Trustworthy AI systems need more than a clever prompt. Teams should maintain prompts and project instructions as engineering artifacts, use Agent Cards to make agent identity and capabilities machine-readable, preserve the trust basis of information as it moves between components, and test how the application handles untrusted content and tools. None of these artifacts, alone, proves an agent is safe or that its claims are true.

Why prompts need lifecycle management

A prompt is part of a product’s behavior, not a disposable piece of wording. Changes can affect how an AI solution interprets requests, uses context, and responds, so teams need a way to review and maintain them over time. AWS Prescriptive Guidance describes prompt management as an engineering discipline: “Prompt management throughout the AI solution lifecycle has evolved from an ad-hoc craft into a critical engineering discipline.”

Teams can manage prompts in a registry or use a prompts-as-code approach with Git. The latter brings changes into a familiar development workflow, where they can be tracked and reviewed alongside other project materials. A README still helps people understand a project, but it does not replace maintained prompts, application-specific review, threat modeling, or validation.

Project instructions should also make an agent’s intended role and boundaries understandable to the people maintaining it. Apache’s AGENTS.md guidance is explicitly a draft. It distinguishes recording what an agent used or reported from human decisions about rights, copyrightability, and third-party licensing; it should not be treated as a complete statement of law.

What an Agent Card communicates

An A2A Agent Card is a machine-readable discovery and connection artifact, not a general project overview. FINOS describes it as a JSON document published by an agent to communicate identity, capabilities, authentication requirements, and supported skills. The card is retrieved from the well-known path /.well-known/agent-card.json. Microsoft Learn documents a framework resolving a card and creating an agent from it.

That makes a card useful when software needs to discover an agent and understand how to connect to it. It does not establish that the agent actually performs as declared, that its output is correct, or that it is safe to use. Card fields and framework integrations can evolve, so check the current protocol revision and implementation documentation before relying on version-specific details.

Artifact Primary audience and purpose What it communicates What it does not establish
README People looking to understand a project Project overview and human-oriented context Machine-readable agent discovery or verified behavior
Prompt or project instructions People maintaining an AI solution and the system using its instructions Instructions that shape the solution’s behavior; prompts can be managed in a registry or as code Safety, correctness, or suitability without application-specific review and validation
A2A Agent Card Software discovering or connecting to an agent Machine-readable identity, capabilities, authentication requirements, and skills Proof that declared capabilities work, or that outputs are true and safe
FINOS financial-services extension Financial-services contexts requiring additional governance-oriented information Governance-oriented fields that extend the discovery and interoperability purpose A universal set of required fields for every A2A implementation
GitHub Application and Platform Cards People seeking transparency about applications and platforms Capabilities, intended uses, and limitations The same function as an A2A discovery and connection card

FINOS’s financial-services extension is specific to its context; its additional governance fields should not be assumed to be required in every A2A implementation. GitHub describes its Application and Platform Cards as transparency resources, not as interchangeable protocol cards.

Keep provenance attached to information

A machine-readable claim is still a claim. The Agent Control Standard distinguishes among facts asserted by a source, facts attached deterministically by framework code, and facts cryptographically attested through mechanisms such as signatures or hash chains. These bases are not equivalent: repeating an assertion in a summary does not turn it into an attested fact.

When information is summarized, stored, or passed across a boundary, its trust basis should travel with it. Otherwise, a downstream component or person may see a claim without knowing whether it was merely asserted, deterministically attached, or cryptographically attested. Provenance helps recipients interpret information; it does not remove the need to assess whether it is fit for a particular decision.

Secure the application around the agent

Agent Cards and well-managed prompts do not replace security controls in the surrounding application. Microsoft describes secure-agent development as a shared responsibility: developers must validate inputs, secure data flows, and configure tools for their scenario. Retrieved content can contain hidden instructions that influence model behavior or tool calls. Anthropic also notes that agent autonomy can increase the scope for misread intent and prompt-injection attacks.

Build and test controls around the paths where external content enters and where the agent can take action. For example:

  • Validate inputs and handle retrieved content as untrusted rather than treating its instructions as authoritative.
  • Secure data flows between the agent, its context sources, and connected tools.
  • Configure tools for the application’s needs and test whether untrusted content can steer their use.
  • Review behavior after changes to prompts, instructions, tools, or connected data sources.

The goal is not to assume that prompt wording can neutralize every attack. It is to make the application’s boundaries, data handling, and tool behavior part of the security design.

A practical artifact workflow

  1. Maintain instructions. Keep prompts in a registry or manage them as code with Git so changes can be tracked in the development workflow.
  2. Explain the project to people. Use the README and project instructions to give maintainers human-readable context about purpose and limits.
  3. Publish machine-readable discovery details. Where A2A discovery is appropriate, publish an Agent Card with identity, capabilities, authentication requirements, and supported skills.
  4. Preserve trust information. Carry the basis for important facts with them when they are summarized, stored, or passed between components.
  5. Validate the complete system. Test the agent against untrusted content and its configured tools, and review the application’s input validation and data flows.

These practices make an AI system easier to inspect and maintain, but no single README, prompt, card, signature, or test guarantees safe behavior. Trust depends on how the artifacts, application controls, and actual behavior fit together.
