A VPN and a residential proxy solve different problems. A VPN app routes a device’s traffic to a server operated by the VPN provider and, in some implementations, encrypts the connection between the device and that server. A residential proxy mainly relays requests through an IP address assigned to a consumer internet connection, so websites see that residential IP and its apparent location instead of the user’s original address.
Choose a VPN when the priority is protecting traffic on an untrusted network or reaching an authorized work network. Choose a residential proxy only for a permitted task that genuinely needs a residential source IP, such as authorized regional testing. Neither tool guarantees anonymity, and a residential-looking IP is not evidence that traffic is encrypted or that the network was obtained with the device owner’s consent.
What a VPN does
The Federal Trade Commission (FTC) describes a VPN app as software that routes a phone’s data through servers controlled by the VPN provider. Some VPN apps encrypt data sent between the phone and that server. That encrypted device-to-provider path can reduce the risk of someone on the same insecure Wi-Fi network reading the traffic, but the protection depends on the particular app and its configuration. The FTC warns that some apps do not encrypt all traffic or encrypt only part of it: FTC guidance on VPN apps.

Routing also changes the source address that destination websites normally see. Instead of seeing the household or mobile IP assigned to your device, a site generally sees an address associated with the VPN provider’s server. That can be useful for network access policies, but it does not erase other identifiers. A site can still associate activity with an account, an email address, payment details, browser characteristics, or information you submit directly.

What the VPN provider becomes
A VPN changes who you must trust. Your local network operator may have less visibility into the contents of an encrypted connection, while the VPN app and its operator receive access to the traffic that the app handles. The FTC notes that a VPN app may be able to intercept internet traffic and that providers’ collection, sharing, and security practices differ. Read the app’s privacy policy and technical documentation rather than treating the VPN label as a guarantee.
What a residential proxy does
The FBI defines a residential proxy as an intermediary between a user and websites. Its network uses IP addresses assigned by internet service providers to consumer devices. When a request is relayed through one of those devices, the destination sees the residential device’s IP address and apparent location rather than the requester’s original address: FBI residential-proxy advisory, March 12, 2026.
The defining feature is the apparent residential origin. A service may let an authorized customer select a country, region, or other location associated with an available residential address. That location behavior is a functional consequence of routing, not proof of privacy, encryption, or lawful use.
A proxy is not automatically an encrypted tunnel
Do not infer encryption from a residential proxy’s appearance. The FBI’s description establishes relaying and IP-location behavior; it does not establish that every proxy service encrypts the connection between your device and the proxy. Check the specific service’s documentation. For protected web sessions, use HTTPS/TLS, and use a properly configured VPN when your goal is to protect the device-to-provider path on an untrusted network. Neither a proxy label nor a residential IP substitutes for those checks.

Privacy, security, and anonymity are separate properties
Encryption coverage
Encryption protects data in transit only across the portion of the connection that is actually encrypted. With a VPN, that may be the connection from your device to the VPN server, but the FTC says coverage varies by app. A VPN does not automatically encrypt traffic after it leaves the provider’s server, and it cannot make an insecure destination secure. HTTPS/TLS remains important for web sessions.
With a residential proxy, the FBI’s March 12, 2026 advisory does not establish a common encryption standard. Treat encryption as an unverified property until the exact provider documents what is encrypted, between which endpoints, and under which protocols. A proxy can change the apparent source IP while leaving other parts of the route exposed.
Who can observe activity
A VPN provider is an intermediary with access to the traffic handled by its app. The provider’s logging, retention, sharing, and security practices therefore matter. Your Wi-Fi operator may see a connection to the VPN service, while the VPN operator may be able to observe destination information or traffic contents depending on encryption and application behavior.
A residential proxy operator is also an intermediary. It can relay requests and may handle metadata such as destination, timing, account details, and selected location. The precise visibility depends on the implementation and encryption used; the sources do not support a universal claim that every proxy sees or cannot see particular content.

Why neither tool makes you anonymous
The FTC explicitly warns that a VPN does not make a user entirely anonymous. Websites can identify a person through logins and information supplied directly, and the VPN provider becomes a trusted party. A residential proxy similarly changes one network identifier but does not remove accounts, cookies, device signals, or information entered into a site. “Different IP address” and “anonymous” are not interchangeable claims.
Residential IP consent is a security issue
A residential address in a proxy pool can come from a device owner who knowingly agreed to share bandwidth, but the FBI also describes devices enrolled without the owner’s knowledge or consent. Possible enrollment routes include software-development kits embedded in apps, hidden terms in some free VPNs, compromised internet-of-things devices, malware, and bandwidth-sharing schemes. These are distinct mechanisms; the FBI does not say that every residential proxy network uses all of them.
For a customer, the practical question is not only “Where is the IP?” but also “How was that device recruited, and what did its owner agree to?” A provider that cannot explain recruitment, consent, traffic limits, and abuse response presents a material risk to both privacy and the reputation of the customer using the proxy.

When a VPN is a reasonable fit
- Untrusted public Wi-Fi: A VPN can help protect traffic between a device and the VPN server when the app actually encrypts that path. This is the specific public-network benefit described by the FTC.
- Authorized remote access: An organization may require a VPN to reach internal systems. Follow the employer’s approved configuration and identity controls rather than installing an unrelated consumer app.
- Reducing local-network exposure: Routing through a VPN can keep a local network from directly seeing all destination connections, but it transfers trust to the VPN operator and does not remove the need for HTTPS.
When a residential proxy can be appropriate
A residential proxy can be appropriate for an authorized test or research task that must observe how a service responds to users in a particular residential region. Examples include checking a localized page or validating region-specific behavior when the site owner has permitted the test. The FBI’s description of selectable residential locations supports this functional use; it is not an endorsement of bypassing access controls, rate limits, fraud checks, or terms of service.

Before sending requests, obtain authorization, respect the destination’s rules, protect any personal data encountered, and define a rate and scope that will not disrupt the service. If the task does not require a residential origin, adding one introduces sourcing and abuse questions without solving a necessary problem.
Abuse and malware risks
How proxy networks can be misused
The FBI warns that residential proxy networks are used to hide criminal activity, including fake-account creation, data exfiltration, and brute-force attacks. Routing through an innocent household can make that activity appear to originate from the household’s connection. A customer who selects a provider without examining its sourcing and abuse controls can therefore become dependent on infrastructure assembled through compromised or non-consenting devices.
The 911 S5 example
In a May 29, 2024 advisory, the FBI’s Internet Crime Complaint Center described the 911 S5 residential-proxy service. Malicious proxy backdoors were built into VPN applications and installed without users’ consent; criminals then routed activity through victims’ devices. The named applications in that historical advisory are a threat indicator, not a complete or current list of unsafe software: IC3/FBI guidance on the 911 S5 residential proxy service.
Recommended Free Tools
The lesson is broader than that one operation: a product marketed as a VPN can carry an undisclosed proxy component, and a free or heavily permissive app deserves scrutiny before installation. Use trusted app stores, keep operating systems and applications updated, and investigate unexpected background traffic or bandwidth use.

Evidence from free-proxy research
A March 2024 MADWeb paper studied free web proxies collected from 11 providers over 30 months. In that sampled dataset, the researchers identified 4,452 distinct vulnerabilities on proxy IP addresses and found 16,923 proxies that manipulated content: “Free Proxies Unmasked: A Vulnerability and Longitudinal Analysis of Free Proxy Services”. These figures describe the researchers’ free-proxy sample, not the prevalence or security of every commercial residential network. They should not be presented as an industry-wide rate.

| Question | VPN | Residential proxy |
|---|---|---|
| Primary function | Routes device traffic through a provider server; some apps encrypt the device-to-server connection. | Relays requests through an IP assigned to a consumer device so the destination sees that residential source. |
| What the destination usually sees | An IP associated with the VPN provider’s server. | An IP associated with a residential internet connection and its apparent location. |
| Encryption assumption | Some apps encrypt traffic, but the FTC says coverage varies and may be partial. | Encryption is not established by the residential-proxy function; verify the specific service and use HTTPS/TLS. |
| Main trust shift | The VPN operator can handle traffic routed through its app. | The proxy operator can relay requests and handle associated metadata; sourcing and owner consent are additional concerns. |
| Most defensible use in the cited material | Protecting traffic on insecure public Wi-Fi or reaching an authorized work network. | Authorized testing or research that requires a residential regional origin. |
| Consent question | Whether the app and provider are transparent about permissions, collection, and sharing. | How residential IP owners were recruited, what they consented to, and how abuse is controlled. |
| Anonymity | Not guaranteed; sites can identify users through accounts or submitted information. | Not guaranteed; changing the IP does not remove other identifiers. |
The cited sources do not provide a controlled head-to-head test of speed, uptime, or reliability. Do not assume that either category is universally faster, safer, or more dependable.
How to choose the right tool
- State the actual requirement. Write down whether you need local-network encryption, authorized remote access, or a permitted test from a residential region. If you cannot name the requirement, do not start with a product category.
- Choose the narrowest tool that solves it. Public Wi-Fi protection points toward a VPN with documented encryption. A regional test points toward a residential proxy only when the site and test are authorized.
- Identify the intermediary. For a VPN, determine who operates the app and can access routed traffic. For a proxy, identify the network operator and the companies or programs that recruit residential devices.
- Read technical and privacy terms before installation. Look for encryption coverage, protocols, logging and sharing, retention, permissions, background components, and abuse-handling procedures. Treat vague claims such as “complete anonymity” as a warning sign.
- Confirm authorization and legal fit. A residential IP does not grant permission to bypass a site’s controls. Obtain written approval for testing, follow rate limits, and stop if the activity exceeds the approved scope.
- Install safely. Download from a trusted official app store or the organization’s approved channel, keep the device updated, and avoid unknown free VPNs or bandwidth-sharing software that cannot explain its behavior.
- Validate the result without overclaiming. Confirm that the VPN’s documented encrypted path is active and that web sessions use HTTPS/TLS. For a proxy, verify only the authorized source location and request behavior you are permitted to test; do not infer anonymity or encryption from the IP result.
Checklist for evaluating a VPN app
- Does the exact app encrypt all relevant traffic, or only selected traffic?
- Which protocols and connection modes does its documentation specify?
- What information can the app collect, retain, or share, and for how long?
- Which permissions does it request, and are they necessary for its stated function?
- Who operates the service, where is the privacy policy, and how can users report abuse?
- Is the download source trustworthy, and is the app kept current?
The FTC’s consumer guidance and its 2024 discussion of privacy-enhancing technologies emphasize that providers must match privacy promises to actual data practices: FTC guidance on privacy-enhancing technology promises.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Checklist for evaluating a residential proxy
- How are residential IP owners recruited, and what consent do they receive?
- Does an app or SDK run in the background on participating devices?
- What traffic is allowed, blocked, logged, or shared with third parties?
- How does the operator detect abuse, respond to complaints, and remove compromised addresses?
- Can the operator explain its legal basis, privacy terms, and geographic coverage?
- Do the destination’s terms and applicable law permit your planned activity?
If the provider cannot answer these questions clearly, the residential appearance of its addresses is not a sufficient reason to use the service.
Common mistakes to avoid
- Calling an IP change encryption: A different source address says nothing by itself about protection in transit.
- Assuming every VPN encrypts everything: The FTC specifically cautions that some apps encrypt only some traffic.
- Equating a residential IP with trustworthiness: The FBI documents both consensual and non-consensual enrollment routes.
- Believing a VPN guarantees anonymity: Accounts, submitted information, and the VPN operator’s access still matter.
- Using a proxy to evade controls without permission: Location selection is a technical capability, not authorization.
- Generalizing free-proxy findings to all residential networks: The MADWeb figures come from a defined sample of free proxies and are not an industry prevalence estimate.
Bottom line for the decision
Use a well-documented VPN when you need an encrypted connection from your device to a trusted provider, especially on untrusted Wi-Fi or for authorized remote access. Use a residential proxy only when a legitimate, approved task requires a residential source IP and the operator can demonstrate informed device-owner consent, transparent practices, and effective abuse controls. Treat both as intermediaries, verify what each actually protects, and never mistake a changed IP address for anonymity.
