Short answer: a boom is a passive floating barrier that corrals surface debris, a trash trap funnels litter into a basket or chamber for removal, and an interceptor is an integrated system that can mechanically convey debris into onboard storage. The right choice depends on current speed, flood behavior, water depth, debris load, navigation, wildlife, access, and the local ability to inspect, empty, and dispose of what is captured.
How river trash barriers compare
These devices are often grouped under “river trash barriers,” but they do not perform the same job. A floating boom mainly redirects buoyant material. A trap adds a defined collection space, such as a basket, net, or chamber. An interceptor combines guidance with powered extraction and storage, so operators can remove larger loads with fewer manual handling steps.
Some installations combine categories. A boom may feed a trap, and a barrier may be only the upstream component of an interceptor deployment. The word barrier can therefore mean a simple floating boom, a screen or fence, or one part of a larger collection system.
The Benioff Ocean Initiative’s 2021 inventory summarizes the central design principle: “There is no one-size-fits-all solution.” A system that works in a narrow, slow canal can be unsafe or ineffective in a deep river with rapidly changing flows.

Capture totals cannot be turned into a single league table. Published figures come from different rivers, debris types, operating periods, collection methods, and reporting rules. They are local project results, not controlled head-to-head efficiency tests.
Floating booms: simple guidance with demanding upkeep
What a boom captures
U.S. EPA describes litter booms as flotation structures with suspended curtains. They are generally anchored to a shore and the bottom downstream of one or more outfalls. The boom intercepts material that remains at or near the surface; submerged plastics and debris below the curtain can pass through.
Length and angle are selected for the expected floatable load and the waterway’s geometry. A boom can be arranged to steer litter toward one bank or a service point rather than stopping the entire channel.

The Benioff inventory identifies relatively small rivers and canals with weak currents as favorable settings, provided the boom can span the waterway and boats do not need unrestricted passage. Anchoring must withstand the normal flow range and the forces created by accumulated debris.
After a storm, collection may require workers with hand tools, an excavator positioned on the bank, or a skimmer vessel. The passive structure is inexpensive to operate only when access, labor, and removal equipment are already available.
Failure modes
- Debris can pile up until the boom is overtopped, damaged, or pushed out of position.
- Submerged mesh can entangle fish, depending on mesh material and the design of the curtain.
- A boom or screen that becomes a solid blockage can raise upstream water levels and contribute to riverbank flooding.
- Anchors, posts, and cables can obstruct vessels or become hazards during high water.
Inspection frequency should increase before and after forecast storms. A boom is not a “set and forget” device: the removal plan is part of the design.

Trash traps: funneling litter into a serviceable collection point
Typical configuration
A common trash trap uses two boom arms anchored to a basket or other collection chamber. The arms guide floating debris into the trap, where it can be lifted out or serviced. Some designs add nets that catch material just below the surface.

This concentrates handling at one location, which can make weighing, sorting, and loading trucks easier than clearing a long boom.
Examples documented by EPA
EPA describes the Bandalong Litter Trap as a combination of boom and skimmer concepts. River current guides litter into a floating trap, while anchors hold the unit in place. EPA’s description of this design says fish and wildlife can move beneath the trap; that passage statement applies to the documented design and should not be generalized to every trap.
The Nash Run Trash Trap was custom-designed for a tributary of the Anacostia River. Its metal rods and posts were modeled on Japanese fishing traps. EPA describes it as intended to capture trash through the water column: flow moves material along the screen, and routine maintenance removes the accumulation.

Interceptors: automated extraction, not automated disposal
How the Interceptor Original works
The Ocean Cleanup describes its Interceptor Original as a solar-powered autonomous river system. A floating barrier guides debris toward the opening of a catamaran-shaped unit. A conveyor carries the material aboard, and a shuttle distributes it among six dumpsters. The stated storage capacity is up to 50 m³.

When storage is nearly full, the system automatically notifies local operators. They remove the barge, empty the containers, route the waste to local waste management, and return the barge to service. Automation reduces the need for workers to hand-pick every item from the water, but it does not eliminate crews, transport, lawful disposal, or site access.
Other interceptor configurations
The Ocean Cleanup’s rivers portfolio distinguishes several configurations:
- Interceptor Barricade: uses upstream and downstream booms at Rio Las Vacas in Guatemala to manage high-pressure trash flows.
- Interceptor Guard: intended for shallow water and described as a “no-return boom” that can work alongside an Interceptor Barrier.
- Interceptor Tender: a powered barge that collects debris from barriers and offloads it to a dumpster.
- Interceptor Barrier: a guiding component; the organization states that the barrier itself cannot extract and offload trash.
This distinction matters when comparing proposals. A quoted barrier price may cover only guidance, while the collection barge, conveyor, dumpster handling, and waste contract are separate requirements.

The Ocean Cleanup says placement is evaluated case by case using flow velocity, river width, the location of a plastic “hotline,” traffic, distance to a delta, and other factors. A municipality must also confirm that operators can reach the unit, remove full containers, and transfer waste without exposing workers or the river to secondary spills.
Choosing between a boom, trap, and interceptor
Start with the physical and operational constraints rather than the product label. The following questions expose the decisions that determine whether a system will work.
1. What debris is actually present?
- Surface floatables favor a boom or a trap with boom arms.
- Material just below the surface may require a net, screen, or trap designed for that depth.
- Do not assume a surface boom captures submerged plastic or debris across the full water column.
- Record item sizes: a mesh or opening that stops bottles may pass film, fragments, or organic material.
2. How does the river behave?
- Measure normal and storm flow velocity, not only a calm-day reading.
- Account for seasonal water-level changes, flood debris, channel width, depth, and bank stability.
- Ask what happens when the collection area is full and whether a safe bypass or rapid-release procedure exists.
3. Must boats, fish, or other wildlife pass?
Map navigation lanes before anchoring anything. Passage beneath a particular trap, such as the EPA-described Bandalong design, is a documented feature of that design, not a guarantee for all traps. Screens and submerged mesh can obstruct organisms or entangle fish, while a blocked barrier can affect upstream habitat and flood risk.

4. Who will inspect and empty it?
Assign an organization, schedule, equipment list, and storm-response contact before installation. A boom may need an excavator or skimmer boat. A trap may need a crane, work boat, conveyor, or truck. An interceptor needs trained operators to remove containers and coordinate disposal.
5. Where does the waste go?
Plan the transfer point, temporary storage, weighing, sorting, recycling where feasible, and final disposal. Collected litter can contain organic matter, sharp objects, contaminated materials, and waterlogged debris. Disposal capacity is a practical limit on capture capacity.
Environmental, safety, and flood trade-offs
Every barrier changes how water and debris move. A system that captures effectively during ordinary flow can become a hazard during a storm if accumulation is not cleared quickly. Engineering review should cover anchor loads, bank erosion, emergency access, worker fall protection, and the consequences of a failed or overtopped device.
Wildlife protection is design-specific. Keep mesh out of known migration routes where possible, provide only passage that has been engineered and documented, and inspect for trapped animals. Do not describe a device as fish-safe solely because it is labeled a boom or trap.
Navigation rules and permits vary by jurisdiction. A municipal project may require approvals for in-water work, anchoring, floodways, waste transport, and occupational safety. Those requirements can influence the schedule and total cost more than the capture hardware itself.

- At EPA-supported Proctor Creek watershed sites, 82% of collected material was reported as plastic on average as of December 2019. That is a composition figure, not a capture rate.
- More than 900 pounds had been collected by EPA-supported devices in Proctor Creek as of March 31, 2020. It is a cumulative local total, not a normalized comparison with another river.
- The Three Mile Creek Trash Free Waters Project reported 8,882 pounds, or 5,435 cubic feet, collected as of October 2019; 1,622 pounds, or 1,424 cubic feet, was reported recycled. The figures cover the project and should not be assigned to one device.
The Ocean Cleanup reports more than 3 million kilograms removed by Interceptor Originals on its page accessed October 13, 2026. That developer-reported cumulative figure can change over time and is not a per-river or daily capture rate. The same organization’s stated storage capacity for the Interceptor Original is up to 50 m³, which describes onboard capacity rather than throughput.
No cited source establishes an independently verified, current head-to-head capture rate for booms, traps, and interceptors at comparable sites. Treat any percentage as site-specific unless the publisher states the denominator, debris definition, monitoring period, and collection method.
Why devices work best as part of a watershed program
EPA’s Three Mile Creek work paired a Litter Gitter installation and maintenance with trash profiling, tactical shoreline cleanups, public reporting, and alternative-packaging efforts. That model reflects the practical limit of capture hardware: it removes litter already in the water but does not stop dumping, storm-drain transport, illegal disposal, or upstream generation.

A practical decision guide
- Choose a floating boom when the target is mostly surface floatables, current is relatively weak, the span can be securely anchored, and crews can remove buildup frequently.
- Choose a trash trap when you need a defined collection point, can service a basket or chamber, and the design’s depth, mesh, wildlife passage, and navigation arrangements fit the channel.
- Choose an interceptor system when debris loads and river conditions justify powered extraction, there is room and access for the installation, and a local team can empty containers and manage disposal continuously.
- Use a combined arrangement when a barrier or boom can guide debris but a separate tender, conveyor, or trap is needed to extract and transfer it.
The strongest proposal is not the one with the largest advertised capture number. It is the one that remains anchored in flood conditions, allows required passage, protects workers and wildlife, and has a funded path from water to lawful disposal.
