Use an HTML <img> (or <picture>) when the image communicates information, documents a product or place, or otherwise belongs to the page’s content. Use a CSS background-image when the visual is decorative and the page remains understandable without it. In short: content image → HTML; decoration → CSS.
That choice is about meaning first, then presentation. CSS can still crop, resize, and position an HTML image, while responsive HTML features can deliver a resource suited to the layout. Pick the element according to the image’s role, and then solve fitting, art direction, loading, and layout with the appropriate HTML and CSS.
The practical difference in one view
| Decision axis | <img> or <picture> |
CSS background-image |
|---|---|---|
| Best role | Meaningful content such as a photo, diagram, map, logo that identifies an organization, or product image | Decorative texture, atmosphere, pattern, or other nonessential visual treatment |
| Accessibility | The alt attribute supplies a textual replacement and the image is part of the document |
No image description is exposed to assistive technology by default; essential information must not depend on it |
| Responsive sources | srcset and sizes let the browser choose among candidates; <picture> enables conditional sources and art direction |
CSS rules and media queries can switch decorative assets, but they do not provide alternative text |
| Visual fitting | CSS can size, crop, and position the element just as it can other content | background-position, background-size, and related properties are built into the presentation model |
| Loading and layout | MDN reports a higher loading priority than CSS backgrounds; explicit dimensions can reserve the image’s aspect ratio | Loading is controlled through CSS and depends on whether a background is appropriate for the visual’s role |
The loading statements are documented guidance, not a universal speed ranking. Actual results vary with the document, resource discovery, browser behavior, image dimensions, and implementation. See MDN’s multimedia performance guidance.

Ask what a visitor loses if the pixels are unavailable. If the answer includes facts, identity, instructions, evidence, or context, the image is content and belongs in the HTML. A trail photograph that illustrates a travel story, a chart that carries data, a screenshot in a tutorial, and a product photograph are all content images even if they appear inside a hero, card, or full-bleed layout.

If removing the visual changes only the mood or visual polish, a background is usually suitable. Examples include a faint paper texture behind an article, an abstract gradient, a noninformative pattern, or a photo used solely to create atmosphere behind text that already explains the subject. MDN makes the same distinction in its responsive-image tutorial: its content-area example uses an image element, while a decorative site-header image is implemented as a CSS background. Read the explanation in Using responsive images.
This rule does not prohibit visual design on content images. An informative <img> can be placed in a card, made full-bleed, masked, or cropped with CSS. Conversely, a background can be visually prominent and still be decorative. The semantic role, not prominence or dimensions, determines the element.
Accessibility: what assistive technology can and cannot receive
Give meaningful images a useful alternative
An HTML image has an alt attribute that acts as its textual replacement. Screen readers can read that replacement, and browsers can show it when the file cannot be displayed. Write the text for the image’s purpose in its surrounding context, rather than mechanically listing every visible detail. MDN documents the attribute and its use on the <img> reference page.
Free tools Windows power users keep installed
One-click scans. No signup required.
For example, in a hiking article, alt="A hiker crossing a rocky ridge at sunrise" tells the reader why the photograph is present. If the paragraph immediately states the same fact and the image adds no information, a decorative image can use an empty alternative (alt="") so a screen reader does not announce redundant content. An omitted alt is not the same decision: it can leave assistive technology without a deliberate textual alternative.
Backgrounds have no equivalent alt channel
A CSS background is presentation attached to an element’s styling. It does not expose an image description to assistive technology by default, so it cannot carry information that only a screen-reader user needs. Do not put a diagram, an instructional label, a meaningful map, or a critical product detail exclusively in a background.
The W3C Web Accessibility Initiative lists relying on a background to convey information as a failure example in its C9 technique for decorative images. Put the information in text or an HTML image, then use CSS for decoration around it.
Text inside an image needs special care
If words embedded in the pixels are essential—such as a warning, price, button label, or diagram annotation—do not make those words available only through a background. Provide equivalent live text or an HTML image with an accurate alternative, and ensure the text remains usable when the image is hidden, fails, or is replaced at a narrow viewport.

Responsive sizing and responsive source selection are different jobs
CSS controls the rendered box. It can make an image fluid, constrain its width, crop it, or change its focal point. That does not automatically change which file the browser downloads. A large source scaled down with CSS may still cost more bytes than a candidate designed for the rendered size.
HTML responsive-image attributes provide source-selection information. With srcset, you list candidate files and their intrinsic widths (for example, 480w, 800w, and 1200w). With sizes, you describe the image’s expected rendered width at relevant layout conditions. The browser can then choose a suitable candidate for the viewport and display density. MDN explains this relationship in Using responsive images and its HTML performance optimization guide.
Use srcset and sizes when the same composition is appropriate at different resolutions. Use <picture> with conditional <source> elements when the composition itself should change—for example, a portrait crop on a phone and a landscape crop on a wide screen. That is art direction, not merely serving a smaller copy.
When a CSS background is the right tool
Decoration that supports, but does not explain, the page
Backgrounds work well for visual layers behind content: textures, abstract shapes, gradients, atmospheric photography, and repeating patterns. The foreground heading, paragraph, controls, or adjacent HTML image should carry the meaning. A background can cover a hero panel without becoming the hero’s only explanation.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Presentation that needs CSS positioning
Backgrounds provide a concise presentation model for positioning and sizing a decorative layer. For example:
.hero {
background-image: url("mountain-texture.jpg");
background-position: center;
background-size: cover;
}
background-size: cover fills the box and may crop edges; background-position chooses the visible focal area. These properties are useful when the image is a visual treatment and cropping does not remove information a reader must recover.
Multiple layers and conditional decoration
CSS can stack multiple background images and switch decorative assets in media queries. That is appropriate for presentation changes such as a different texture or a simplified mobile ornament. It does not turn the files into accessible content, and it does not provide the candidate-selection semantics of srcset and sizes for an informative image.

When an HTML image is the right tool
Photos, diagrams, screenshots, maps, and product views
If the image is evidence or instruction, use <img> or <picture>. The element participates in document structure, can be referenced by assistive technology, and can carry a textual alternative. This remains true when the image is inside a card, positioned over another layer, or styled to fill a fixed-height frame.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesImages that may need indexing, saving, or independent interaction
An HTML image is also the clearer choice when users may open it, copy its URL, save it, inspect it, or understand it independently of the surrounding decoration. A background is tied to the element’s styling and is a poor substitute for a standalone content asset.
Images requiring different crops at different widths
Use <picture> when a narrow screen needs a different composition. The fallback <img> remains in the markup and carries the alternative text:
<picture>
<source media="(max-width: 600px)" srcset="portrait-crop.jpg">
<img src="landscape.jpg" alt="A hiker crossing a rocky ridge at sunrise">
</picture>
The source condition changes the file, while the image element supplies the document content and fallback. Choose the crop because the subject is composed better for that viewport, not simply because a smaller file is desirable.
Responsive HTML image recipe
For a fluid content image with several width candidates, include a fallback src, width descriptors in srcset, a layout-accurate sizes value, intrinsic dimensions, and purposeful alternative text:
<img
src="trail-800.jpg"
srcset="trail-480.jpg 480w, trail-800.jpg 800w, trail-1200.jpg 1200w"
sizes="(max-width: 600px) 100vw, 800px"
width="800"
height="533"
alt="A hiker crossing a rocky ridge at sunrise">
- Create genuinely different candidates. The files should represent the declared widths; do not label one file with a width it does not have.
- Describe the layout in
sizes. If the image occupies the viewport on small screens and about 800 CSS pixels in the wider layout, the sample value communicates that expectation. Replace it with the measurements of your own design. - Keep dimensions accurate. The
widthandheightattributes express the intrinsic ratio, allowing the browser to reserve space before the file arrives. - Write the alternative in context. Describe the image’s purpose, not an unrelated inventory of colors and objects.
- Style the result separately. Use CSS for max-width, borders, radius, object fitting, and alignment; those visual decisions do not require converting the image into a background.
The sample is an implementation pattern, not a measured bandwidth claim. Candidate choice and savings depend on the actual files, layout, browser, and network conditions.
Combining semantic images with cover-style layouts
A frequent reason developers choose a background is the desire to fill a fixed card or hero without distortion. You can keep the semantic image and use CSS fitting instead:

.card-media {
width: 100%;
height: 16rem;
object-fit: cover;
object-position: center;
display: block;
}
Applied to an <img>, object-fit: cover crops the rendered image inside its box. Keep the crop from removing information that the alternative text promises, and adjust object-position when the subject is off-center. This approach separates two decisions: HTML communicates what the image is; CSS controls how it fits the design.
Loading priority, dimensions, and layout stability
MDN states that <img> resources are assigned a higher loading priority than CSS background images. That is a reason to avoid hiding important above-the-fold content in a background, but it is not proof that every HTML image will load faster than every background. Browser scheduling, discovery order, CSS, caching, file size, and network conditions all affect the result.
Set accurate width and height attributes on content images. The browser can derive an aspect ratio and reserve the expected area before the image finishes loading, reducing layout movement. A background has no equivalent image-element dimensions; reserve the intended space on its containing element with CSS when a decorative background is used.
Do not report a fixed percentage of bandwidth or speed improvement from choosing one technique. Official guidance distinguishes loading behavior but does not establish a universal benchmark for the two approaches.
A decision framework for common cases
| Scenario | Recommended implementation | Reason |
|---|---|---|
| Article photograph that illustrates the subject | <img> with contextual alt |
The photograph contributes content and should be represented in the document |
| Data chart or explanatory diagram | <img> or another semantic content representation, with an accessible text alternative |
Readers need the information conveyed by the visual |
| Hero photo whose crop should change on phones | <picture> with conditional sources |
Art direction changes the composition while the <img> remains the fallback |
| Decorative texture behind an article header | CSS background-image |
The texture adds atmosphere but no required information |
| Abstract shape behind a call to action | CSS background or other decorative CSS | Live heading and controls carry the meaning |
| Product image used to identify an item | <img> with useful alt |
The product view is part of the content, even if it fills a card |
| Logo that identifies the site or organization | Usually an HTML image with an appropriate alternative, unless an equivalent accessible text logo is already present | Identity is meaningful; do not hide it in an unexplained background |
| Background photo containing the only readable instructions | Redesign as live text plus an HTML image if the photo itself matters | Essential text and information must not depend on a CSS background |
Common mistakes and precise fixes
Using a background for an informative image
Symptom: the page looks complete visually, but a screen-reader user receives no image content. Fix: move the asset to <img> or <picture>, add a contextual alt, and keep decorative styling in CSS.
Assuming CSS resizing is responsive-image delivery
Symptom: a 2,000-pixel file is downloaded into a 400-pixel slot. Fix: generate candidates, add srcset, describe the slot with sizes, and verify that the declared widths match the files. CSS still handles the final visual size.
Choosing a background solely for cover
Symptom: an otherwise meaningful photo loses semantics because the design needs cropping. Fix: retain <img> and use object-fit: cover and object-position, or use art-directed crops with <picture>.

Leaving out intrinsic dimensions
Symptom: text and controls jump when an image arrives. Fix: add accurate width and height attributes to HTML images and reserve a deliberate height or aspect ratio on decorative containers.
Writing redundant or empty alternative text incorrectly
Symptom: a screen reader hears a caption twice, or a decorative image is announced with an unhelpful filename. Fix: decide whether the image adds information in that exact context. Use concise purposeful text for meaningful images and alt="" for images that are genuinely decorative and already represented by nearby content.
Putting critical words only in a background
Symptom: hiding images removes a warning, label, or instruction. Fix: put the words in live HTML and use the background only as visual support. The W3C’s C9 guidance identifies exclusive conveyance through backgrounds as a failure: W3C WAI C9.
A build-and-review checklist
- State the image’s role. Write one sentence explaining what a visitor learns from it. If the sentence contains required information, start with HTML.
- Choose the semantic element. Use
<img>for one content image,<picture>when sources or crops are conditional, and a background for nonessential decoration. - Complete the alternative-text decision. Add contextual
alttext, or deliberately usealt=""when the image is decorative and redundant. - Plan source candidates. For a repeated composition, define real width candidates and a
sizesexpression that follows the layout. For a changed composition, define art-directed<source>elements. - Reserve layout space. Supply accurate intrinsic dimensions on HTML images; give background containers a predictable size or aspect ratio.
- Apply visual fitting in CSS. Use
object-fitfor semantic images and background positioning or sizing for decorative layers. - Check failure states. Disable images or inspect the page with a screen reader. Essential meaning should remain available as text, and the layout should not collapse unexpectedly.
- Inspect narrow and wide layouts. Confirm that the crop keeps the subject visible, the
sizesdescription matches the actual slot, and decorative backgrounds do not obscure foreground text. - Measure your implementation before making performance claims. There is no universal rule that backgrounds are always faster or slower; compare the actual page, files, and loading conditions.
How to explain the choice to a team
For code review, describe the decision in two parts: “This image is content, so it is an HTML image with an alternative,” or “This layer is decorative, so it is a CSS background and the foreground text carries the meaning.” Then document the separate presentation decision—fluid width, fixed frame, crop, focal point, or art direction.
This wording prevents a common category error. A background is not a performance replacement for an image element, and an image element is not limited to an uncropped inline photograph. Semantics, source selection, and visual fitting are independent controls that can be combined deliberately.
Bottom line for a new implementation
Put information in HTML and decoration in CSS. Use alt, srcset, sizes, and <picture> when the image is content; use background positioning, sizing, and media queries when the image is purely presentational. Preserve the semantic image even when the design needs a cover-style crop, and never rely on a background to deliver essential information.
