Houston-based Riverway Group, LLC, and Offshore Data Center, LLC, announced on October 14, 2026, that they will design and build offshore platforms combining natural-gas power generation with modular data centers. The collaboration is a development objective—not a completed facility, final investment decision, construction start or customer contract.
What Riverway and Offshore Data Center announced
The companies want to place computing equipment beside offshore gas that is stranded, uneconomic to develop through conventional projects or being reinjected beyond what is needed for reservoir-pressure maintenance. Their premise is to consume that gas at the source rather than build a pipeline to shore, generate electricity on land and transmit power to a coastal data center.
Riverway Group says it will contribute automated welding and advanced fabrication. Offshore Data Center says it brings relationships with engineering and equipment partners, including HORTON DO BRASIL TECNOLOGIA OFFSHORE LTDA., whose patented and proprietary semi-submersible hull designs are part of the concept.

#1 Best Overall
- Save valuable floor space: 6U wall mount server cabinet Dimensions: 13.78" H x21.65" W x17.72" D.Maximum mounting depth is 14.2"
- Keep critical network equipment secure: glass door and side panels are lockable to prevent unauthorized access. Front door can be installed on either side of the front of the cabinet to satisfy your door swing orientation preference
- Easy equipment configuration: Fully adjustable mounting rails and numbered U positions, with square holes for easy equipment mounting with top and bottom punch-out panels for easy cable access
- Durability: Made of high quality cold rolled steel holds up to 110lb (50kg) (Easy Assembly Required)
- PCI & HIPPA and EIA/ECA-310-E compliant
How the offshore data-center concept would work
- Locate an underused gas supply. The platform would be positioned near offshore gas that cannot justify conventional gathering and transportation economics.
- Generate electricity on the platform. Gas-generation equipment would supply power directly to the computing facility, avoiding a long subsea or onshore pipeline connection and a separate transmission line.
- Install modular liquid-cooled computing. The proposed systems would use liquid-cooled GPUs and CPUs for artificial-intelligence training, inference and other workloads.
- Reject heat through a closed loop. Offshore Data Center describes closed-loop deep-ocean water cooling as a way to reduce the mechanical cooling load. The companies state that cooling can represent as much as 40% of a data center’s energy use; that is a company-reported design claim, not an independently measured result from this project.
- Scale the modules to the workload. The design range includes smaller, faster-to-deploy edge and inference configurations as well as concepts of up to 1 gigawatt for large-scale AI training. Those are proposed capacities, not deployed output.
Platform, hull and fabrication claims
The partners describe a semi-submersible hull that can carry data-center modules, power systems and other industrial equipment. They say the hull may be up to 50% lighter than traditional designs while improving stability and making construction in the United States cost-competitive with shipyards in South Korea, China and Singapore. These are statements from the companies; the announcement provides no independent weight, stability, cost or operating test.
Offshore Data Center also says the hull could support ammonia or methanol production units and conventional production facilities. That expands the platform concept beyond computing, but no specific production project, process design or customer has been disclosed.

Are floating AI data centers operating today?
Floating data centers are an emerging industrial category, not an established fleet of commercial AI facilities. The Riverway announcement describes design and build work still to be developed. The other 2026 examples also remain development concepts or assessed designs. Approval in Principle can indicate that a preliminary arrangement, cooling flow, stability, marine systems and safety review has been performed; it does not demonstrate that a platform has been financed, built, connected to a network or run customer workloads.

What has to be solved before a Gulf Coast platform can operate
A workable project would need decisions that the announcement leaves open:
- Site and marine permissions: a specific field, lease position, mooring plan, navigation controls and environmental approvals.
- Gas and power reliability: production rates, gas treatment, backup generation and maintenance procedures sufficient for continuous computing loads.
- Hull and classification: detailed structural, stability, fire, electrical and marine-systems reviews, followed by the approvals required for the selected jurisdiction and vessel configuration.
- Cooling and equipment integration: validated heat-exchanger, liquid-cooling and deep-ocean intake or closed-loop designs that protect computing hardware from marine fouling, corrosion and temperature changes.
- Connectivity and operations: redundant links to customers, secure remote management, crew access, replacement-parts logistics and safe maintenance at sea.
- Commercial commitment: financing, equipment orders and an identified workload or customer to justify the proposed capacity.
What readers should take from the announcement
Riverway and Offshore Data Center are proposing a U.S.-built, semi-submersible platform that turns difficult-to-market offshore gas into electricity for colocated liquid-cooled computing. The potential advantages are shorter energy logistics and lower cooling demand, while the principal uncertainties are practical: no site, funding, permits, customer, construction date or operating data has been disclosed. Until those items and the companies’ hull, cooling and cost claims are independently demonstrated, the project should be viewed as an early-stage Gulf Coast design-and-build collaboration rather than a functioning floating AI data center.
