RegLayer counted more than 47 large US data-center projects delayed, withdrawn or blocked during 2026, while Bernstein estimates that only about 35% of the planned US pipeline has a credible chance of being built. The figures show why announced megawatts cannot be treated as deliverable computing capacity: projects still need power, equipment, permits, financing, tenants and an executable construction plan.

What the 2026 numbers actually measure

The figures come from different datasets and should not be combined into a single project count. RegLayer’s tally, reported by AI Weekly on October 18, 2026 in a summary of Financial Times reporting, is a reported total of disrupted large projects rather than a census of every US proposal.

Measure Scope and date What it indicates
47+ delayed, withdrawn or blocked projects US; 2026; RegLayer tally Large projects that encountered a schedule failure, cancellation, withdrawal or local opposition.
About 35% credible Planned US pipeline; Bernstein estimate reported October 18, 2026 A probability-weighted view of projects likely to reach delivery, not a count of operating facilities.
135 GW of 492 GW credible (33%) North America; Bernstein analysis reported July 2026 A broader regional estimate using a scored project universe; its scope and methodology differ from the US headline.
337.9 GW pipeline; 63.2 GW under construction North America; June 2026; Bernstein/Aterio figures reported by WNT Energy The gap between announced capacity and capacity actively being built.
38.2 GW stranded, about 11% of pipeline North America; June 2026 Capacity delayed, cancelled or not approved or withdrawn.
164 tracked projects in 35 states Data Center Fights; October 16, 2026 An independent status tracker listing 36 blocked, withdrawn or delayed projects and 27 moratoriums or other limits.

Data Center Fights cautions that only 30 of its 164 tracked projects have reported capacity, so any megawatt total from that tracker is a minimum. WNT Energy says the North American pipeline would take roughly 12 years to absorb at the observed construction rate.

How to distinguish a real project from an announced one

A project becomes more credible as it moves through identifiable gates. A press release or land purchase is evidence of intent, not proof that power and construction can be delivered.

  • Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
Stage Evidence a reader should look for
Operating Servers are running and the site has a documented utility connection and occupancy.
Under construction Visible civil or building work, equipment orders and a construction schedule tied to a power-delivery date.
Approved Local permits, zoning or environmental approvals are in place, but construction and utility energization may still be pending.
Announced A developer has disclosed a site or target capacity; financing, tenant commitments and interconnection may remain unresolved.
Land bank or speculative Land is controlled or optioned without a confirmed power path, approvals, tenant or build schedule.

Six checks that matter more than the headline megawatt figure

  1. Power path: Confirm the utility, interconnection queue position, transmission work and a dated energization milestone.
  2. Capital: Identify committed financing and whether spending is sufficient for the stated phase, not merely a long-term target.
  3. Offtake: Look for a named tenant, binding pre-lease or other evidence that the computing capacity has a buyer.
  4. Sponsor execution: Check whether the developer has delivered comparable facilities on schedule and at the claimed scale.
  5. Regulatory exposure: Review zoning, environmental review, water approvals, tax incentives, public hearings and any moratorium.
  6. Equipment readiness: Verify transformer orders, switchgear, generators, cooling systems and access to specialized labor.

How Bernstein assigns credibility

Bernstein probability-weights projects by development stage, tenant or pre-lease quality, developer credibility and state regulatory risk. In its North American analysis, it scored 5,324 projects and found 135 GW credible out of a nominal 492 GW. Project stage was the largest discount factor, followed by tenant quality.

Bernstein factor Weight Question it answers
Power Path 35% Can the site obtain the required electricity on a realistic timetable?
Capital 30% Is there enough committed money to finance construction and equipment?
Offtake 25% Is a credible tenant or purchaser likely to use the capacity?
Sponsor Execution 10% Can the developer deliver the project technically and operationally?

The 33% North American result and the roughly 35% US estimate are related signals, not interchangeable statistics. One covers a scored regional universe; the other is a US-focused headline estimate reported in October.

Why US data-center projects are slipping

Grid interconnection and transmission

Utilities may accept a request years before a site receives firm service. Limited transmission capacity, network upgrades and queue backlogs can leave a nominally selected site without usable power.

Transformers and electrical equipment

Transformer and other high-voltage equipment shortages lengthen schedules even after permits and financing are secured. Axios reported that 44% of data-center leaders surveyed by the cited industry source faced utility wait times longer than four years.

Liquid cooling and specialist labor

AI-oriented facilities require denser racks and more complex liquid-cooling systems. AI Weekly linked bottlenecks in cooling equipment and shortages of specialized electrical and cooling workers to delayed delivery.

Permits, water and local politics

Community opposition has focused on electricity demand, water consumption, noise, environmental effects and the value of tax incentives. Data Center Fights recorded 27 moratoriums or other limits as of October 16, while the RegLayer tally attributes disruptions to similar local concerns.

Weak tenants or execution plans

A site without a credible customer, capital plan or experienced delivery team receives a steep probability discount even when land and a preliminary power request are in place.

The scale of the exposure

Axios estimates that the United States has about 4,000 data centers, including roughly 580 hyperscale facilities. It also reported at least 75 projects worth about $130 billion were politically delayed in the first quarter of 2026. Large pipeline sites averaged 62 MW and required approximately $2.1 billion to $2.4 billion to build, making each failed approval or delayed connection financially significant.

Those figures explain why a project can be economically important before a single server is installed. They also explain why a large nominal pipeline can coexist with a much smaller amount of capacity that is actually under construction or likely to reach operation.

How to read a project announcement in practice

  1. Classify the stage: Mark the project operating, under construction, approved, announced or land banked.
  2. Request the power schedule: Separate a utility study or queue position from a binding service date.
  3. Check the customer: Treat generic references to future AI demand differently from a signed lease or named offtaker.
  4. Test the capital plan: Compare the stated capacity with financing commitments and the estimated $2.1 billion–$2.4 billion cost range for a typical large site reported by Axios.
  5. Review local constraints: Search for hearings, moratoriums, water approvals, tax-break votes and environmental conditions.
  6. Verify delivery inputs: Ask whether transformers, cooling equipment and skilled crews are ordered and scheduled.
  7. Assign a confidence level: A project with secured power, capital, offtake, approvals and equipment is materially different from one supported only by a land announcement.

What the disruption means for the US buildout

The 47-plus figure is a warning about execution, not proof that all data-center development has stopped. Capacity already operating or under construction is more tangible than speculative pipeline volume, while approved projects still face power, equipment and political risks. The practical conclusion is to evaluate each site by its delivery evidence rather than by its announced megawatts.

As WNT Energy put it, computing demand is growing faster than the power system, equipment supply chain, approval process and engineering workforce can convert plans into available computing power. Bernstein’s probability-weighted approach provides a way to quantify that gap, while project-level checks reveal which proposals are most likely to survive it.
