You can reset Windows 11 without reaching the desktop by using Windows Recovery Environment (WinRE). If the sign-in screen is available, try its power menu; if Windows will not start, let recovery launch automatically or use Windows installation media as a fallback. The exact sign-in-screen route varies by PC maker and configuration.

Choose the recovery route that fits your PC

Route What you need Best used when
Restart from the sign-in screen The sign-in screen and its power menu Windows reaches sign-in, but you cannot log in
Enter WinRE through Automatic Repair Windows attempts to start and recovery becomes available Windows will not boot normally
Use installation media Another working PC and a USB drive Built-in recovery is unavailable or fails

The first two routes use built-in recovery. Installation media is a fallback, and reinstalling from it can remove data. Before starting, back up important files if you can and have the BitLocker recovery key available if the PC is encrypted. Microsoft notes that the key may be required to complete a WinRE reset (Microsoft’s Reset your PC guidance; Windows Recovery Environment).

Method 1: Restart from the sign-in screen

Microsoft documents reaching reset this way on Surface devices. Other Windows 11 PCs may expose the same option, but availability depends on the manufacturer and configuration.

  1. At the sign-in screen, select the power icon.
  2. Hold down Shift and select Restart. Keep holding Shift until the PC restarts into recovery.
  3. In WinRE, select Troubleshoot > Reset this PC.
  4. Choose what happens to your files and then the reinstall source, following the prompts.

If the power menu does not offer this route, use the PC maker’s recovery instructions or try the next method. Microsoft’s Surface-specific instructions confirm the route for Surface, not for every Windows PC (Reset or recover your Surface).

Method 2: Let Windows enter recovery after startup failures

When Windows cannot start correctly, repeated startup failures can lead it to open WinRE automatically. Once the recovery menu appears, choose Troubleshoot > Reset this PC and follow the reset prompts.

Reset is not the only tool in WinRE. If you want to try to repair startup before reinstalling Windows, options such as Startup Repair and Uninstall Updates may be available. See Microsoft’s guides to WinRE and Windows recovery options.

Choose what the reset does

Reset this PC presents two separate decisions: whether to keep personal files, then how to reinstall Windows.

Keep my files or Remove everything

  • Keep my files reinstalls Windows and preserves personal files, but removes apps and settings.
  • Remove everything reinstalls Windows and removes personal files, apps, and settings. Choose it when you deliberately want a clean start or are preparing to transfer the PC.

Cloud download or Local reinstall

  • Cloud download downloads a fresh copy of Windows. It can help if local system files are corrupted or missing, and it requires an internet connection.
  • Local reinstall uses files already on the PC. It may suit a slow or unavailable internet connection, but may not include the latest updates.

The available choices can depend on the recovery setup. Review the prompts carefully before confirming, especially if you need to preserve files. Microsoft describes the reset choices in its Reset your PC guidance.

Method 3: Use Windows installation media if recovery fails

If WinRE cannot be reached or Reset this PC fails, create Windows installation media on another working PC. Boot the affected PC from the USB drive, then select Repair my PC to reach recovery tools. If repair is not possible, you can proceed with reinstalling Windows from the media.

  1. On a working PC, follow Microsoft’s instructions to create Windows installation media on a USB drive.
  2. Connect the USB drive to the affected PC and start the PC from that drive. The method for selecting a boot device varies by manufacturer; consult its instructions if needed.
  3. At Windows Setup, choose Repair my PC to access recovery, or follow the setup prompts if you need to reinstall Windows.
  4. If reinstalling, use the Windows edition that matches the PC’s digital license.

A clean installation removes data, so this route is more disruptive than Reset this PC. Microsoft explains the process and its consequences in Reinstall Windows with the installation media.

Protect the PC and avoid interrupting recovery

  • BitLocker: Keep the recovery key available. Microsoft says an encrypted device may require it to complete a WinRE reset.
  • Power: Keep the PC connected to power if possible.
  • Black screen or apparent pause: Do not force a restart during the reset. Microsoft says the screen can remain black for a long time, occasionally upwards of 15 minutes, and the PC may restart itself. Manually restarting during this period can cause the reset to fail.
  • Preparing to sell, donate, or recycle: With Remove everything, the Clean data option makes files harder to recover. Microsoft explicitly says it does not meet government and industry data-erasure standards, so do not treat it as certified or guaranteed secure erasure (Reset your PC).

If reset is unavailable or does not complete

  • Try WinRE repair tools such as Startup Repair or Uninstall Updates before resetting, if those options are available.
  • If built-in recovery cannot be used, try Windows installation media and follow the PC maker’s guidance for device-specific recovery media.
  • If the reset asks for a BitLocker recovery key, retrieve the key before continuing; without it, you may not be able to complete the recovery task.

Microsoft’s recovery options guide describes built-in tools, while its installation-media guide covers the USB fallback.
