Moving a rate limiter out of an application’s memory lets multiple application instances consult shared state, so they can enforce a common quota. It does not, by itself, make that state durable: the shared store can still lose keys through expiration, eviction, restart, or failure, depending on its configuration.
What changes when a limiter leaves an application process?
A process-local limiter keeps counters in the memory of one running application instance. That instance can see its own counters; other instances cannot. Behind a load balancer, requests from the same client may reach different instances, each with a separate counter and allowance. The client can therefore receive more requests across the group than the intended per-client limit.
With a shared store such as Redis, application instances can read and update shared counters. The key change is visibility: instances can coordinate against the same limiter state. Redis describes this pattern for applying a consistent quota across application instances (Redis rate limiter documentation).

“Leaves memory” can mean two different things. An in-process counter is in the application process’s memory; a Redis-backed counter is generally held in the Redis server’s memory. Moving the state to Redis changes which instances can see it. It does not automatically mean the state has been written to durable storage.

Everything stays effortlessly organized, powered by intelligent tagging and recognition.
What happens to limiter state through restarts and recovery?
Application process restarts
Restarting or replacing an application process ordinarily discards its private in-process counters. With shared Redis keys, restarting an application instance need not remove the shared state, because those keys are held outside that instance. That distinction applies only while the Redis data remains available.
Redis restarts and persistence
Redis Open Source supports RDB point-in-time snapshots, AOF logging, both together, or no persistence. RDB recovery restores a snapshot; AOF recovery reconstructs data by replaying logged writes. The chosen configuration affects recovery and what recent writes may be present after a failure, so “Redis is persistent” is not a safe blanket assumption. See Redis persistence documentation.

Managed-service settings are product-specific. Redis Cloud documentation says that persistence can be enabled to recover from memory loss or catastrophic failure, and that data is lost when the database goes down if persistence is disabled. Check the current service configuration rather than assuming a particular recovery behavior (Redis Cloud data persistence).
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsExpiration and eviction
Expiration is often intentional: rate-limit keys have a time horizon, and commands such as EXPIRE can remove counters when their window ends. Eviction is different. If memory pressure occurs and the configured policy permits it, Redis may remove keys before the application expects. If the limiter’s application logic treats a missing key as a new counter or bucket, that client may receive a fresh allowance. Review the database’s workload and eviction policy as well as the limiter code (Redis key eviction documentation).

Why must a shared limiter update state atomically?
A limiter typically needs to read current state, decide whether a request is allowed, and update the state. If concurrent requests can interleave those operations, they may each observe the same old count and all be approved, exceeding the limit. Sharing a store alone does not solve that race.
Redis documents atomic fixed-window counters using INCR and EXPIRE, and Lua scripts for atomic check-and-update flows. The right implementation depends on the algorithm and the exact rule being enforced; the application should not treat separate, uncoordinated reads and writes as an atomic decision (Redis rate limiter documentation).

Which rate-limiting algorithm fits the workload?
Algorithm choice affects boundary accuracy, memory use, and burst behavior. The table summarizes the approaches compared in Redis’s tutorial; its key counts and storage descriptions refer to the tutorial’s implementations, not every possible implementation.
| Approach | Boundary behavior | Burst behavior | Storage described in Redis tutorial | Useful when |
|---|---|---|---|---|
| Token bucket | Not characterized as exact or near-exact in the comparison | Allows controlled bursts | One key in the tutorial implementation | Short bursts should be allowed while average usage stays bounded |
| Fixed window | Approximate; a client may benefit from a burst across a window boundary | Can allow a boundary burst | One key in the tutorial implementation | A simple counter per time window is sufficient |
| Sliding-window log | Exact | Does not smooth usage in the same way as a sliding-window counter | O(n) entries for requests in the tutorial implementation | Exact tracking justifies storing individual request timestamps |
| Sliding-window counter | Near-exact, with smoothed window boundaries | Smoother boundary behavior than a fixed window | Two keys in the tutorial implementation | A smoother approximation is preferred to a fixed-window boundary burst |
| Leaky-bucket policing | Not characterized as exact or near-exact in the comparison | Allows no bursts | Not stated in the tutorial comparison | Requests should be rejected rather than admitted in bursts |
These descriptions follow Redis’s tutorial, “Build 5 Rate Limiters with Redis: Fixed Window, Sliding Window, Token Bucket, and Leaky Bucket,” dated March 20, 2026 (Redis rate-limiting tutorial). A leaky bucket can also be used for shaping—queuing or delaying work—instead of immediate policing. Shaping is appropriate only if callers and the service can tolerate that delay.

What if the shared store is unavailable?
The application needs an explicit failure policy for a Redis timeout, connection error, or unavailable database. A fail-open policy allows the request when the limiter cannot be checked, favoring availability but weakening quota enforcement. A fail-closed policy rejects it, preserving enforcement but potentially blocking legitimate traffic. A fallback limiter can preserve some protection, but its local counters are not a shared global quota.
There is no universal correct choice established by the cited Redis examples. Document the chosen behavior, the error conditions that trigger it, and how operators will detect the failure. Also decide whether a fallback is safe for the specific endpoint and its abuse or availability risks.
How to choose and operate a shared limiter
- Define the quota and its scope. Specify whether the limit applies per account, API key, IP address, endpoint, or another identity, and whether instances must enforce one common allowance.
- Choose boundary and burst behavior. Select an algorithm based on whether boundary bursts are acceptable, how much burst capacity users need, and whether exact request history is worth its storage cost.
- Make the decision atomic. Use an atomic counter-and-expiry operation or an atomic check-and-update implementation appropriate to the chosen algorithm.
- Set the key lifecycle deliberately. Ensure expiration matches the quota window or bucket behavior, and account for the possibility that memory eviction removes a limiter key.
- Configure recovery separately from sharing. Choose persistence and recovery settings for the Redis deployment based on the impact of losing recent limiter state.
- Specify store-failure behavior. Decide whether requests are allowed, rejected, or checked against a fallback when the shared store cannot be reached.
Redis also documents a token-bucket implementation using Java and Lettuce for readers implementing that specific stack (Redis token bucket rate limiter with Java and Lettuce).
