Choose a broad-spectrum mineral sunscreen whose only active ingredients are non-nano zinc oxide and/or titanium dioxide. Avoid oxybenzone and octinoxate, and use additional caution with avobenzone, octocrylene, homosalate and octisalate. The front of a bottle can say “reef-safe” without meeting any consistent federal standard, so turn it over and read the Drug Facts active-ingredient panel. Rash guards, hats, shade and water-resistant sunscreen further reduce how much product reaches the water.
The short answer: what to buy and what to avoid
For reef-conscious ocean use, look for a broad-spectrum sunscreen with zinc oxide and/or titanium dioxide as the only active UV filters. Prefer products that identify those minerals as non-nano when that information is available. This is a precautionary, lower-risk choice—not proof that the formula has zero environmental impact.
The clearest ingredients to avoid are oxybenzone (benzophenone-3) and octinoxate. National Park Service and NOAA materials also flag other organic filters, including avobenzone, octocrylene, homosalate and octisalate, although the evidence and concern level are not identical for every compound. If a mineral-only alternative is practical, it avoids the need to make those distinctions while you shop.
Read the active-ingredient panel rather than relying on a badge or phrase on the front. “Reef-safe” and “reef-friendly” have no single federal definition or required ingredient list in the United States.

Why sunscreen ingredients matter in the ocean
Ultraviolet filters are designed to remain on skin and interact with sunlight. During swimming, showering or rinsing gear, some of the formula can enter seawater. Laboratory and field research has investigated whether certain filters affect coral and other aquatic organisms. NOAA describes the subject as an active area of research and lists several organic filters and nano-sized mineral forms as compounds requiring environmental attention.
That does not mean every exposure produces the same effect, or that sunscreen is the only pressure on a reef. Temperature stress, disease, pollution, sediment and physical damage also affect coral ecosystems. It does mean that choosing a different formula and reducing wash-off are reasonable precautionary steps when you are entering the sea.
The environmental question is separate from whether a sunscreen protects your skin. FDA consumer guidance says sunscreen used as directed, together with other sun-protection measures, helps prevent sunburn and reduces the risks of skin cancer and premature skin aging. Do not skip effective sun protection in an attempt to protect a reef; change the product and application habits instead.

| What the Drug Facts panel shows | Reef-conscious choice | Reason |
|---|---|---|
| Oxybenzone (benzophenone-3) | Avoid | NOAA and Hawaiʻi guidance identify it as a marine concern. |
| Octinoxate | Avoid | It is named in NOAA and Hawaiʻi materials and is prohibited from sale in Hawaiʻi with oxybenzone. |
| Avobenzone, octocrylene, homosalate or octisalate | Use caution; avoid when a mineral alternative is practical | NPS and NOAA identify these or related organic filters as concerns, but evidence strength differs by compound. |
| Zinc oxide and/or titanium dioxide only | Preferred precautionary profile | FDA lists these as sunscreen actives, and NPS recommends them for swimming. |
| Non-nano zinc oxide or titanium dioxide | Prefer when available | NOAA lists nano forms among compounds needing environmental attention. This is a precaution, not a guarantee of harmlessness. |
Oxybenzone
Oxybenzone is also listed as benzophenone-3. NOAA’s coral-reef materials and Hawaiʻi guidance identify it as a concern for marine environments. If your goal is to minimize avoidable exposure around reefs, select a sunscreen without it.
Octinoxate
Octinoxate is another organic UV filter named by NOAA and Hawaiʻi authorities. Hawaiʻi’s rules specifically prohibit the sale of sunscreens containing oxybenzone and octinoxate. A destination’s local rule may address sale rather than possession or use, so check current local guidance before traveling.

Other organic filters
Avobenzone, octocrylene, homosalate and octisalate deserve a cautious approach. NPS and NOAA identify these or related organic filters in marine-environment discussions, but the available evidence is not equally strong for each one. If you can choose a mineral-only formula, you do not need to resolve those compound-by-compound uncertainties at the beach.
Mineral filters and “non-nano”
Zinc oxide and titanium dioxide protect skin by interacting with and absorbing or scattering ultraviolet radiation. FDA’s regulatory Q&A says these two ingredients had sufficient safety data to support a proposed “generally recognized as safe and effective” status for sunscreen use, while oxybenzone, octinoxate and many other filters required additional data. That regulatory discussion addresses human use and effectiveness; it is not an ecological certification.
Recommended Free Tools
NOAA includes nano titanium dioxide and nano zinc oxide among compounds requiring environmental attention. “Non-nano” is therefore a sensible precaution when stated by the manufacturer, but it should not be interpreted as evidence that every non-nano product is environmentally harmless.
How to read a sunscreen label correctly
Marketing language is not a substitute for the regulated panel. Use this process before buying:
- Find “Drug Facts.” On a U.S. sunscreen, the active ingredients appear in their own section, usually near the back or side of the package.
- List every active ingredient. Do not stop after seeing the word “mineral.” A product can contain zinc oxide plus one or more chemical filters.
- Choose a mineral-only profile. For the most precautionary reef approach, the complete active list should contain only zinc oxide, titanium dioxide or both.
- Look for non-nano wording. Treat this as a preference when available, not as a guarantee.
- Confirm broad-spectrum protection and SPF. Reef considerations do not replace the need for protection against both major types of ultraviolet radiation.
- Check water-resistance directions. Follow the label’s instructions for when to apply and when to reapply after swimming, sweating or toweling.
Ignore a front-label “reef-safe” seal until these checks are complete. NPS warns that products using reef-friendly branding may still contain ingredients of concern.

How to reduce sunscreen entering the water
Cover more skin
A UV-blocking shirt, commonly called a rash guard, reduces the exposed area that needs lotion. NPS specifically recommends a rash guard while swimming and mineral sunscreen with only titanium dioxide or zinc oxide on exposed skin. A hat, sunglasses and a shaded rest area provide additional coverage when conditions allow.

Put sunscreen on according to the product directions before you reach the water, allowing any stated setting time. Applying on dry skin also makes it easier to spread an even layer than trying to do so while wet or moving on a boat.
Choose water-resistant, then follow its limits
Water resistance reduces wash-off but does not make sunscreen permanent. Reapply exactly as the label directs after swimming, heavy sweating or toweling. No water-resistant claim eliminates transfer into the environment.
Use shade and schedule strategically
Plan breaks in shade and use clothing during the strongest sunlight. These measures reduce both the amount of sunscreen you need and the frequency with which you must reapply it.
Is mineral sunscreen automatically reef-safe?
No. “Mineral” describes the type of UV filter, not necessarily the entire active-ingredient list or the product’s environmental impact. Some products marketed as mineral include chemical filters as well. Others may use nano-sized mineral particles, which NOAA includes in its list of compounds requiring environmental attention.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
The practical test is therefore narrower: inspect the panel and confirm that zinc oxide and/or titanium dioxide are the only active filters. Even then, describe the product as a lower-risk or precautionary choice rather than absolutely reef-safe. NOAA says research into sunscreen effects on coral and aquatic ecosystems is still developing.
What “reef-safe” and “reef-friendly” mean on a bottle
Neither phrase has a uniform federal definition or a mandatory ingredient standard. A manufacturer can use the language while a formula still contains an ingredient that NPS or NOAA identifies as a concern. The claim may reflect a company’s internal criteria, a certification program with its own rules or simply marketing language.
Because the phrase is not definitive, treat it as a prompt to investigate, not as proof. The active-ingredient panel is the reliable comparison point for U.S. products. If the panel is unavailable online, ask the manufacturer for the complete Drug Facts information before purchasing.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Destination rules: Hawaiʻi and other locations
Hawaiʻi specifically targets oxybenzone and octinoxate in its sunscreen rules, prohibiting their sale. Other jurisdictions, parks, marine reserves and tour operators may use different restrictions or recommendations. Rules can distinguish between what retailers may sell and what visitors may bring or apply.
Check the current guidance for the island, park, reserve or country you are visiting. A mineral-only, non-nano formula is a broadly compatible precaution, but it does not override a local rule or a tour operator’s instructions.

Examples of mineral-only products
Manufacturer information documents Sun Bum Signature SPF 50 Mineral Lotion as a non-nano zinc mineral sunscreen with 21% zinc oxide. CostaSea SPF-50 Mineral Sunscreen is documented by its manufacturer as a non-nano zinc oxide product with 17.5% zinc oxide. These examples illustrate the kind of information to verify—not a claim that either product has zero environmental impact or is the only suitable choice.
Formulas can change, and packaging can differ by market. Check the package you will actually use and confirm that its current active-ingredient panel still matches the manufacturer’s description.
Common shopping mistakes and how to fix them
- Trusting the front badge: Turn the bottle over and read Drug Facts.
- Assuming “mineral” means mineral-only: Check for every active ingredient, not just zinc oxide.
- Choosing a familiar chemical filter because it is water-resistant: Look for water resistance in a mineral-only formula instead.
- Confusing human safety with ecological safety: FDA’s sunscreen determinations concern use on people; they do not certify a product as harmless to reefs.
- Skipping sunscreen altogether: Use clothing, shade and a lower-concern formula together so skin protection is not sacrificed.
- Applying excessive amounts directly over coral: Avoid touching or standing on coral, and use clothing and shade to reduce the amount of product needed.
What the evidence does—and does not—establish
NOAA identifies oxybenzone, benzophenone-1, benzophenone-8, OD-PABA, octinoxate, octocrylene, 4-methylbenzylidene camphor, 3-benzylidene camphor, nano titanium dioxide and nano zinc oxide among chemicals that can harm marine life. Its Coral Reef Conservation Program describes oxybenzone and octinoxate as well-known ultraviolet-filter concerns while continuing to evaluate the research.
Those findings support avoiding the clearest concern compounds and reducing wash-off, but they do not provide a universally accepted percentage of global reef damage attributable to sunscreen. No such definitive statistic should be used to imply that sunscreen is the dominant cause of reef decline. The scientifically responsible conclusion is precautionary: protect your skin, choose mineral-only actives when feasible, and limit the amount entering the water.
