Robots can already exchange data in controlled deployments, but that is not the same as understanding one another. A radio link may move bytes while machines disagree about what those bytes mean, which robot has authority, how urgent a message is, or whether a reported object is safe to act on. That gap between connectivity and shared understanding is a major obstacle to useful multi-robot AI.

What “talking” means for robots

Robot communication has several layers. Treating them as one problem is why claims about a universal robot language are often misleading.

Transport connectivity

At the lowest layer, robots need a physical and network path: wireless or wired links, addressing, authentication and packet delivery. This answers whether a message can be sent, not whether the receiver can use it.

Message and data-model compatibility

Connected machines still need agreed message schemas. A position might be expressed in different coordinate frames; a timestamp might use a different clock or unit; and a battery value might mean remaining charge, available power or an estimated range. Without a shared data model, syntactically valid messages can produce unsafe decisions.

Semantic and capability agreement

Useful cooperation requires common meanings for objects, locations, tasks, constraints, confidence and failure states. Robots also need to describe what they can do. “Move this pallet” is incomplete unless the team knows which machines can lift it, where it may be placed and who is responsible for the task.

Coordination and authority

A fleet must decide who explores, who carries, who yields, how tasks are divided and which instruction wins when plans conflict. That involves planning and policy, not just messaging.

Enterprise and infrastructure integration

Industrial robots often depend on fleet managers, lifts, doors, charging stations, warehouse systems and enterprise software. A robot that can exchange telemetry with another robot may still be unable to request a door, reserve a route or update an order.

Why mixed-vendor teams are especially difficult

Different sensors and action spaces

Two machines may perceive the same scene differently. One may have a lidar-based map, another a camera model, and a third only proximity sensors. Their actions also differ: a mobile base can navigate, an arm can grasp, and a carrier can transport weight. Communication therefore needs translation between observations, capabilities and possible actions.

Esmaeil Seraj’s 2024 AAAI work on cooperative teams explicitly addresses both homogeneous and heterogeneous robots. It frames the objective this way: “High-performing human teams leverage intelligent and efficient communication and coordination strategies to collaboratively maximize their joint utility.” In practice, the best message is the one that improves a team decision, not merely one that conforms to a packet format.

Different assumptions about uncertainty

A detection may be certain, probable or stale. If one robot reports an obstacle without a confidence value or timestamp, another cannot know whether to stop, reroute or ignore it. Shared representations for uncertainty and task state are essential when perception is incomplete.

Conflicting control policies

One vendor’s planner may prioritize shortest distance while another prioritizes battery life or clearance. Without an agreed authority model, robots can repeatedly undo one another’s plans or enter deadlocks. A coordination system must define priorities, reservations, hand-offs and recovery when a participant disappears.

Networking is part of the AI problem

Even a common protocol cannot remove radio shadowing, interference, packet loss, latency or limited bandwidth. Communication constraints can prevent robots from sharing information, coordinating movement and synchronizing actions at the moment a decision is needed.

IEEE research on opportunistic communication describes one robot team creating and sustaining wireless infrastructure for another task-oriented team. Experiments supported delivery of critical mission data, situational awareness and foraging coordination. The implication for deployments is practical: teams may need to relay messages, compress data, prioritize urgent state changes and defer information that is useful but not time-critical.

A robot therefore needs communication policies alongside its motion and task policies. It may have to choose between sending a high-resolution map, a short hazard alert or a route reservation when the link cannot carry everything. Behavior under intermittent connectivity—continue, stop, return, cache or hand off—must be designed rather than left to chance.

What standardization has achieved so far

ISO 21423:2026 is a significant industrial step. Published by the International Organization for Standardization in October 2026, the 85-page document specifies communication requirements among industrial mobile robots (IMRs), IMR fleet managers (IMRFMs), and other machines, equipment and applications in a shared industrial environment. Its stated purpose is “to facilitate interoperability in a shared industrial environment.”

ISO 21423:2026 detail What it establishes
Covered workplaces Manufacturing, laboratory, pharmaceutical, warehousing, distribution, logistics and related workplaces
Participants Two or more IMRs, fleet managers, machines, equipment or applications
Publication October 2026; 85 pages
Explicit exclusions Entertainment, consumer, military, medical and public-road applications
Not defined by the document Safety requirements and navigation requirements

This is an interoperability foundation, not a universal robot brain. It does not make consumer or medical robots compatible, and it does not by itself settle how a fleet plans tasks, proves safety or navigates. Implementers still need adapters, capability mappings, identity and permission controls, and operational tooling.

Why AI research still matters after protocols exist

Standards can define how information is represented and exchanged, but they do not automatically produce good decisions. Cooperative robots must allocate tasks, infer one another’s intentions, handle partial observability and adapt when a teammate or link fails. Research spans model-based control, planning and multi-agent reinforcement learning because no single method fits every environment.

An ITU standards publication summarized the broader interface problem with the statement, “A2A communication demands unified interface standards,” while noting that multi-agent systems still lack normative interoperability frameworks. The same issue appears in robotics: shared schemas and APIs are prerequisites, but teams also need learned or engineered policies for when and why to communicate.

Industrial interoperability reviews identify communication protocols, data formats, APIs, ROS 2 and OPC UA as parts of the integration landscape. They describe interoperability as a prerequisite for adaptive workcells and AI-enabled perception and decision support; they do not establish that one of these technologies has become a universal protocol.

How to evaluate a proposed robot-communication system

Evaluation axis Questions to ask
Interoperability How many vendors, robot types and enterprise systems can connect without custom translation?
Semantics Do messages cover only telemetry, or also capabilities, goals, constraints, uncertainty and task state?
Latency and reliability What deadlines, packet-loss tolerance, prioritization and intermittent-link behavior are defined?
Scalability How does performance change as robot count, message volume and task complexity grow?
Coordination architecture Is control centralized, decentralized or hybrid, and how are failures contained?
Safety and governance Are identity, authentication, authority boundaries, audit logs and emergency behavior specified? Which safety functions are explicitly outside the communication standard?
Integration cost What adapters, fleet-manager support, data-model mapping and monitoring tools are required?

What a workable mixed fleet needs

  1. Discoverable identities and capabilities. Each robot should be able to state who it is, what it can do, its limits and the resources it currently has.
  2. Shared meanings and units. Define coordinate frames, timestamps, object classes, task states, error codes and uncertainty so that a message has the same meaning on every machine.
  3. Explicit authority. Specify who assigns tasks, who can reserve shared resources, how priority is resolved and what happens when the coordinator is unavailable.
  4. Communication quality of service. Separate safety-critical or deadline-bound alerts from bulk maps and logs; support prioritization, retries, relays and bounded behavior when links fail.
  5. Translation at system boundaries. Use adapters for fleet managers, doors, lifts, charging systems and enterprise applications rather than assuming robot-to-robot compatibility covers the whole workcell.
  6. Tested failure behavior. Exercise packet loss, stale data, clock disagreement, unavailable teammates and conflicting commands before deployment. A team that works only with perfect connectivity is not interoperable in practice.

How common is the problem?

There is no authoritative cross-industry percentage for the number of robots that cannot communicate with one another. Fleets differ by sector, vendor, age, networking environment and integration budget, so a single failure rate would be misleading. The defensible conclusion is narrower: controlled, same-ecosystem communication is already practical, while broad cross-vendor cooperation remains an open engineering and AI problem.

What changes next

Industrial standards such as ISO 21423:2026 can reduce the cost of connecting robots to fleet managers and shared equipment. Research in multi-agent planning and learned communication can improve how teams decide what to say and when. Progress will depend on both sides: protocols that make messages portable and AI systems that turn those messages into coordinated action under uncertainty and imperfect networks.
