Federal prosecutors allege that an OpenAI engineer hid an encrypted audio recorder inside toilet paper and plugged it into a USB port behind a television in an executive conference room in San Francisco. The device was reportedly discovered on September 30, 2026. The allegation is contained in a criminal complaint; no court has determined that the accused planted or used the recorder, and the defendant is presumed innocent.
What investigators say happened
The U.S. Department of Justice alleges that Abdulrahman Alfozan, 35, a Saudi national who began working as an OpenAI engineer in July 2025, installed a covert recording device in a restricted executive conference room. The complaint places the alleged installation around September 28, 2026, and says OpenAI personnel found the device about two days later.
According to the complaint, the recorder was concealed in toilet paper and connected to a USB port on the back of a television. Its contents were encrypted. Authorities have not publicly identified the recorder’s make, model, manufacturer or retail product number.
Why the room was considered sensitive
The conference room was used for discussions involving proprietary research, product plans, business-development opportunities, nonpublic technical progress, strategic decisions, government engagements and commercial relationships. FBI Director Kash Patel said the complaint alleges that the device was intended to capture sensitive communications about the company’s superintelligence technology.

Planning and location searches
Prosecutors allege that, before the device was installed, Alfozan used a workplace productivity tool to query OpenAI building addresses, meeting rooms, room capacities and calendars, leadership and executive locations, and meetings involving external partners.
Prompts associated with a spouse’s chatbot account
The complaint also alleges that an account associated with Alfozan’s spouse submitted prompts about building, customizing, installing, testing, disguising, remotely accessing and encrypting a continuous audio recorder. The same account allegedly queried the discovered device’s custom header and unique MAC address.
CCTV and a second recorder
Investigators say security-camera footage placed Alfozan near the restricted room on multiple dates. On or about October 5, the footage allegedly showed him looking behind the television where the first recorder had been inserted. Security personnel reportedly found a second similar recorder that day in an unattended bag containing his wallet and identification.
