Robots.txt asks cooperative crawlers to stay away from specified paths; it does not block them. A web application firewall (WAF) can take technical action on requests that pass through it, such as monitoring, rate limiting, challenging, or blocking them. Use robots.txt to publish crawl preferences and server-side controls when you need enforcement. If both matter, use both.
Does robots.txt actually block bots?
No. The IETF’s RFC 9309 defines robots.txt as a crawler-facing protocol: a parseable file at the site root that tells participating crawlers which URI paths they are requested to access or avoid. A crawler that successfully fetches the file is expected to follow its parseable rules, but the standard is explicit: “These rules are not a form of access authorization.”
Robots.txt therefore cannot stop a crawler from requesting a path, and it does not protect private or confidential content. Listing a path can make it easier to discover. Do not put credentials or secret URLs in the file. Restrict sensitive content with application-layer controls such as HTTP authentication, authorization, or another access-control mechanism.
How crawler rules are interpreted
RFC 9309 groups rules by user-agent and matches them against paths. When rules overlap, the most specific matching rule takes precedence; equivalent allow and disallow matches should resolve to allow. These are protocol rules for crawlers that participate, not a guarantee that every automated client will comply.

What happens after you change the file
The RFC says crawlers should not use a cached robots.txt version for more than 24 hours unless the file is unreachable. That is cache guidance, not a guarantee that all crawlers refresh together or react immediately. A robots.txt change is not an instant enforcement switch.
What can a WAF do that robots.txt cannot?
A WAF or bot-management service can inspect requests in the traffic path and apply configured actions. Depending on the product and setup, these can include logging or monitoring, rate limits, browser challenges, CAPTCHA, and blocking. Unlike robots.txt, these actions can affect a client that ignores crawler preferences—provided the request actually passes through the control.

Capabilities vary by service and configuration. For example, AWS documents Bot Control options to monitor, block, or rate-limit bots; its targeted inspection level can challenge bots that do not self-identify. AWS describes targeted detection techniques including rate limiting, CAPTCHA and browser challenges, fingerprinting, behavioral heuristics, and machine-learning analysis. AWS also notes that Bot Control rule-group versions change, so check the version deployed in your environment (AWS WAF Bot Control documentation).

Cloudflare’s managed robots.txt documentation also distinguishes preferences from enforcement: its AI Crawl Control can block selected AI crawlers, but that is a specific product capability, not a universal property of robots.txt or every WAF (Cloudflare’s managed robots.txt documentation).

Robots.txt vs. WAF: the practical differences
| Question | Robots.txt | WAF or bot management |
|---|---|---|
| Primary purpose | Communicates crawl preferences to crawlers that honor the protocol. | Applies configured request handling, potentially including monitoring, rate limiting, challenges, or blocks. |
| Does it enforce access restrictions? | No. RFC 9309 says its rules are not access authorization. | It can restrict requests that pass through the control, subject to configuration and identification limits. |
| How does it identify a crawler? | Rules are associated with user-agent groups, which are client declarations. | Product-dependent signals can include self-identification, verification, scoring, or other detection methods. |
| What if a bot ignores the instruction? | The file itself cannot stop the request. | A configured action may challenge, rate-limit, or block it if the request reaches the WAF. |
| What can it protect? | It does not protect content or make paths secret. | It may filter traffic to covered hosts and paths; requests that bypass the WAF are outside its enforcement. |
How to choose the right control
Use robots.txt for cooperative crawler guidance
Publish robots.txt when your goal is to tell compliant crawlers which paths you prefer they not crawl. Keep the file accessible at the root, use rules appropriate to the crawler groups you intend to address, and account for crawler caching when updating it. Do not use it to secure an account area, unpublished content, or any resource that must remain inaccessible.
Use access controls for private content
If a person or bot must not be able to retrieve content, require authentication or authorization at the application or another server-side boundary. Robots.txt does not establish identity or permission.

Use WAF controls to manage unwanted requests
Consider WAF or bot-management rules when you need to observe, slow, challenge, or block traffic. Before enabling enforcement, identify legitimate crawlers, uptime monitors, APIs, and application clients that must keep working. Where supported, begin with monitoring or narrowly scoped rules, then review logs and the effects of challenges or blocks before expanding coverage.
Combine them when both goals apply
A site may publish robots.txt to communicate preferences while using a WAF or application controls for enforcement. The two controls serve different purposes: the file informs participating crawlers; the server-side layer handles requests according to its rules.

What to check before enforcing a bot rule
- Coverage: Confirm which hosts, paths, edge services, and origin routes pass through the WAF. It cannot enforce a rule on a request that bypasses it.
- Identity confidence: A user-agent string is self-reported and is not proof that a request comes from the named crawler. Use verification features available in your stack and validate them in your deployment. AWS and Cloudflare document different bot-detection capabilities, but neither establishes a universal detection-accuracy figure.
- Legitimate traffic: Account for search crawlers, monitoring systems, APIs, and other clients before challenging or blocking. The cited vendor documentation describes enforcement options but does not establish a universal false-positive rate.
- Product details: Check the feature set, plan availability, and rule-group version applicable to your deployment. These differ across products and can change.
- Robots.txt freshness: Expect crawler cache behavior to vary; a file edit does not guarantee an immediate, synchronized response.
How do I block a crawler from accessing my site?
- Decide whether you mean discourage crawling or deny access. For crawler preferences, use robots.txt. For content that must be inaccessible, use authentication or authorization.
- For request filtering, route the relevant traffic through a WAF. Verify the specific hosts and paths are covered, then configure the narrowest suitable monitoring, rate-limit, challenge, or block rule your service supports.
- Check how the crawler is identified. Do not treat a claimed user-agent alone as verification. Use available verified-bot or detection capabilities where appropriate, and test against the actual traffic and configuration.
- Observe outcomes before broadening enforcement. Review logs for legitimate clients affected by the rule, adjust scope as needed, and confirm that the intended requests are handled as expected.
- Publish robots.txt as a separate signal if useful. It can communicate the same preference to compliant crawlers, but it does not replace the access control or WAF rule.
