on the relevant facts and jurisdiction.
What a standalone fan game is
Separate software with its own build
A standalone fan game is made as a separate program rather than by editing the files inside a released game. The creator may use an established engine, a game-making tool, a custom framework or an ordinary programming language. The finished project can include its own executable, data files, assets, save system and platform-specific runtime.
Because it is a separate build, the player does not inherently need the original game’s ROM. The project might run on Windows, macOS, Linux, a browser, a mobile device or another platform, but that support is specific to the project. “Fan game” does not guarantee a particular operating system, emulator requirement, controller setup or performance level.

One documented development route
Academic work on Pokémon fan projects discusses a route using RPG Maker XP together with a fan development framework. That is one example of how a standalone project can be assembled, not a definition of all fan games and not a requirement for creating one. Other projects use different engines, custom code or entirely different toolchains. Singh’s thesis discusses this development context.

“Standalone” describes the technical packaging. It does not mean the project is made, licensed or endorsed by the owner of the characters, world, music or other intellectual property. A project can be independently installed and still rely heavily on another company’s protected material.
Why the terms overlap
The broad academic meaning
Nils Singh’s 2025 thesis defines fan games as fan-made works that retain properties of an institutionally designed game and treats ROM hacks as fan games made through ROM hacking. Under that usage, a ROM hack is one route to making a fan game, alongside building a separate game from scratch or with an engine. The thesis’s definitions and discussion show this broader category.
The narrower community meaning
Some communities use fangame more narrowly. The Essentials Docs glossary, for example, describes a fangame as an unofficial fan game that is not a ROM hack and is distributed as standalone software, while defining a ROM hack as a modification of an official game. Its terminology guide reflects that community convention.
Neither usage is universally “the correct one.” When precision matters, say ROM hack for a modified original game and standalone fan game for a separate build. That wording communicates the production route without relying on an ambiguous umbrella term.

How to identify a project you have found
Use the project’s download page or readme rather than its title alone. Work through these questions in order:
- What files are supplied? A BPS, IPS or similar patch points toward a ROM hack. An executable, installer or complete game archive points toward a standalone build.
- Does the documentation name a base game? Instructions that require a specific original title, revision or checksum indicate a ROM-based workflow.
- Does it ask you to apply a patch? If yes, the project is modifying an existing file, even if its promotional description calls it a fan game.
- Can it launch without the original game file? If the supplied package contains everything required for its supported platform, it is technically standalone. Confirm this with the project’s own requirements.
- What does the author mean by “fan game”? Some authors use the term as an umbrella, while others use it specifically to distinguish their project from a ROM hack.
A project can also combine approaches. For example, a separate launcher might require files from an original game, or a standalone remake might recreate the mechanics without loading the original ROM. Describe the concrete dependency instead of forcing the project into a label that hides it.
Dependencies: original file, patcher and emulator
What a ROM-hack player usually needs
- The exact original file specified by the project.
- A patching tool compatible with the supplied BPS, IPS or other patch format.
- An emulator or original hardware that supports the target platform, when the hack is designed for a console system.
- Any additional instructions for save files, controller mapping, firmware or translation patches.
The original file is a dependency of the patching process, not something the patch author necessarily supplies. A project that says “apply this patch to version X” is telling you that version X must already be available to you through a lawful source.

What a standalone player may need
- The operating system or device named by the developer.
- The project’s installer, archive or launcher.
- Any runtime, framework, graphics component or permission described in its documentation.
- Optional controllers, save directories or configuration files.
A standalone project can still have substantial dependencies. “No emulator required” does not mean “runs everywhere”; it only means that the project is not inherently using the original console software as its execution environment.
Distribution, updates and preservation
Why patches are common for ROM hacks
A patch can be much smaller than a complete game file, can document the intended input through checksum checks and lets users generate the modified output locally. It also separates the creator’s new changes from the original commercial file. These practical benefits explain the prevalence of patch distribution, but they do not by themselves grant permission to use the underlying game or its assets.
Why standalone releases look different
A standalone project must package enough of its own code and data to run on the supported platform. That may mean a single executable, an installer, a compressed archive or a launcher that downloads additional components. Updates generally replace or add to those project files rather than applying a delta to a specific commercial ROM.

Version control matters in both formats
A ROM hack can stop working when the base file changes by even a small revision. A standalone game can break when its engine, operating system or bundled runtime changes. Keep the project’s version number, readme and compatibility notes with the files you use. If a creator publishes separate patches for different revisions, select the one that matches your base file rather than guessing.

Nintendo’s published position on pirate copies
Nintendo’s Intellectual Property & Piracy FAQ states: “The uploading and downloading of pirate copies of Nintendo games is illegal.” That is Nintendo’s published position on piracy. It should not be expanded into a universal legal conclusion about every fan project or every modification. Read Nintendo’s FAQ for the statement in its original context.
Copyright can cover original and derivative material
Copyright analysis can involve the exact game, a derivative version, separately created assets and the way files are distributed. A patch-only release, free download or noncommercial project is not automatically lawful. The legal result can depend on the country, the specific assets, the project’s conduct and other facts.
Content-sharing guidelines are not a fan-game license
Nintendo’s Game Content Guidelines address certain gameplay videos and screenshots on online sharing platforms. They say that other uses of Nintendo intellectual property are subject to applicable jurisdiction’s laws, prohibit implying official Nintendo affiliation or sponsorship and reserve the right to object to or remove content it considers unlawful, infringing, inappropriate or outside the guideline. Read the Game Content Guidelines.
Those guidelines concern use of game content on sharing platforms; they are not a blanket authorization for making or distributing fan games. For a specific project, obtain advice qualified for the relevant jurisdiction rather than treating a community label as legal clearance.

The patcher rejects the file
The usual causes are a wrong region, revision, language, dump or file type. Recheck the project’s required checksum and compare it with the file you selected. Do not rename a file and assume that fixes an incompatible version. If the documentation lists several supported versions, use the matching patch for your version.

The patched game crashes or shows graphical errors
Confirm that the patch was applied cleanly and that the emulator supports the original system accurately. Try the emulator settings recommended by the project, but keep a copy of the unmodified base file so you can recreate the output. A patch designed for one revision can produce unpredictable results on another even when it starts successfully.
The standalone game will not launch
Check the supported operating system, architecture, runtime requirements and installation instructions. Security software may quarantine an unfamiliar executable, while missing permissions or a blocked write location can prevent saves. Use only files from the project’s legitimate distribution channel and consult its documented troubleshooting steps before changing system settings.
A save file is not recognized after an update
Standalone games may change save formats between builds, and ROM hacks may require a particular emulator save type. Read the release notes before replacing files. Back up saves first; a conversion tool or an older build may be necessary if the developer has not provided migration support.
Which term should you use?
For players
- Say ROM hack when the project is a patch for an existing game.
- Say standalone fan game when it is a separate application or package.
- If the author simply says “fan game,” check the dependencies before downloading or installing anything.
- Verify platform, base-file version, patch format, emulator requirements and lawful sourcing.
For writers and reviewers
Lead with the production route, then explain the naming convention used by the project or community. Calling every fan-made project a standalone fan game hides the most important practical fact: a ROM hack requires a compatible original file and a patching step. Calling every ROM hack something other than a fan game ignores the broader academic usage. “ROM hack” and “standalone fan game” are more informative than an unqualified use of “fan game.”
For creators
Document the exact base version and checksum if you distribute a ROM hack, identify the patch format and explain the lawful-source expectation without linking to unauthorized copies. For a standalone build, list supported platforms, runtimes, installation steps, known limitations and whether the project includes or recreates third-party intellectual property. Clear technical documentation prevents users from mistaking a patch for a complete game or assuming that a standalone package is officially licensed.
The practical rule
Ask what the player receives and what it depends on. A patch applied to a compatible original game file is a ROM hack. A separately built application is a standalone fan game. In broad academic usage, the first can also be called a fan game; in many communities, “fan game” means only the second. The technical distinction is reliable even when the label is not, and neither label by itself establishes legality, official status or endorsement.
