RBI measures to withdraw surplus rupee liquidity may put some upward pressure on Indian bond yields, while separate steps to redirect oil-company dollar demand and tighten certain foreign-exchange positions could support the rupee in the near term. Neither outcome is assured: the bond outlook also depends on inflation, oil prices, U.S. yields and foreign flows, and the reported rupee move was initially in offshore forwards rather than the local spot market.
What the RBI changed
In measures reported on Oct. 9, 2026, the Reserve Bank of India planned a ₹250 billion (about $2.58 billion, using Reuters’ conversion) open-market bond sale for Oct. 13. Selling government securities absorbs rupees from the banking system. Reuters reported that the average banking-system liquidity surplus had exceeded ₹7 trillion a day, or 2.6% of deposits, from Sept. 1.
The RBI also raised the share of banks’ prescribed cash reserve requirement (CRR) that must be maintained daily: from 90% to 99%, effective Oct. 16. This is not a rise in the headline CRR. Reuters reported that the statutory CRR remained 3% of deposits; the change concerns how much of that existing requirement banks must hold each day. The measures followed a repo-rate increase reported on Oct. 7 and were intended to drain rupee liquidity.

ETMarkets’ Oct. 12 summary described a currency package that included a dedicated dollar window to meet the daily needs of state-run oil companies IOCL, BPCL and HPCL. The window is intended to shift those companies’ dollar purchases away from the interbank spot market.

The package also tightened rules for some FX derivative transactions. As described by ETMarkets, banks were barred from rebooking cancelled rupee-linked FX derivatives; the limit for over-the-counter FX derivatives without an underlying exposure was reduced from $100 million to $5 million; and a 20% cash reserve requirement applies to the rupee value of each covered rupee-linked FX derivative contract exceeding $2 million. These measures address dollar demand and derivative positioning, rather than the banking-system liquidity drained by the bond sale and CRR maintenance change.
Why bond yields may face pressure
An open-market sale adds government bonds for investors to absorb while taking rupees out of circulation. A higher daily CRR maintenance share also leaves banks less room to manage cash balances through the maintenance period. If those measures tighten market liquidity, bond prices can come under pressure; because bond prices and yields generally move in opposite directions, yields may rise.

That is a possible market response, not a mechanical result. Reuters reported traders expected mild selling pressure and saw the benchmark yield in a 7.25%–7.35% range. The reported benchmark 10-year yield was 7.2994% at the Friday close before the Oct. 12 report, up 9 basis points over the week and rising for an eighth consecutive week. The range was a trader forecast, not a guaranteed path.

The currency measures may help by directing oil companies’ dollar purchases away from interbank spot trading and making some derivative positions more costly or constrained. After the announcement outside local market hours, the rupee appreciated 0.6% against the dollar in the non-deliverable forward (NDF) market, according to Reuters. That offshore move is not the rupee’s subsequent spot-market return. Reuters also reported traders expected the rupee to strengthen through ₹96 per dollar.

Before the Oct. 12 report, the rupee had closed at ₹96.73 per dollar on Friday, down 0.4% for the week and near the reported May record low of ₹96.96. Traders said gains might extend toward ₹95.50–₹95.00 per dollar; that was a forecast, not an achieved rate. A stronger rupee could reduce foreign investors’ expected currency losses on Indian assets, but the report did not show that bond outflows had reversed. Reuters said foreign investors had been net sellers of bonds in seven of the previous eight weeks.
What could outweigh the policy effects
The liquidity steps do not determine yields on their own, and the currency package cannot remove every source of rupee pressure. Reuters’ earlier reporting linked weakness in the rupee to portfolio outflows, high oil prices, rising global bond yields and a broadly firmer dollar. Oil prices and U.S. yields also influence India’s bond outlook.

Inflation data and expectations about RBI policy matter as well. At the time of the Oct. 12 Reuters report, India’s September retail inflation release was due that day, India’s wholesale inflation and U.S. inflation data were due Oct. 14, and traders were watching oil and U.S. bond yields. Those were forthcoming releases at the time, not results established by that report. RBI Governor Sanjay Malhotra said on Oct. 7 that “It is only in the long run they are able to find the right value,” referring to market pricing of the rupee.

What to watch in the market reaction
- Liquidity and bond trading: Whether the Oct. 13 bond sale and the Oct. 16 CRR maintenance change are followed by tighter liquidity or sustained selling in government bonds.
- Spot rupee versus offshore forwards: Whether local spot trading confirms the initial NDF response, rather than treating the offshore move as a realized spot gain.
- Oil and global rates: Changes in oil prices, U.S. yields and the dollar, which can offset domestic policy effects.
- Inflation and foreign flows: The inflation releases and whether foreign investors’ bond selling eases; the Oct. 12 report did not establish a reversal.
