When Remote Desktop (RDP) fails, first identify whether the client can resolve the computer and reach its RDP port. A failed network test requires DNS, routing, firewall, network-security-group (NSG), public-IP or listener fixes; a successful test shifts the investigation to the Remote Desktop service and authentication. The default RDP port is TCP 3389, unless your deployment deliberately uses another port.

Start by locating the failure boundary

Do not begin by repeatedly changing passwords. RDP failures occur at distinct stages, and each stage has a different remedy. Microsoft’s Windows guidance uses a reachability test to separate network problems from listener and sign-in problems.

What you observe Most likely boundary What to check next
The computer name does not resolve, or TCP 3389 cannot be reached DNS, routing, client or server firewall, Azure NSG, public IP, port mapping, or a stopped listener Run Test-NetConnection; then verify the route, firewall and listener
TCP 3389 is reachable but the client cannot establish an RDP session Remote Desktop service, listener configuration, or protocol/security negotiation Confirm Remote Desktop is enabled, the service is running and the firewall rule permits it
The session reaches a sign-in prompt but rejects the logon Username authority, password, account status, domain-controller reachability, NLA, CredSSP/TLS, encryption or policy Use the correct local or domain authority and investigate NLA and identity policy
An Azure VM is reachable but inaccessible after a configuration change Azure NSG, VM agent or resource state, RDP configuration, NIC, password or identity assignment Use the Azure recovery sequence before considering redeployment

Microsoft describes Azure RDP failures as having many possible causes; the practical way to narrow them is to test one boundary at a time. See the Windows Remote Desktop connectivity procedure.

Test-NetConnection -ComputerName <name> -Port 3389 -InformationLevel Detailed

Replace <name> with the host name or IP address you are actually using. If the deployment uses a non-default RDP port, substitute that port. Review NameResolutionResults, the chosen remote address and TcpTestSucceeded.

  • Name resolution fails: correct the DNS suffix, record, VPN connection or hosts-file entry. Test the address directly only as a diagnostic; an IP test does not repair broken DNS.
  • The name resolves but TcpTestSucceeded is false: investigate routing, outbound filtering, the destination firewall, an Azure NSG, public-IP association, port translation and whether the host is powered on.
  • The test succeeds: the path to the configured port is open. Concentrate on the Remote Desktop service, listener and post-connection authentication rather than changing network credentials.

Microsoft specifically advises checking that local routers and firewalls are not blocking outbound TCP 3389. Its reachability guidance uses this distinction to separate listener operation from network access.

Check the address and port you intended to use

A stale DNS record, a changed public IP, a private address that is reachable only over a VPN, or a custom RDP port can all make a healthy server appear offline. Compare the address in the RDP client with the host’s current address and the port configured by the deployment. Do not assume that every Windows host listens on 3389 if an administrator changed the listener configuration.

2. Verify the Remote Desktop service, listener and firewall

Enable Remote Desktop on the host

On a Windows host with administrative access, confirm that Remote Desktop is enabled in the system’s Remote Desktop settings. Where registry-based configuration is used, the relevant policy value is fDenyTSConnections=0. A policy or management tool can overwrite a manual setting, so check the effective configuration rather than changing only one interface.

Confirm the service and listener

Make sure the Remote Desktop Services service is running and that a listener is bound to the expected port. A reachable TCP port with no usable listener can still produce an RDP connection failure. Restarting the service can clear a transient condition, but do it during an approved maintenance window because existing sessions may be affected.

Allow the correct Windows Firewall rule

Enable the inbound Remote Desktop rule for the network profile in use. A rule enabled for one profile can remain ineffective if the network is classified differently. Check both local firewall policy and any central policy that may disable or replace the rule. For an Azure VM, also inspect the NSG rule and any public-IP or endpoint mapping. Microsoft’s Azure RDP troubleshooting sequence and detailed Azure procedure cover these checks.

Interpret a change in test results

Run Test-NetConnection again after each network or listener change. A transition from failed to successful proves that the boundary you changed was involved; it does not prove that the account or NLA configuration is correct. Continue to the authentication steps once the port is reachable.

3. Understand NLA and “authentication error has occurred” messages

Network Level Authentication (NLA) authenticates the user before the full remote session is created. An NLA or “an authentication error has occurred” message is therefore not one universal fault. It can indicate an identity or policy problem involving the domain controller, the machine’s Active Directory security channel, stored passwords, encryption, TLS or FIPS settings.

Domain-controller and secure-channel failures

  • The VM or host cannot communicate with its domain controller because DNS, routing, VPN or firewall access to the domain network is unavailable.
  • The computer’s Active Directory secure channel is broken, so the host cannot validate its machine identity.
  • A service or scheduled task has a stale stored password, or the computer account password no longer matches the domain.

These conditions can leave local sign-in working while domain sign-in fails. Microsoft recommends using a local administrator login as a way to isolate a domain-authentication problem, not as proof that domain services are healthy. See the NLA and Azure VM troubleshooting guidance.

Encryption, TLS and FIPS mismatches

RDP clients and hosts must agree on supported CredSSP/TLS and encryption settings. A hardening policy that disables a protocol required by the other endpoint, or a FIPS policy that changes permitted cryptography, can cause an authentication error even when the password is correct. Compare the effective security policy on both ends and restore a supported, consistent configuration. Do not weaken security globally or disable NLA as a first response; correct the incompatible policy and preserve the strongest mutually supported settings.

Use the exact error as a clue, not a diagnosis

Record whether the error appears before credential entry, immediately after entry, or after a noticeable delay. Pre-credential errors usually point to listener or protocol negotiation. Immediate rejection suggests authority, account or policy validation. A delay followed by failure often warrants checking domain-controller reachability and DNS. This timing narrows the next test but does not replace verification of the host and identity configuration.

4. Use the correct username authority

RDP must know which security authority should validate the account. A correctly spelled password entered under the wrong authority is still rejected.

Local accounts

For a local account, identify the account as belonging to the computer itself, for example HOSTNAMEusername. The host name must be the target computer’s local name, not the client’s name. A local administrator is a useful recovery path when the domain controller cannot be reached.

Domain accounts

For an Active Directory account, use the correctly spelled domain authority, such as DOMAINusername or the organization’s approved user-principal-name format. Verify the account’s domain, password and sign-in restrictions with an administrator. A domain name typo can produce “The Local Security Authority cannot be contacted” even when the network path to the VM is open.

When the Local Security Authority cannot be contacted

First test whether the host can resolve and reach its domain controllers over the required network path. If the domain service is unavailable, sign in with a local administrator, restore DNS/routing or domain connectivity, and then retry the domain account. Microsoft’s specific RDP error guidance identifies the username authority and domain-controller availability as the primary checks.

5. Recover an inaccessible Azure VM in a controlled order

Azure adds control-plane dependencies that do not exist on a standalone Windows computer. Work through the portal or approved automation in this order, stopping when access is restored:

  1. Reset RDP configuration. Use the VM’s supported reset action to restore Remote Desktop settings and listener configuration that may have been changed by a policy or failed update.
  2. Inspect NSG rules and logs. Confirm that the effective NSG permits the intended source to the VM’s RDP port. Check both subnet- and NIC-level rules, and review flow or diagnostic logs where enabled.
  3. Verify public-IP and endpoint mapping. Ensure the client is using the current public address and that any load balancer, NAT or endpoint mapping forwards the configured RDP port to the VM.
  4. Reset the VM password when indicated. A password reset addresses a credential problem; it does not repair DNS, a broken domain channel or an NSG rule. Use the correct local or domain authority after the reset.
  5. Check VM and resource health. Review boot diagnostics, platform health, provisioning state and recent operations. A stopped, deallocated or failed resource cannot accept RDP regardless of credentials.
  6. Restart only when appropriate. A restart can recover a hung service or transient agent issue, but schedule it because applications and sessions may be interrupted.
  7. Redeploy only as a last resort. Redeployment changes the underlying host while preserving the VM’s disks in the supported scenario; use it only after configuration, network and health checks because it is more disruptive than a reset.

These actions follow Microsoft’s documented Azure recovery sequence. The detailed procedure provides additional checks for the NIC, listener and resource state.

6. Meet Microsoft Entra sign-in requirements

Signing in with a Microsoft Entra identity adds controls beyond a local or traditional domain account. A reachable VM can still reject the sign-in when:

  • the identity has no Azure role assignment that permits the required VM sign-in action;
  • the RDP client is not authorized for the Entra authentication flow;
  • the organization requires a two-factor authentication method that the client or session has not satisfied.

Check the role assignment on the VM or its resource scope, use an RDP client that supports the organization’s Entra sign-in method, and complete the required two-factor prompt. Distinguish these authorization failures from a bad password: changing the VM’s local password will not grant an Entra role or authorize a client.

Choose the remedy by failure stage

Stage Evidence Targeted remedy Recovery access
Network Name or port test fails Repair DNS, route, firewall, NSG, public IP, NAT or configured port VPN, console or Azure portal networking controls
Listener Port test succeeds but no RDP session forms Enable Remote Desktop, start the service, verify listener and firewall profile Local console, Azure reset or another administrative channel
Domain authentication Local account works; domain account or NLA fails Restore domain-controller reachability, secure channel, correct authority and account state Local administrator while domain service is repaired
Protocol or policy Authentication error follows a hardening or update change Align CredSSP/TLS, encryption and FIPS policy on both endpoints Administrative console or policy-management channel
Entra authorization Entra-specific role, client or two-factor message Assign the required role, authorize the client and complete two-factor authentication Another approved administrator identity

Security practices that prevent repeat failures

  • Keep RDP exposure limited to trusted networks, VPN paths or narrowly scoped source addresses; do not open TCP 3389 broadly as a default fix.
  • Retain NLA and compatible TLS/CredSSP settings unless a controlled diagnostic proves a policy mismatch. Restore the secure configuration after testing.
  • Document whether each host uses a local account, an Active Directory account or a Microsoft Entra identity, along with its expected RDP port.
  • Monitor DNS, domain-controller connectivity, NSG changes and VM health so an access failure can be tied to a change rather than guessed at.
  • Keep a tested recovery path: a local administrator, Azure reset permissions, serial or console access, and an approved escalation process.

The reliable pattern is simple: prove reachability, prove the listener, then validate the identity and policy. That order prevents wasted password resets and avoids weakening NLA or exposing the RDP port while the actual fault remains elsewhere.
