Refactor when the existing architecture can still support the business and the main obstacles are tangled code, technical debt, performance, or cloud alignment. Rearchitect when the design itself limits scalability, agility, or service boundaries. Rewrite or rebuild only when the system is obsolete or cannot be modernized economically. For a large application that must keep serving users, an incremental strangler-fig migration is usually safer than a big-bang replacement—provided you can intercept requests and change the legacy source.

The choice is not a contest between “old code” and “new technology.” It is a decision about business outcomes, operational risk, data ownership, team capacity, and how much disruption the organization can absorb.

What each modernization approach actually changes

Teams often use refactor, rearchitect, rewrite, and rebuild as if they were interchangeable. They are not. The practical difference is how much of the existing system’s structure, behavior, and data model you retain.

Refactor in place

Refactoring changes the internal implementation while preserving the broad architecture and externally visible behavior. Examples include separating responsibilities inside a module, replacing a fragile library, improving database queries, introducing automated tests, or containerizing a deployable unit without changing its domain boundaries.

Microsoft’s Cloud Adoption Framework describes refactoring as modifying application code to improve maintainability, performance, or alignment with cloud best practices. This is the least disruptive option when the current architecture can still meet business goals. It can reduce the cost of change quickly, but it cannot remove a fundamental architectural constraint that lives outside the code being cleaned up.

Rearchitect incrementally

Rearchitecting changes the system’s structural design: for example, introducing explicit service boundaries, separating read and write workloads, moving from a shared database toward domain ownership, or replacing synchronous coupling with an event-driven integration. The application may continue to run while these boundaries are introduced in stages.

This approach fits a system whose architecture—not merely its code quality—prevents required scalability, agility, or service orientation. It gives you more freedom than an in-place refactor, but it creates transitional complexity: old and new components must communicate, data may exist in more than one representation, and teams must operate both designs until the migration is complete.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Rewrite or rebuild

A rewrite replaces the implementation with a newly designed system. A rebuild may also replace the runtime platform, database, or deployment model. This is justified when the legacy product is obsolete, unsupported, legally unusable, or so constrained that incremental modernization is infeasible.

A rewrite is the highest-disruption option. The new system must reproduce undocumented behavior, integrations, reports, permissions, and operational procedures while also introducing the desired improvements. Large upfront scope delays useful feedback, and the old system usually has to keep running until the replacement is trustworthy.

Decision matrix: match the approach to the constraint

Approach Best fit Main benefit Main risk or cost
Refactor in place Architecture remains viable; technical debt slows delivery Fast, localized improvement with a smaller migration surface Fundamental architectural limits remain
Rearchitect incrementally Scalability, agility, or service boundaries are the constraint Enables a new architecture while preserving staged delivery Boundary, integration, and transitional-architecture complexity
Strangler-fig migration A large system must keep operating and requests can be intercepted Phased cutover, rollback during transition, and continuous feature delivery Façade, coexistence, data synchronization, and source-access work
Rewrite/rebuild Legacy is obsolete or cannot feasibly be modernized Clean target architecture without legacy constraints Large upfront scope, transformation risk, business disruption, and delayed value

Evaluate every candidate against continuity, feature delivery, architectural freedom, testing and observability, data and integration complexity, rollback, team skills, time to first value, the cost of running two systems, and whether the request path and source code can be changed.

Start with the business outcome, not a technology choice

Write down the measurable result that justifies changing a stable system. Common outcomes include reducing the lead time for a particular business capability, retiring unsupported hardware or software, lowering the cost of a high-volume transaction, meeting a recovery-time objective, or enabling a capability the current architecture cannot provide.

Ian Cartwright, Rob Horn, and James Lewis describe effective displacement as recognizing the desired outcomes, breaking the work into parts, delivering those parts incrementally, and changing the organization so change becomes routine (Thoughtworks, 5 March 2024). A platform upgrade, a new programming language, or a fashionable architecture is not, by itself, a business case.

Turn the outcome into decision tests

  • Cost of change: Which releases are delayed by the current design, and what is the measurable cost?
  • Risk exposure: Is an unsupported operating system, database, framework, or hardware dependency creating a date-certain threat?
  • Business capability: Which required capability cannot be delivered without changing the architecture?
  • Service quality: Which SLO, latency target, availability objective, or recovery requirement is currently unattainable?
  • Continuity: What user interruption, data freeze, or dual-running period can the business accept?

If the answers point to localized code and deployment problems, begin with refactoring. If they identify a structural limit, plan rearchitecture. If the platform is no longer supportable or the necessary change cannot be isolated, assess a rewrite—but keep the outcome and its acceptance measures explicit.

Assess the current system before selecting a path

Do not estimate a migration from repository size alone. Build a map of the system’s behavior, ownership, dependencies, and operating cost.

Map capabilities and dependencies

  • List business capabilities, the teams that own them, and the users or downstream systems that depend on each one.
  • Trace synchronous calls, queues, batch jobs, file exchanges, scheduled scripts, identity providers, payment or tax integrations, and reporting extracts.
  • Record data ownership, authoritative fields, retention rules, privacy classifications, and every process that writes to a shared database.
  • Capture operational SLOs, peak load, deployment frequency, incident history, recovery procedures, and the cost of keeping the current stack running.

Measure the knowledge and safety net

  • Inventory unit, integration, contract, end-to-end, and data-quality tests; note which critical workflows have no automated coverage.
  • Identify undocumented behavior by comparing code, production traces, support tickets, and user procedures.
  • Check whether logs, metrics, traces, audit records, and business-level reconciliation reports can show that old and new implementations behave equivalently.
  • Assess whether the team can deploy a small change and roll it back without a database restore or a prolonged outage.

Check whether incremental migration is technically possible

A strangler-fig plan requires a changeable request path and access to the legacy source or a safe integration boundary. Microsoft’s guidance says the pattern is unsuitable when requests cannot be intercepted or source code is unavailable. An externally hosted binary with no routing control, no supported integration interface, and no ability to observe or correct behavior may require a contained replacement project instead.

When the strangler-fig pattern is the safer choice

Martin Fowler introduced the strangler-fig pattern for reducing risk while modernizing or rewriting large monolithic systems. AWS describes it as a way to replace a monolith in increments rather than in one operation. The legacy application continues serving users while a façade directs selected requests to new implementations.

How the pattern works

  1. Place a façade at the request boundary. Route web, API, message, or job traffic through a layer that can choose the legacy or new implementation.
  2. Keep the default route on the legacy system. This creates a working baseline while the first slice is built.
  3. Extract one business capability. Implement it behind a stable contract, add the required anti-corruption translation, and preserve authorization, validation, and audit behavior.
  4. Verify production behavior. Use automated tests, shadow or comparison traffic where safe, business reconciliation, latency and error metrics, and operator runbooks.
  5. Shift traffic gradually. Move a tenant, region, user cohort, endpoint, or percentage of requests to the new implementation. Keep the old route available while evidence accumulates.
  6. Make the new component authoritative. Complete data synchronization, confirm rollback conditions, and update dependent integrations before removing legacy writes.
  7. Decommission deliberately. Remove old code, tables, jobs, credentials, dashboards, and synchronization processes only after the new system is the verified system of record.

Design the façade as temporary infrastructure

The façade is useful but dangerous. It can become a single point of failure, a latency bottleneck, or a permanent translation layer that nobody owns. Set availability and latency budgets for it, scale it independently, instrument every route, and give each rule an owner and a removal condition. Keep anti-corruption layers explicit so old concepts do not silently leak into the new domain model.

When not to use it

  • The request path cannot be intercepted or safely routed.
  • The legacy source or deployment process cannot be changed enough to isolate a capability.
  • Shared state is so tightly coupled that every request requires both implementations to write synchronously.
  • The product must be replaced by a fixed regulatory or vendor deadline that leaves no time for staged coexistence.

Choose the first migration slice carefully

The first component should teach the team how the migration behaves without putting the most critical transaction at risk. AWS recommends a component with good test coverage and less technical debt. It also points to components with clear scalability requirements or frequent business changes and deployments.

Signals of a strong first slice

  • A bounded business capability with a clear owner and contract.
  • Reliable tests and observable success metrics.
  • High change frequency or visible scalability pressure, so the new design produces useful feedback.
  • Few synchronous dependencies and a data set that can be reconciled.
  • A reversible traffic switch and a low-impact rollback window.

Signals to postpone

  • A capability with undocumented rules, weak test coverage, and many hidden batch dependencies.
  • The shared customer or identity tables used by nearly every transaction.
  • A workflow whose failure would halt revenue or safety-critical operations before monitoring is mature.

Define “done” for a slice as more than code deployed. Include functional parity, performance under representative load, observability, operational ownership, data reconciliation, support documentation, and a date or condition for removing the old path.

Make data migration a separate, first-class workstream

Most modernization failures are data and coordination failures rather than syntax failures. A monolith with a shared database cannot become independent services merely by placing new APIs in front of the same tables.

A staged data pattern

  1. Define ownership. For each table or business field, name the authoritative component and the rules for reads, writes, retention, and correction.
  2. Copy the initial state. Use extract-transform-load to move a consistent baseline, recording transformation rules, rejected records, and checksums or counts.
  3. Synchronize during coexistence. Use change-data-capture or another explicit synchronization mechanism while old and new implementations both operate. Document ordering, retries, duplicate handling, and conflict resolution.
  4. Reconcile before cutover. Compare counts, totals, referential integrity, status transitions, and business reports. Investigate differences rather than accepting an aggregate match.
  5. Switch authority. Change writes only after the new component passes the agreed checks. Keep a rollback procedure that does not create divergent updates.
  6. Retire safely. Remove legacy tables, stored procedures, jobs, and synchronization only after retention, audit, export, and recovery requirements are satisfied.

Microsoft warns that deleting legacy tables, procedures, or synchronization processes before validation can significantly increase effort and risk. A rollback plan must specify which system is authoritative at every stage; “restore the old database” is not sufficient once both systems have accepted writes.

Protect feature delivery while modernization is underway

A complete rewrite or a broad refactor can consume a team for years while the business continues to need releases. AWS calls a big-bang migration a source of transformation risk and business disruption. Keep modernization connected to product delivery by moving slices that deliver user or operational value and by making the migration backlog visible alongside feature work.

Use release controls, not hope

  • Deploy behind feature flags or routing rules that can be changed without a code rollback.
  • Release to a narrow cohort first, then expand only when error rate, latency, reconciliation, and support signals meet thresholds.
  • Separate schema changes into backward-compatible expand, migrate, and contract phases.
  • Maintain runbooks for traffic reversal, synchronization pause, replay, and incident communication.
  • Review migration metrics at the same product and operational cadence as normal releases.

Measure outcomes at three levels

  • Technical: deployment lead time, change-failure rate, latency, availability, resource cost, and dependency count.
  • Business: completion rate, processing time, revenue-impacting errors, support contacts, or the targeted capability’s adoption.
  • Migration: percentage of traffic moved, number of remaining legacy consumers, reconciliation exceptions, façade routes removed, and decommissioned components.

Organizational risks can defeat a technically sound plan

Thoughtworks reports organizations running repeated three-to-five-year modernization programmes yet failing to decommission the legacy stack. That figure is an experience report from 2024, not an industry-wide benchmark. The reported causes include leadership priorities, team structure, and ways of working: modernization drifts away from changing business needs while business-as-usual work continues on the old system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treat modernization as an ongoing product capability rather than a temporary construction project. Assign accountable owners for each capability, fund operational work after the new component launches, publish decommissioning milestones, and give teams authority to remove obsolete paths. A steering group can resolve cross-domain decisions, but ownership of behavior and data must remain close to the teams operating them.

Organizational checks before approval

  • Is there a named product owner who can decide which behavior is essential and which can change?
  • Do the teams own both the legacy and target components during coexistence, or is responsibility split across uncoordinated groups?
  • Is capacity reserved for testing, data reconciliation, documentation, and decommissioning—not only new code?
  • Are success measures tied to business outcomes rather than the number of services created or lines of code replaced?
  • Can leadership stop, redirect, or shrink a slice when evidence shows that its expected value is not materializing?

Compare cost and time without inventing a universal estimate

There is no authoritative universal success rate, cost, or duration for rewriting legacy software. Estimates depend on undocumented behavior, data quality, integration count, regulatory controls, team familiarity, and the cost of running old and new systems together.

Build a system-specific model with these categories:

  • Discovery, architecture, test creation, and documentation of undocumented behavior.
  • New implementation, adapters, façade operation, environments, observability, and security controls.
  • Data extraction, transformation, synchronization, reconciliation, and retained historical access.
  • Dual-running infrastructure, support rotations, training, incident response, and vendor or platform changes.
  • Decommissioning, contract migration, archive work, license termination, and post-cutover warranty support.

Compare that total with the measurable cost of leaving the current system in place: delayed releases, incidents, staffing difficulty, unsupported components, capacity limits, and missed business opportunities. A refactor may have the lowest initial cost but fail to remove a capacity constraint. A rewrite may provide architectural freedom but defer the outcome long enough to lose its business value. A strangler plan often has the highest temporary operating cost because both systems run, while reducing the size of each irreversible decision.

Common failure modes and recovery actions

“We will rewrite everything, then switch over”

Symptom: requirements keep changing, parity gaps appear late, and users see no benefit for months or years.

Recovery: identify a bounded capability, put it behind a contract, release it to a controlled cohort, and use production evidence to refine the next slice. If no safe seam exists, narrow the target outcome before expanding scope.

“We created services but kept the shared database”

Symptom: every service depends on undocumented tables and releases require coordinated schema changes.

Recovery: assign data ownership, introduce APIs or events for cross-boundary access, add compatibility views only as temporary scaffolding, and track each remaining shared-table dependency to removal.

“The façade became the new monolith”

Symptom: routing rules, business logic, transformations, and retries accumulate in one unowned layer.

Recovery: keep domain logic in the owning component, make translations explicit, split façade responsibilities by boundary, and set removal criteria for each route.

“We removed the old path too soon”

Symptom: an unrecognized batch job, report, or data correction process fails after cutover.

Recovery: restore the last verified authority where possible, replay or reconcile writes, and extend the coexistence period until consumer inventory, audit evidence, and recovery tests are complete.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Modernization has no accountable owner”

Symptom: teams continue adding features to the old system, milestones move, and no one can authorize decommissioning.

Recovery: assign product and technical owners, publish outcome metrics and removal dates, and fund the final deletion work as part of the product roadmap.

A practical decision sequence

  1. State the business outcome and acceptance measure. Reject technology-only justifications.
  2. Map capabilities, dependencies, data, operations, and undocumented behavior.
  3. Test feasibility. Confirm source access, request interception, observability, rollback, and team skills.
  4. Choose the least disruptive approach that can achieve the outcome. Start with refactoring if architecture is viable; rearchitect where structure is the constraint; use a strangler migration for staged replacement; reserve a rewrite for obsolete or infeasible systems.
  5. Select a small, valuable, observable seam. Prefer good tests, manageable dependencies, useful scalability pressure, or frequent business change.
  6. Plan data ownership and coexistence before coding. Include synchronization, reconciliation, authority, rollback, and decommissioning.
  7. Release incrementally and measure production behavior. Use flags, cohorts, SLOs, business metrics, and explicit rollback thresholds.
  8. Remove legacy components deliberately. Decommission routes, writes, tables, jobs, credentials, dashboards, and support procedures only after verification.

The right modernization plan is the one that reaches a defined business outcome while keeping irreversible risk proportional to the evidence available. “Old” is not a sufficient reason to rewrite, and “working” is not a sufficient reason to leave an architecture that blocks the business. Choose the smallest change that can prove value, then let measured results determine the next boundary.
