Start by identifying which RD Web experience is failing. A classic portal that will not render, a browser certificate warning, an HTML5 client that lists resources but cannot connect, and a broker-certificate error are different faults with different fixes. Use the exact message and URL to choose the correct path, then validate certificates and role configuration before changing server settings.
Identify the failing RD Web experience first
RD Web Access troubleshooting goes wrong when every symptom is treated as an IIS or network problem. Separate the classic RD Web Access portal from the HTML5 Remote Desktop web client, and separate page rendering from a connection attempt after sign-in.

Record evidence before changing configuration
Have the affected user reproduce the problem once and record the complete URL, browser and version, whether the classic portal or HTML5 client was used, and the exact on-screen wording. Note whether sign-in succeeds, whether All Resources is populated, and whether the failure occurs before or after a resource is selected. For certificate errors, capture the displayed thumbprint and the hostname in the address bar. This keeps a rendering fault from being mixed with a trust fault and gives you a way to verify that a change fixed the original condition.

- Write down the RD Web Access server FQDN and the URL path being used.
- Record whether the same behavior occurs in another supported browser and for another user.
- For a connection failure, state whether resources are visible and whether the failure is immediate or follows a sign-in prompt.
- When a certificate thumbprint is shown, preserve every character; it is the key to finding the corresponding certificate on the broker.
Fix a classic portal that will not render in Edge or Chrome
Why XSLT policy can break the page
Microsoft Support KB5130994, published October 6, 2026, describes a current compatibility issue in which RD Web Access fails to load when XSLT support has been disabled through browser policy in Microsoft Edge or Google Chrome. The portal receives XML-based content and relies on client-side XSLT processing to transform that content into the interface. If the policy blocks XSLT, the browser cannot complete that transformation and the page can show one of the two rendering messages listed above.

This diagnosis applies when the interface itself does not render. It is not the correct explanation for a page that displays resources and then fails while opening a desktop or application.
Check and temporarily re-enable XSLT
- Inspect the managed policy for the affected browser on a test workstation or an equivalent policy-management console.
- Find the XSLT policy setting documented by Microsoft for the browser. The support notice identifies the value
XSLTEnabled. - Set
XSLTEnabledto1for the relevant Edge or Chrome policy scope. Apply the change only where your security and change-control process permits it. - Restart the browser completely, including all windows, and revisit the same RD Web Access URL.
- Confirm that the portal interface now renders before testing a resource launch. If it still fails, capture the new exact message and proceed to the certificate or client-specific branches rather than repeatedly changing the XSLT setting.
Microsoft describes this as a temporary compatibility path while it works on a fix. Treat the policy change as a controlled workaround: document the scope, monitor the support notice for a permanent resolution, and remove or narrow the exception when your organization adopts the corrected browser behavior.
Use the documented temporary alternatives
If policy cannot be changed immediately, Microsoft’s notice gives two alternatives. The HTML5 web client can be used to obtain RDP files, allowing the user to launch the connection through the locally associated Remote Desktop client rather than the broken classic rendering path. The notice also describes configuring the RD Web URL in Edge IE mode. On the first IE-mode visit, the browser may request permission for ActiveX functionality so signed-in user credentials can support single sign-on. Approve that prompt only under your organization’s browser policy and only for the required site.

Resolve a browser security warning on the HTML5 web client
Verify public trust
When the browser warns that the web client is not secure, begin with the certificate assigned to the RD Web Access role. Microsoft’s deployment guidance says the role should use a publicly trusted certificate. A certificate issued only by an internal or unknown authority can produce a warning for users whose devices do not trust that authority, even when the server is reachable.
Verify the URL hostname
The hostname in the URL must match the RD Web Access certificate. Use the server’s fully qualified domain name rather than a short name, IP address, or an alias that is absent from the certificate. Microsoft gives this URL shape for the HTML5 client:
https://server_FQDN/RDWeb/webclient/index.htmlReplace server_FQDN with the name covered by the certificate. Check the address bar character by character, including the host portion and spelling. A certificate can be publicly trusted and still trigger a warning if the user reaches the service through a different hostname.

Retest without changing unrelated roles
After correcting the certificate or the URL, close the warning, start a fresh browser session, and open the FQDN-based address again. Do not use a successful page load as proof that the RD Gateway and broker certificates are correct; those are separate checks performed when the client connects to a resource.
When resources appear but the HTML5 client cannot connect
If a signed-in user can see entries under All Resources, the portal has rendered and supplied the resource list. Investigate the connection path instead of applying the XSLT workaround again.
Check the RD Gateway certificate
Microsoft’s troubleshooting guidance calls for a trusted public certificate on RD Gateway. Validate the certificate presented by the gateway from the client’s network path, not just the certificate installed on the web server. An untrusted, expired, or incorrectly named gateway certificate can allow the resource list to appear while preventing the subsequent connection.

Check the required update
Microsoft specifically cites update KB4025334 in this HTML5 web-client troubleshooting context. Confirm that the applicable RD Gateway deployment has the update required by your Windows Server version and servicing practice, then restart or otherwise complete servicing according to your change procedure before retesting.
Keep the failure boundary clear
Do not infer a broker-certificate fault solely from a failed connection. The broker-specific error has its own wording, unexpected server authentication certificate was received, and requires the thumbprint and import sequence described in the next section.

This error commonly appears after the RD Broker certificate has been renewed or replaced but RD Web Access still has the previous certificate data. The web client uses the broker certificate information that was imported and published for its current package, so renewing the certificate on the broker alone does not complete the lifecycle.

Find and validate the certificate by thumbprint
- Read the thumbprint shown with the error and compare it with certificates in the RD Broker server’s certificate manager.
- Identify the certificate that corresponds to the displayed thumbprint. Check its expiration date and confirm that it is the certificate intended for the deployment.
- Open Remote Desktop deployment properties and verify that this certificate is assigned to the RD Broker role. A certificate merely present in the store is not necessarily assigned to the role.
Export, import, and republish
- Export the current broker certificate as a
.cerfile from the broker server. - Copy the exported file to the RD Web Access server using your approved administrative transfer method.
- On RD Web Access, import the broker certificate with the RDWebClientManagement PowerShell command. Substitute the actual file path:
Import-RDWebClientBrokerCert <certificate file path>- Publish the current production client package so the web client receives the updated broker certificate:
Publish-RDWebClientPackage -Type Production -Latest- Start a new browser session, sign in, and launch the same resource. If the error persists, compare the thumbprint shown by the client with the certificate assigned to the broker and verify that the import and publication ran on the intended RD Web Access server.
Repeat the export, import, and publication sequence every time the broker certificate is renewed or otherwise updated. This is a recurring lifecycle requirement, not a one-time repair.
Use browser developer tools when the documented checks do not isolate the fault
For unresolved HTML5 web-client problems, Microsoft recommends examining the browser console log. Open the browser’s developer tools, switch to the Console view, reproduce the failure, and save the messages with their timestamps. Look for errors generated at the moment the connection is requested, rather than unrelated warnings from an earlier page load.
Pair the console output with the exact URL, whether All Resources loaded, the gateway and broker certificate thumbprints, and the server version. The console can show which web request or client operation failed, but it does not replace certificate validation: an error log should be interpreted alongside trust, hostname, role assignment, and update checks.
Windows Server versions and deployment boundaries
Microsoft’s web-client deployment and troubleshooting documentation applies to Windows Server 2016, Windows Server 2019, Windows Server 2022, and Windows Server 2025. The documented PowerShell operations use the RDWebClientManagement module, so confirm that the module is installed and available on the server where you run the import and publication commands.
The same documentation states that the Remote Desktop web client supports Microsoft Entra application proxy but not Web Application Proxy. Keep that limitation specific to the web client; it is not a blanket statement about every RD Web Access architecture or every reverse-proxy design.
A practical escalation path
- Classify the symptom as portal rendering, browser certificate warning, post-resource connection failure, or broker certificate error.
- For a rendering message in Edge or Chrome, inspect the XSLT policy and apply the temporary workaround or alternative documented by Microsoft.
- For a security warning, verify public trust and use the certificate-matching FQDN URL.
- For visible resources with a failed connection, validate the RD Gateway certificate and the cited KB4025334 update.
- For the unexpected broker-authentication-certificate message, use the thumbprint to verify role assignment and expiry, then export, import, and republish the package.
- If the HTML5 client still fails, collect the browser console log together with the reproduction details and escalate with that evidence.
Issues this runbook does not diagnose by itself
Not every RD Web Access outage has one of these documented causes. Legacy authentication failures, IIS configuration errors, DNS mistakes, firewall or routing blocks, and server-event-log conditions require evidence from the affected Windows Server version and topology before prescribing a fix. If the rendering, trust, gateway, broker, and console checks above are clean, preserve the captured symptoms and investigate those infrastructure layers with version-specific procedures instead of repeatedly changing certificates or browser policy.
