Signal conversations are always end-to-end encrypted. WhatsApp says personal messages and calls are end-to-end encrypted by default. RCS is conditional: Google Messages encrypts eligible RCS chats between Google Messages users, but SMS and MMS are not end-to-end encrypted. If an RCS conversation falls back to SMS or MMS, the stronger protection no longer applies. An encryption indicator in Google Messages is the practical check for whether E2EE is active in a particular chat.
At a glance: which service encrypts what?
“End-to-end encrypted” (E2EE) means the message is protected on the sender’s device and can be decrypted only on the intended recipient’s device. A service may carry or store the encrypted data, but the service is not supposed to be able to read the message content in transit. The phrase describes content protection; it does not automatically describe metadata, backups, account security, or the security of either endpoint.
| Service or path | When message content is E2EE | What can change the result |
|---|---|---|
| Signal | Signal states that conversations are always end-to-end encrypted: “Every message, every call, every time.” | The claim applies to Signal conversations. Device compromise or an exposed account remains a separate risk. |
| WhatsApp personal chats and calls | WhatsApp says personal messages and calls are end-to-end encrypted by default, using the Signal protocol. | The statement is limited to personal message and call content. Backups, metadata, account security, and device security require separate consideration. |
| RCS in Google Messages | Google Messages says RCS chats between Google Messages users are end-to-end encrypted by default when the chat is eligible and E2EE is active. | Eligibility depends on participating clients and the active RCS path. If the chat uses SMS or MMS instead, it is not E2EE. |
| SMS or MMS | Not end-to-end encrypted. | An RCS conversation can fall back to one of these older paths, changing its protection level. |
What end-to-end encryption does—and does not—answer
It protects the message or call content between endpoints
With E2EE, encryption starts before content leaves the sender’s device and decryption occurs on the recipient’s device. The service transports encrypted material rather than receiving a readable copy of the message. For calls, the same principle applies to the call’s audio or video content when the service’s E2EE claim covers calls.
It does not make every part of a service private
Content encryption is only one security property. It does not, by itself, tell you what information a provider can learn about an account or communication, how long that information is retained, or which devices are signed in. Metadata, backups, account authentication, notification previews, and the operating system can all affect practical privacy.

- Metadata: E2EE does not automatically settle questions about account identifiers, delivery times, contacts, device information, or other information associated with a communication.
- Backups: A cloud or local backup is a separate storage path. Do not assume that a provider’s message-content E2EE statement also describes every backup configuration.
- Endpoint security: If someone can unlock, control, or otherwise compromise a sender’s or recipient’s device, encryption in transit cannot prevent that person from viewing content at the endpoint.
- Account security: A stolen session, weak account recovery, or an account that is taken over is a different failure mode from a service being unable to read an encrypted message.
For that reason, “Is this service encrypted?” is incomplete. The useful question is: “Is this particular message or call using E2EE, and what other paths can expose it?”
Signal: an always-on E2EE claim for Signal conversations
What Signal states
Signal Support states: “Signal conversations are always end-to-end encrypted, which means that they can only be read or heard by your intended recipients.” Signal also summarizes the policy as “Every message, every call, every time.” This is an always-on service claim rather than a feature that changes according to carrier, fallback transport, or a separate RCS capability.
What that means when you use Signal
When both people communicate inside Signal, the service’s stated model applies to the conversation’s messages and calls. There is no SMS mode inside that same Signal conversation that silently changes a message to an unencrypted carrier message. If a person leaves Signal and contacts you through another app or through SMS, that is a different conversation and must be evaluated under that channel’s rules.
The boundary of the claim
“Always encrypted” should not be read as “every surrounding piece of information is hidden.” Signal’s statement concerns the ability to read or hear conversation content. It does not turn a compromised phone into a safe phone, prove that a separate backup is protected in the same way, or answer every metadata question. Those controls sit outside the message-content guarantee.

WhatsApp: default E2EE for personal messages and calls
The documented scope
WhatsApp’s privacy documentation says it protects personal messages with end-to-end encryption using the Signal protocol. It says messages are encrypted before leaving the device and that personal messages and calls are protected by default. “Personal” matters: the statement should not be broadened into a claim about every kind of data associated with a WhatsApp account.
What “by default” means
A default means the ordinary personal-message and call experience is designed to use E2EE without requiring each participant to turn on a separate switch. It is different from proving that every item stored or generated around the conversation has the same protection. Message content and call content are the parts covered by the stated default.
Questions to keep separate
- Backups: Ask how a particular backup is protected rather than assuming the message’s transport guarantee covers it.
- Metadata: The E2EE statement does not describe all information associated with an account or delivery event.
- Devices: A person who can access an unlocked phone or an active account may be able to read messages after decryption.
Thus, WhatsApp’s documented default is a strong statement about personal message and call content, but it is not a blanket privacy promise for every layer of the product.

When Google Messages can use E2EE
Google Messages says that “RCS chats between Google Messages users are end-to-end encrypted by default.” The important qualifiers are RCS chats, between Google Messages users, and by default. The conversation must be eligible, the participating clients must support the required protection, and the active message path must remain RCS.

When RCS is not E2EE
Google also says SMS and MMS messages are not end-to-end encrypted and that E2EE is unavailable when the messaging app does not support it. A conversation can therefore look like an ordinary text thread while moving between different protocols. The label “RCS” is not enough to establish encryption for every participant or every message.
Why eligibility matters
RCS is an ecosystem service rather than a single, universal application. Client software, carrier support, interoperability, and the active registration state can determine which path is available. Two people may both have phones capable of RCS while a particular exchange is still handled by SMS or MMS. Treat the specific conversation state—not the phone model or the word “RCS” alone—as the evidence.
RCS fallback: the point at which protection changes
How fallback works conceptually
If the RCS route is unavailable or the participating app does not support the required feature, the messaging experience may offer SMS or MMS instead. That fallback keeps a message deliverable, but it changes the security property: Google identifies SMS and MMS as not end-to-end encrypted.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
What a fallback means for a single thread
A conversation can contain an RCS phase and later a carrier-message phase. E2EE status belongs to the individual message path, not permanently to the thread’s history. Earlier RCS messages do not make later SMS or MMS messages encrypted, and a later return to eligible RCS does not retroactively protect the messages sent during fallback.

Practical rule
Before sending sensitive content, check the current encryption indicator. If the indicator is missing and the app identifies the message as SMS or MMS, assume that message is not E2EE. Do not rely on a previous message in the same thread having used RCS.
How to check whether a Google Messages chat is encrypted
Google’s support guidance says an encryption indicator appears when E2EE is active. The exact visual treatment can vary with the app version and device, so use the presence of the indicator as the decisive check rather than memorizing a particular icon.
- Open the conversation in Google Messages. Check the thread in which you intend to send the message, not just the app’s general settings.
- Look for the encryption indicator. Google says the indicator appears when E2EE is active. If it is present, the current chat meets Google’s stated condition for encrypted RCS content.
- Check the message mode before sending sensitive information. If the composer or conversation identifies SMS or MMS, the message is not E2EE according to Google’s guidance.
- Confirm the participants and app path. E2EE availability depends on eligible RCS chats between Google Messages users. A participant using an unsupported messaging app or a path that cannot provide E2EE can remove that protection.
- Recheck after a delivery or service change. If the conversation loses RCS availability, the thread may fall back to SMS or MMS. Treat the status as changeable rather than a permanent property of the contact.
If you cannot see an encryption indicator, do not infer that the chat is protected merely because RCS is enabled somewhere in the account. The safe interpretation is that E2EE has not been confirmed for that message path.

RCS has a standards path, but a specification is not universal deployment
The GSMA’s RCC.16 specification defines procedures for RCS end-to-end encryption using the Messaging Layer Security protocol. That document demonstrates that RCS has a technical standards path for E2EE. It does not establish that every carrier, client, or cross-platform conversation implements those procedures.

This distinction explains why two statements can both be true:
- RCS can support a standardized approach to end-to-end encryption.
- A specific RCS conversation may still lack E2EE because its clients, carrier path, or interoperability arrangement does not meet the required conditions.
Use the standard to understand that the capability exists; use the app’s live encryption indicator and the conversation’s active path to determine whether the capability is operating for your message.

| Question | Signal | RCS in Google Messages | |
|---|---|---|---|
| Is E2EE the normal content-protection model? | Yes. Signal states that conversations are always E2EE. | Yes for personal messages and calls by default, according to WhatsApp. | Only for eligible RCS chats between Google Messages users. |
| Can the message path fall back to a non-E2EE carrier protocol? | Not as part of a Signal conversation. | The documented personal-chat claim is separate from SMS/MMS behavior outside WhatsApp. | Yes. Fallback to SMS or MMS is not E2EE. |
| Does the service claim cover calls? | Signal’s wording includes every call. | WhatsApp’s default statement covers personal calls. | The cited Google Messages statement concerns RCS chats; do not extend it to unrelated call services. |
| What should you verify before sending? | That you are in the intended Signal conversation and that your device and account are secure. | That the exchange is a personal WhatsApp message or call, while treating backups and account security separately. | The encryption indicator, eligible participants, and that the message has not switched to SMS or MMS. |
| Does E2EE settle metadata, backups, and endpoint security? | No. | No. | No. |
Choosing a channel for common situations
You need a consistently encrypted conversation
Signal offers the clearest documented behavior because its support statement applies to every Signal message and call. The relevant condition is that the conversation remains in Signal; moving to another channel changes the analysis.

WhatsApp’s documented default protects personal messages and calls with E2EE. Keep that conclusion limited to the content types named by WhatsApp, and evaluate backups, metadata, devices, and account controls independently.
You want to use the phone’s RCS experience
Google Messages can provide E2EE for eligible RCS chats between Google Messages users. Check the live encryption indicator each time the status matters, especially after a delivery problem or a change in participant, app, carrier, or registration state.
You are about to send a sensitive message and see SMS or MMS
Do not treat that message as E2EE. Google explicitly says SMS and MMS are not end-to-end encrypted. Wait for an eligible encrypted RCS path or use a service whose documented conversation model provides the protection you require.
Troubleshooting an unexpected loss of encryption
| What you observe | Likely explanation from the documented model | What to do |
|---|---|---|
| No encryption indicator in Google Messages | E2EE has not been confirmed for the active chat path. | Check whether the message is RCS or SMS/MMS and whether both participants use eligible Google Messages clients. |
| The thread offers “send as SMS” or identifies SMS/MMS | The RCS route is unavailable or has fallen back. | Do not send sensitive content through that fallback if E2EE is required. |
| One participant changed messaging apps | Google says E2EE is unavailable when the messaging app does not support it. | Verify the current client and wait for an eligible RCS path, or move the conversation to a channel with a documented E2EE guarantee. |
| A previously encrypted thread changes status | RCS eligibility and the active path can change over time. | Recheck the indicator for the current message instead of relying on the thread’s earlier status. |
| You are worried about a stolen or unlocked phone | Endpoint compromise is outside the message-content transport guarantee. | Secure the device and account separately; E2EE cannot prevent viewing on a compromised endpoint. |
A precise vocabulary for discussing these services
- Always E2EE: A service statement such as Signal’s claim that every message and call in Signal conversations is protected.
- Default E2EE: A service statement such as WhatsApp’s claim for personal messages and calls, meaning the ordinary experience uses E2EE without an extra per-chat setup step.
- Eligible E2EE: A conditional statement such as Google Messages’ claim for RCS chats between Google Messages users, subject to the participating clients and active path.
- Fallback: A switch from RCS to SMS or MMS when the RCS route is unavailable. Google identifies those carrier protocols as not E2EE.
- Content E2EE: Protection for the readable message or call content. It is not a synonym for complete anonymity or total device security.
Using these terms prevents the most common overstatement: saying “RCS is encrypted” without naming the client and eligibility condition, or treating a message-content guarantee as proof that backups, metadata, and endpoints are equally protected.
Quick Recap
What to remember before you send
- Use Signal’s documented model when you need its every-message, every-call E2EE claim within Signal conversations.
- For WhatsApp, keep the documented guarantee scoped to personal messages and calls.
- For Google Messages, verify that the chat is eligible RCS and that the encryption indicator is present.
- Treat SMS and MMS as not E2EE, including messages sent after an RCS fallback.
- Evaluate metadata, backups, account security, and endpoint security as separate questions.
