Rebuilding identity verification around “zero trust” means treating each check as a deliberate, risk-aware decision—not assuming that one document, one automated result, or one successful sign-in proves everything. Here, zero trust is an organizing metaphor, not a KYC regulation. The four principles below are a proposed framework, not a canonical set issued by NIST or FATF.

What zero-trust KYC means—and what it does not

In this context, “zero-trust KYC” means designing verification so that identity evidence, authentication, fraud controls, privacy, and access are assessed deliberately for the purpose at hand. It does not mean rejecting every customer until they repeatedly prove themselves, nor does it name a formal compliance regime.

CISA’s zero-trust maturity model concerns cybersecurity architecture. It is not a KYC standard. For digital identity proofing, the relevant U.S. federal guidance is NIST’s Digital Identity Guidelines; for customer due diligence, the relevant international standard context includes the FATF Recommendations. These have different scopes and should not be treated as interchangeable.

How KYC and identity proofing fit together

KYC and digital identity proofing are related, but they answer different questions. FATF Recommendation 10 concerns customer due diligence obligations that jurisdictions impose on regulated entities. NIST SP 800-63A-4 addresses identity proofing and enrollment: how an applicant supplies evidence to a credential service provider so it can establish identity at a useful assurance level.

NIST’s SP 800-63-4, finalized in July 2025, supersedes SP 800-63-3 and covers identity proofing, authentication, and federation for people interacting with U.S. government information systems over networks. NIST says its purpose is not to constrain standards outside that scope. It does not, by itself, define financial-sector KYC compliance.

FATF’s Recommendations are an international standard implemented through national measures adapted to local circumstances; they are not a single worldwide KYC statute. FATF’s 2020 digital identity guidance explains how the “reliable, independent” criteria apply to digital identity systems and calls for the extent of customer due diligence to be determined using a risk-based approach. Organizations must also account for the laws and supervisory requirements that apply in their jurisdiction.

The four principles for rebuilding identity verification

1. Match assurance to risk and purpose

Choose the level of assurance and evidence required based on what the service enables and the risks involved. A low-impact interaction and a higher-risk financial relationship need not call for identical checks. NIST SP 800-63A-4 defines three identity assurance levels; FATF calls for risk-based customer due diligence and technology-neutral assessment of digital identity systems.

That does not make one document, biometric, database check, or digital ID suitable for every case. Assess whether the evidence is reliable and independent enough for the intended decision, and whether the method fits the relevant legal and operational context.

2. Keep verification accountable across the lifecycle

Enrollment is only one point in an identity relationship. Define separately what is established when an account is opened, what is checked when a person authenticates, and how the organization detects and responds to fraud indicators over time. A successful proofing event does not guarantee that every later access attempt is legitimate.

NIST SP 800-63-4 addresses proofing, authentication, and federation and includes recommended continuous-evaluation metrics. Its revision also expands fraud-related provisions, including attention to forged media and injection attacks, and covers topics such as syncable authenticators and subscriber-controlled wallets. These are reasons to evaluate the whole system and its failure paths, rather than treating a document scan as the complete control.

3. Build privacy and customer experience into assurance

Privacy and usability are part of the design problem, not finishing touches to add after security decisions are made. NIST’s guidelines include security and privacy requirements as well as customer-experience considerations. When choosing an approach, consider what information is collected, how the process handles it, what effort it imposes, and whether the verification remains appropriate to the risk.

These are design dimensions, not a guarantee that any particular implementation will be private, easy to use, or secure. Organizations need to assess those outcomes in their own systems and contexts.

4. Make legitimate access possible

A verification process that depends on one narrow evidence route can prevent legitimate people from accessing regulated services. FATF’s financial-inclusion guidance warns that overly cautious AML/CFT safeguards can exclude legitimate consumers and discusses risk-based flexibility, simplified measures, and alternative identity-verification approaches.

How to compare identity-verification approaches

Use the same criteria to compare a proposed process, digital identity system, or verification method. This is a practical evaluation frame drawn from NIST’s assurance, privacy, experience, and fraud topics and FATF’s reliability and risk-based criteria; it is not a vendor ranking.

  • Assurance and evidence: What level of assurance is needed for this use case, and what evidence sources support it?
  • Reliability and independence: How reliable and independent are the evidence and the system used to evaluate it?
  • Fraud and attack coverage: Which threats are addressed, including forged media, injection attacks, and problems that can arise after enrollment?
  • Privacy and data handling: What information is collected and how does the process address privacy?
  • Effort and accessibility: How much work does the customer have to do, and what alternatives exist for people who cannot complete the primary route?
  • Ongoing evaluation and response: How will the organization evaluate performance and respond when fraud indicators or other issues arise?
  • Jurisdictional suitability: Does the approach fit the organization’s applicable laws, regulatory obligations, and operating context?

What “zero trust” should change in practice

Used carefully, the metaphor encourages teams to avoid treating any single signal as conclusive and to make assurance decisions explicit. It does not prescribe repeated checks for their own sake. A sound process links the evidence and assurance level to a specific purpose, accounts for what happens after enrollment, considers privacy and customer effort, and provides workable alternatives while maintaining risk controls.

The governing requirements still come from the standards and laws that actually apply: FATF’s customer due diligence framework as implemented in the relevant jurisdiction, and identity guidance such as NIST SP 800-63-4 where it is in scope. “Zero-trust KYC” is a useful design lens only when it keeps those distinctions clear.
