There is no universal best value. A certified refurbished PC can balance a lower price with documented testing and a warranty; a used PC can cost less but leaves more condition-checking and risk with you; a new PC offers the clearest history and may be worth the premium when current support and lower uncertainty matter most. Compare equivalent models and configurations, then judge the total price against the testing, condition, warranty, return terms, software license, and support you actually get.
What “new,” “used,” and “refurbished” mean
These labels describe different histories, but “refurbished” does not by itself guarantee a particular inspection, repair, or warranty. They are practical distinctions, not universal legal definitions.
New
A new PC has not previously been sold as a used device. It generally offers the clearest condition history and access to the manufacturer’s current support, subject to the product’s actual warranty and support terms.
Used
A used PC is being resold after prior ownership. It may be in excellent condition or may have significant wear; the label alone does not mean it was tested, repaired, or restored.

- This Certified Refurbished product is tested and certified to look and work like new. The refurbishing process includes functionality testing, basic cleaning, inspection, and repackaging. The product ships with all relevant accessories, a minimum 90-day warranty, and may arrive in a generic box. Refurbished
A refurbished PC is used equipment that has undergone some stated inspection, cleaning, repair, or restoration. Microsoft describes preparing refurbished PCs for new owners through hardware and component functionality testing and validation, but listings using the word “refurbished” do not necessarily follow an identical process. Microsoft’s refurbished PC guidance is a useful process description, not a guarantee about every seller’s listing.
“Certified refurbished” should identify who certifies the product. Check that program’s process and terms rather than assuming one seller’s warranty or testing applies to another.
Which type is the best value for you?
Choose certified refurbished when documented checks and recourse justify the price
This can be a sensible middle ground if the specific program explains what it tests or repairs and offers warranty and return terms you value. For example, Apple says its Certified Refurbished products receive full functional testing, cleaning and inspection, and genuine Apple replacement parts as needed. Its U.S. program page advertises savings “up to 15%”—an upper-bound program claim, not an independent estimate of typical savings—and a one-year limited warranty. Apple Certified Refurbished

Choose used when the lower total price compensates for the uncertainty
A privately or retailer-resold PC may be the cheapest option, but you may have to establish its condition and recourse yourself. A low sticker price is less compelling if the seller cannot explain the testing, the laptop battery is worn, or returns and warranty coverage are limited.

Choose new when current support and a clearer history are worth paying for
New is often the more straightforward choice if you need a particular configuration, current driver and OEM support, or fewer unknowns. It is not automatically the best value: compare the actual price and warranty with equivalent refurbished and used options.

Compare equivalent PCs, not just labels
A fair comparison starts with the same model and configuration. A cheaper listing may have a slower processor, less memory or storage, a different display or graphics configuration, a degraded battery, fewer accessories, or a shorter warranty. Include shipping, tax, necessary upgrades, and optional coverage in the total.
| What to compare | What to verify |
|---|---|
| Configuration | Exact model, processor, memory, storage, display, and graphics. |
| Testing and repairs | Who inspected it, what was tested, and which failed or worn parts were repaired or replaced. |
| Physical condition | Cosmetic grade and any screen, keyboard, hinge, port, or case defects; for laptops, battery condition and charger inclusion. |
| Warranty and support | Duration, covered defects, exclusions, claims administrator, service method, and whether coverage transfers to you. |
| Returns | Deadline, restocking fees, return-shipping responsibility, and the remedy for a defective or misdescribed PC. |
| Software and compatibility | Whether Windows is genuine and activated, whether the exact configuration can run the Windows version you need, and whether relevant drivers and OEM support remain available. |
| Total cost | Price after shipping, tax, necessary upgrades, and optional extended coverage. |
Check Windows compatibility and support by exact model
Do not rely on a PC’s age alone to decide whether it will meet your needs. Microsoft points buyers to hardware compatibility, current drivers, and whether a device remains within its original equipment manufacturer’s support period. Check the exact model and configuration against the operating-system and application requirements you care about. Windows 11 specifications and requirements

- What is the exact model and configuration, including processor, memory, storage, display, and graphics?
- Who owned or used the PC, and who inspected or refurbished it?
- What tests were run, and which components were repaired or replaced?
- For a laptop, what is the battery’s condition, and does coverage include the battery?
- What is the cosmetic grade? Are there defects in the screen, keyboard, hinges, ports, or case?
- Is Windows genuine and activated, and can this configuration run the Windows version you need?
- How long does the warranty last, what does it exclude, and who handles claims?
- What is the return window, and who pays return shipping if the machine is defective or not as described?
- After shipping, tax, upgrades, and optional coverage, is the total still a good price for this configuration and level of risk?
How to make the final call
Compare the same model and configuration across the options available to you. Then decide how much you value a documented inspection, repair history, warranty, and return route. If those protections are concrete and the price remains meaningfully lower than a comparable new PC, certified refurbished may suit you. If you choose used, make the seller answer the condition and recourse questions before paying. If current support or fewer unknowns matter more than the upfront price, new may be the better value.
