Handle remote-work security compliance as a risk-based control program, not as a single checklist or a choice of software. First identify the rules that apply to your organization and the data and systems remote workers can reach. Then define responsibilities, secure access and devices, train people, and keep evidence that the controls are working. The exact requirements depend on your industry, locations, data, contracts, and system scope.

Why remote work changes the compliance picture

In an office, an organization may control more of the network, equipment, and physical environment. Remote work expands the boundary: employees, contractors, vendors, and their devices connect from homes and other locations that the organization does not directly manage. NIST SP 800-46 Rev. 2 identifies risks that include weak physical security, unsecured networks, infected devices, and exposure of internal resources to external hosts.

That change does not make every home office a regulated facility, nor does it remove the organization’s responsibility to manage access to its systems and information. It does mean that policies and controls designed around an office network may not adequately address remote access, personal devices, shared spaces, or paper records.

Start by identifying the obligations and scope

Before choosing controls, establish what needs protection and which obligations apply. NIST telework guidance is a useful security reference, but it is not a universal legal certification or a substitute for determining the organization’s specific requirements.

Build a remote-work scope inventory

Record the systems and information that remote workers can access, the people and third parties who can access them, and the locations and device types used for that access. Include sensitive data stored locally, not just information viewed through a business application.

Map that inventory to applicable laws, sector standards, customer and vendor contracts, and internal policies. Where the boundary is unclear—such as whether a system or dataset falls within a particular standard’s scope—resolve it with the people responsible for legal, security, and compliance decisions before treating a control as sufficient.

Translate obligations into assigned controls

For each applicable requirement, document the control that addresses it, who owns the control, which remote-work systems or processes it covers, and what evidence will show it operates. This makes it easier to spot gaps between a written policy and what employees, devices, or service providers actually do.

Write policies people can follow and managers can enforce

A remote-work policy should define permitted behavior and responsibilities in terms that can be checked. CISA recommends written agreements, alternate-worksite checklists, and supervisor enforcement. Depending on the organization’s obligations and risks, cover:

  • Who may work remotely and which roles or tasks are eligible.
  • Which systems and types of information may be accessed or stored remotely.
  • Which organization-issued, managed, contractor, vendor, or personally owned devices are allowed.

  • Approved connection methods, authentication expectations, and restrictions on public or shared devices.
  • Physical safeguards for screens, workstations, conversations, and paper records in shared spaces.
  • Training expectations, loss and incident reporting steps, and user responsibilities.
  • How managers approve access, verify compliance, and address exceptions.

State who can approve an exception, how it is recorded, what risk it introduces, and when it must be reviewed. A policy that says a device must be secure but provides no way to check its condition is difficult to enforce.

Control remote access and identity

Document the approved ways to connect, authorize remote access, monitor its use, and limit access to business need. NIST SP 800-46 Rev. 2 maps telework considerations to control areas including access control, identification and authentication, communications protection, and risk assessment. FTC guidance likewise recommends setting remote-access ground rules, communicating them, verifying compliance, and limiting access appropriately.

Design controls around the full path: the user, the device, the remote-access service, and the internal system or information being reached. A protected connection does not establish that the user is authorized for every resource, that the device is in an acceptable state, or that activity is being reviewed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose an access design that fits the systems

Approach What to consider
Network-level remote access, such as a VPN Review authentication, configuration, monitoring, and how much of the internal environment becomes reachable after connection. A VPN alone does not establish compliance.
Application- or resource-specific remote access Review how users and devices are authenticated for each resource, how access is limited and monitored, and whether the design works with the organization’s systems.

Neither design is sufficient by itself. Evaluate the access path against the organization’s scope, documented conditions, and ability to monitor and revoke access.

Secure endpoints and make a deliberate BYOD decision

Decide which device categories may connect and what information each category may handle. NIST cautions that agreements may require third-party-controlled devices to be secured but generally cannot automatically enforce those requirements. If a compromised personal or vendor-managed device can reach sensitive resources, written promises alone may not provide adequate assurance.

Consideration Organization-managed devices Personally owned or other third-party-controlled devices
Enforceability and visibility The organization can generally define and check its configuration requirements more directly. Requirements may be harder to enforce and verify; agreements alone do not automatically secure a device.
Privacy Organization administration can be aligned to work use and company policy. Security checks and monitoring should account for the device owner’s privacy and clearly explain what the organization can see or manage.
Operational considerations Requires the organization to provide or manage equipment and maintenance. May reduce equipment administration, but requires clear eligibility rules and a way to assess whether the device meets requirements.
Suitable access Set access according to device condition and business need. Consider restricting access to less sensitive tasks or resources if required conditions cannot be verified.

For each permitted device type, define and check minimum configuration, patching, encryption, endpoint protection, and loss-reporting expectations. FTC small-business guidance recommends keeping software current, encrypting mobile devices that store sensitive information, and using secure device practices. Endpoint-management tools can help apply or check requirements, but they do not replace policy, configuration, and review.

Address home networks and physical privacy

Give workers practical instructions they can carry out, rather than assuming a home network or shared workspace is secure. FTC small-business guidance recommends changing default router credentials, using WPA2 or WPA3 Wi-Fi security, and limiting devices on the primary business network.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Explain how to update router software and replace default administrator credentials.
  • Tell staff which Wi-Fi security settings to use and how to avoid connecting through untrusted public networks for sensitive work.
  • Require workers to lock unattended workstations and prevent other household members or visitors from using a work session.
  • Set expectations for securing paper records, disposing of them safely, and keeping sensitive conversations private.
  • Use an alternate-worksite checklist to help workers and supervisors identify practical risks.

A privacy screen filter can help reduce visual exposure in shared spaces, but it is an optional accessory—not a compliance requirement or a substitute for controlling access and protecting information.

Train workers and prepare for incidents

Train workers at onboarding and periodically on phishing, social engineering, operational security, device loss, and reporting. CISA identifies phishing and social engineering as telework training topics; FTC guidance recommends regular training and incident-response planning.

Make the reporting path easy to find. Workers should know whom to contact and what to do if a device is lost, an access prompt seems suspicious, credentials may have been exposed, or information was sent or shown to the wrong person. Record training completion and make sure the people receiving reports know how to escalate them under the organization’s incident-response process.

Apply the same discipline to vendors and service providers

Remote access controls should cover service providers and vendors as well as employees. FTC guidance recommends tailoring vendor access to the work scope and including security requirements in contracts, especially when a vendor connects remotely.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define what the provider may access, for what purpose, and under what conditions. Make sure the organization can revoke access when the work ends or circumstances change, and retain evidence relevant to the arrangement, such as approvals, contract requirements, access records, and review results.

Keep evidence that controls operate

Compliance is harder to demonstrate when the organization can show only that a policy exists. Keep evidence appropriate to the requirements and risks in scope, such as:

  • Approved remote-work, device, and access policies, plus recorded exceptions.
  • Access approvals, role assignments, and records of access changes or revocation.
  • Device inventory and relevant configuration, patch, encryption, or endpoint-protection checks.
  • Training materials and completion records.
  • Incident-response procedures and records of exercises or actual incidents, handled under the organization’s retention rules.
  • Control reviews that show what was checked, when, by whom, and how identified gaps were addressed.
  • Vendor access approvals, contract requirements, and relevant reviews.

Keep evidence proportionate to the organization’s requirements and risk. Record enough to show that controls are assigned, performed, and reviewed; avoid collecting unnecessary personal information from workers’ devices.

What PCI DSS says about an employee’s home office

PCI SSC’s May 2021 FAQ for PCI DSS Requirement 9 says an employee’s private work-from-home environment is not a sensitive area for that requirement. The employee must still follow company controls, including rules for authorized devices and access to cardholder data. This is a narrow statement about the cited Requirement 9 FAQ; it should not be generalized to other PCI DSS requirements or other standards.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

PCI SSC also says assessors are not required to visit employees’ private homes. An organization should still be able to explain how applicable controls work for its work-from-home processes. Whether that is enough for a particular organization depends on the controls and scope being assessed.

Maintain the program as requirements and work change

Remote-work arrangements, systems, contracts, and applicable rules can change. Review the inventory, policies, approved access paths, device conditions, vendor access, and control evidence when those changes affect risk or scope, and on the review schedule the organization sets for its obligations. Resolve gaps by assigning an owner, a corrective action, and a way to verify completion.

The guidance cited here has different dates and purposes: NIST SP 800-46 Rev. 2 dates to 2016; CISA’s federal mobile workplace guide is dated 2024; FTC’s secure remote-access article is from 2017; and the cited PCI SSC FAQs are from May 2021. These sources provide useful control guidance, not a determination of current obligations for a specific company.
