Yes—Revolution Wind has started delivering electricity to New England. The 704-megawatt offshore project is not yet fully complete, however, and its construction remains entangled in litigation after the Trump administration twice ordered work suspended.
What Revolution Wind is, and where it stands
Revolution Wind is an offshore wind farm planned for waters about 15 nautical miles south of Rhode Island. The Bureau of Ocean Energy Management approved its construction and operations plan in November 2023. That approval allows as many as 65 turbines and a total project capacity of 704 megawatts.
Ownership is divided equally between Ørsted and Global Infrastructure Partners’ Skyborn Renewables. The project has 20-year power-purchase agreements with utilities in Rhode Island and Connecticut and is designed to supply enough electricity for more than 350,000 homes when fully built.

Revolution Wind began delivering electricity to the New England grid on March 13, 2026. Its developer reported that the project was more than 90% complete that month and expected full commercial operation later in 2026. “Started delivering power” therefore means the project is generating electricity while remaining construction and commissioning work is finished; it does not mean every turbine was already operating.

The two state commitments add up to the project’s 704-megawatt nameplate capacity. Connecticut’s attorney general’s office has described the completed project as roughly 2.5% of New England’s electricity supply.
Why the Trump administration ordered work stopped
The Bureau of Ocean Energy Management issued a stop-work order on August 22, 2025. A second suspension followed in December 2025. State officials said the administration cited national-security concerns, but the underlying facts were not publicly disclosed in the material available by the latest case-status update.

The orders did not amount to a publicly documented finding that Revolution Wind had caused a security problem. They were administrative actions that halted or restricted project work while the stated concerns were asserted. The attorneys general of Rhode Island and Connecticut sued the federal government. Federal courts issued preliminary injunctions in September 2025 and January 2026. The January order allowed work to proceed while the states’ legal challenge continued.

Is the lawsuit over?
No. The most recent authoritative case-status entry identified for this matter is dated September 9, 2026, and describes the litigation as ongoing. The preliminary injunctions let construction proceed during the case; they are not a final ruling on whether the administration’s suspensions were lawful.
That distinction matters for the project’s schedule. Revolution Wind can continue toward completion under the January injunction, but the legal dispute and the administration’s stated national-security rationale remain unresolved unless a later court filing changes the status.

Could Revolution Wind lower New England electric bills?
The project’s contracts are intended to give Rhode Island and Connecticut more price certainty over 20 years. A Connecticut Department of Energy and Environmental Protection analysis cited by the developer estimated that full commercial operation could save New England ratepayers as much as $500 million per year in wholesale energy costs.
That $500 million figure is a forecast, not a measured saving. It describes potential wholesale-market effects after full operation, not a guaranteed reduction on every household’s retail bill. Retail rates also reflect transmission, distribution, taxes, capacity costs and utility charges, so the project’s wholesale impact cannot be translated into a fixed monthly-bill amount from the available evidence. No verified realized dollar saving had been established by the latest information available.

Why supporters say the project matters
- Energy-price stability: Long-term contracts can reduce exposure to swings in fuel and wholesale power prices.
- Grid reliability: State officials present the project as one part of a more diversified regional electricity supply.
- Emissions and public health: Wind generation produces electricity without the combustion emissions of fossil-fuel plants during operation.
- Employment: The Rhode Island attorney general’s office cites good-paying union jobs among the reasons to preserve the project.
These are policy and planning objectives, not proof that a particular savings target has already been achieved.
What officials have said
Rhode Island Attorney General Peter Neronha criticized the administration’s approach, saying: “A year into the Trump Administration, their approach to governing is well-worn: attack any policy or project the President doesn’t like, without regard for the law, Congress, or the American people, and leave it to the lawyers to present disingenuous, often illogical arguments to defend these decisions in court.”
The developer announced first power on March 13, 2026, describing Revolution Wind as a 50/50 joint venture between Global Infrastructure Partners’ Skyborn Renewables and Ørsted. The announcement confirms delivery to the grid, while the project overview still characterized construction as ongoing at more than 90% complete.
