You can’t enable supported multi-user Remote Desktop sessions on a regular Windows 10 or 11 PC with a switch. For concurrent sessions, use Remote Desktop Services (RDS) on Windows Server or Azure Virtual Desktop (AVD) with a Windows Enterprise multi-session image. Which route fits depends on where you want to host users, how you’ll license access, and who will manage the environment.

First, identify what you mean by multi-session

Multi-session means multiple users can connect to the same session host at the same time, with each user receiving an isolated desktop session. It is different from allowing several people to sign in to a regular Windows PC one after another, and it is not a supported hidden setting in Windows 10 or 11.

  • If you need concurrent sessions on infrastructure your organization manages, consider Windows Server RDS.
  • If you want shared Windows client desktops or apps hosted in Azure, consider AVD with a supported Windows Enterprise multi-session image.
  • If you only need one person to connect remotely to a Windows 10 or 11 PC, ordinary Remote Desktop access may be sufficient; it does not turn that PC into a supported multi-user session host.

Before choosing, establish the Windows edition or server platform, whether users need simultaneous access under different accounts, the number and type of workloads, and whether Azure is acceptable.

Choose a supported deployment

Decision Windows Server RDS AVD with Windows Enterprise multi-session
Host platform Windows Server session hosts, self-managed or hosted Windows Enterprise multi-session session hosts in Azure Virtual Desktop
Main components Remote Desktop Services roles, including RD Session Host and licensing; Connection Broker and collections depending on deployment design AVD host pool, supported session-host image, identity and access configuration, and Azure infrastructure
Licensing Activated RD Licensing infrastructure and suitable per-user or per-device RDS CALs, as permitted by the deployment Eligible user licensing or applicable AVD access pricing, depending on host OS and use
Who operates it Your organization or service provider manages the RDS environment Azure provides the AVD service; you still manage session-host images, VMs, identity, apps, and user access
Best fit “Can I host concurrent sessions on Windows Server?” “Can multiple users share an Azure-hosted Windows desktop or app?”

Option 1: Set up Windows Server Remote Desktop Services

RDS is the Windows Server route for running shared session-based desktops or RemoteApp. The RD Session Host runs user sessions; each user’s session is isolated. A production deployment is more than enabling Remote Desktop: it requires the appropriate RDS roles, deployment configuration, a session collection, access design, and licensing. Microsoft’s deployment overview is at Remote Desktop Services overview in Windows Server, with deployment guidance at Deploy your Remote Desktop Services infrastructure.

  1. Plan the deployment. Choose the Windows Server host arrangement, identify users and applications, and decide whether the design needs components such as RD Connection Broker. Determine how users will reach the service and how session hosts will access licensing.
  2. Add and configure the required RDS roles. Follow the deployment path appropriate to your environment rather than treating a single client-PC setting as an RDS deployment.
  3. Create and configure a session collection. The collection defines the session-based desktops or RemoteApp resources users will access.
  4. Configure and activate RD Licensing. Install a license server, activate it, select the licensing mode, and ensure session hosts can reach it. Microsoft’s licensing guidance is at Remote Desktop Services client access licenses (RDS CALs).
  5. Validate access and capacity. Test the intended accounts, applications, profile handling, and simultaneous workload before broad rollout.

RDS licensing depends on the deployment

RDS requires suitable CALs; turning on Remote Desktop does not license concurrent users. Microsoft says domain-joined deployments can use per-user or per-device CALs, while workgroup deployments must use per-device CALs. Setup details also vary depending on whether the deployment includes RD Connection Broker, so use the licensing instructions for the actual role design.

Plan secure access

Do not expose RDP broadly to the internet as a shortcut. For internet-facing access, follow Microsoft’s current security and deployment guidance; RD Gateway is an RDS component that can provide encrypted HTTPS access. Restrict who can connect and assess identity, network, and application requirements as part of the design.

Option 2: Use Azure Virtual Desktop multi-session

AVD supports Windows 10 and Windows 11 Enterprise multi-session images as session hosts. A typical deployment uses an AVD host pool, supported session-host images, user assignments, and published desktops or applications. Microsoft’s overview is at What is Azure Virtual Desktop?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Confirm licensing and use case. Check that each user has eligible licensing for the host OS and whether the use is internal or external commercial use. Microsoft’s current licensing page is Azure Virtual Desktop licensing.
  2. Choose a supported Windows Enterprise multi-session image. Use the image and deployment path supported for AVD; do not assume an existing Windows Professional or Enterprise VM can be upgraded in place to multi-session.
  3. Create the host pool and session hosts. Deploy through the AVD service and configure identity, network access, and the Azure VMs that will run sessions.
  4. Assign users and publish resources. Give users access to the host pool and publish the desktops or apps they need.
  5. Test concurrency, applications, and profiles. Confirm performance and user experience with representative workloads before increasing the number of users per host.

AVD licensing is not the only cost: per-user access pricing, where applicable, is in addition to VM, storage, and other Azure-service charges. Microsoft says external users are charged for users who use the service during a billing cycle; check the current terms for your specific arrangement.

Keep the AVD lifecycle in view

Microsoft’s AVD overview states that Azure Virtual Desktop classic retired on September 30, 2026, and that classic connections are blocked after that date; it recommends migration to Azure Resource Manager-based host pools. Because that stated date has passed, use the current AVD service and migration guidance rather than relying on classic deployment instructions.

How to estimate session-host capacity

There is no universal number of users per host: capacity depends on applications, concurrency, profiles, and workload. Microsoft’s session-host sizing examples provide a starting point, not a benchmark or guarantee of user capacity. The listed examples include 32 GB of OS storage, with profile-container storage treated separately.

Apply the right security boundary

Microsoft recommends Windows Enterprise multi-session for standard-privilege users from the same organization. For users who need administrator privileges, it recommends a personal host pool; for users from different organizations, it recommends separate tenants and subscriptions. Why you should not patch a regular Windows PC

Windows client single-session and Windows Enterprise multi-session are distinct deployment choices. Microsoft’s host-session guidance distinguishes Windows client Enterprise single-session from supported multi-session use, and production use of Windows Enterprise multi-session outside AVD is not allowed under Microsoft’s licensing terms. A regular Windows 10 or 11 PC therefore has no supported toggle for simultaneous independent RDP sessions.

Do not treat editing termsrv.dll as a supported setup method. Microsoft’s official deployment guidance does not provide that procedure, and it does not establish that such a modification is safe, supported, or licensing-compliant. Use RDS on Windows Server or AVD with a supported multi-session image instead.
