There is no single risk winner. Rare earths are the most geopolitically and processing-concentrated, cobalt is the most exposed to a single-country mining base, and lithium faces the greatest combination of demand-growth, project-delivery, volume and price-cycle risk. The answer changes by supply-chain stage: mine, chemical conversion, refining, component manufacturing or recycling.

The short answer: risk depends on the stage

For a buyer, manufacturer or policymaker, the useful ranking is not “one, two and three.” It is a set of stage-specific rankings:

  • Geopolitical and processing risk: rare earths rank highest. Magnet-related rare earths depend heavily on Chinese separation, refining and magnet-material capacity. An export restriction, trade dispute or technical outage in that midstream can affect manufacturers far beyond the mine where the ore was produced.
  • Single-country mining risk: cobalt ranks highest. The Democratic Republic of the Congo (DRC) was the leading cobalt producer in the 2023 distribution identified by the UN Department of Economic and Social Affairs. That makes local disruption, governance, labor, logistics and responsible-sourcing issues unusually important.
  • Supply-volume and project-timing risk: lithium ranks highest. Lithium demand grew rapidly in the International Energy Agency’s 2023 assessment. The central question is whether mines, chemical-conversion plants and other capacity can be delivered quickly enough to match electric-vehicle and energy-storage growth.

All three share a structural weakness: the next wave of supply is concentrated. The IEA reported in 2024 that 70–75% of projected 2030 supply growth for refined lithium, cobalt and rare-earth elements comes from today’s top three producers. Refining is even more concentrated: the IEA reported an average top-three refining share of about 86% in 2024, up from about 82% in 2020.

China is the key midstream bottleneck in the forward outlook. The IEA projects that by 2035 China will supply more than 60% of refined lithium and refined cobalt, and around 80% of battery-grade rare-earth elements. Those are projections, not a claim that every current mine or refinery is Chinese-owned; they describe where processing capacity is expected to be located.

How the three supply chains compare

Risk dimension Rare earths Cobalt Lithium
Leading mining geography in the 2023 distribution China, Myanmar and Australia are the principal countries identified by UN DESA. The DRC is the leading producer. Production is distributed mainly across Australia, Chile and China.
Refining and processing concentration Especially concentrated in China for separation and magnet-material production; China is projected to provide around 80% of battery-grade rare-earth elements by 2035. Two-stage concentration: the DRC is central to mining and China is a major refining center; China is projected to provide more than 60% of refined cobalt by 2035. China is projected to provide more than 60% of refined lithium by 2035, even though mining is spread across several countries.
Most important immediate risk type Geopolitical, export-control and processing-disruption risk. Upstream concentration, responsible-sourcing and geopolitical risk. Volume, demand-growth, project-timing and price-cycle risk.
Substitution Possible for some applications, but magnet performance requirements make substitution difficult for high-performance designs. Battery chemistries can reduce or eliminate cobalt in some applications, but substitution depends on performance, cost and qualification requirements. Chemistry changes can reduce lithium intensity, but commercial rechargeable batteries still require lithium; substitution at system level is limited.
Recycling role Can recover valuable elements and reduce primary demand, but collection, separation and magnet recycling capacity determine impact. High-value cobalt provides a strong recycling incentive, yet end-of-life volumes arrive after the original battery fleet has aged. Recycling will grow as batteries retire, but it cannot remove the need for new supply during rapid demand expansion.
Demand and project challenge Demand is tied to magnets, electronics and other specialized uses; qualifying alternative processing and magnet capacity takes time. Demand is linked to batteries and industrial uses while projects must meet sourcing and governance requirements. Fast demand growth can outrun mines and conversion plants; a temporarily well-supplied market does not eliminate long-run concentration.

The table separates mining from refining because they are different failure points. A country can produce ore without controlling the chemical conversion, separation, precursor or component plant needed by a manufacturer. Conversely, a highly concentrated refinery can create a supply shock even when mines in several countries continue operating.

Rare earths: the highest geopolitical and processing exposure

Why rare earth risk is different

“Rare earths” covers 17 elements with different markets and uses. The risk profile of magnet rare earths should not automatically be applied to every element. The most strategically sensitive chain is the one feeding high-performance permanent magnets, where separation, metal-making, alloying and magnet production are specialized steps.

China’s role matters because the bottleneck is not simply the mine. Ore must be separated into individual oxides, converted into metals and alloys, and then made into finished magnet material. If a trade dispute or export control interrupts one of those steps, manufacturers may be unable to obtain qualified material even if alternative ore exists elsewhere.

What the concentration data shows

The UN DESA 2023 distribution identifies China, Myanmar and Australia among the principal rare-earth mining countries. The IEA’s forward analysis is more consequential for buyers: by 2035, China is projected to supply around 80% of battery-grade rare-earth elements. The IEA also places rare earths inside the broader pattern in which 70–75% of projected 2030 refined-supply growth comes from today’s top three producers.

Those figures describe concentration, not certainty of disruption. A concentrated chain can operate reliably for years, but a single export rule, port closure, power failure, quality problem or diplomatic dispute can affect a large share of downstream capacity at once.

Substitution, recycling and qualification limits

Engineers can redesign some motors, generators and electronic components to use less-sensitive material, different magnet architectures or non-magnet solutions. The trade-off may be lower power density, greater size or weight, higher energy use, or a new qualification cycle. Substitution therefore reduces exposure gradually rather than providing an instant replacement.

Recycling can recover rare-earth content from end-of-life magnets and manufacturing scrap. Its effect depends on collection systems, identification of magnet-containing products, separation yields and the availability of processors. Recycled feedstock can diversify supply, but it does not immediately replace primary material while the installed base is still growing.

How disruption reaches a manufacturer

  1. Export restriction or trade dispute: customs rules or licensing requirements slow oxide, metal, alloy or magnet shipments.
  2. Processing outage: a technical failure, power interruption or environmental shutdown at a separation or refining plant reduces qualified output.
  3. Component shortage: motor and electronics producers compete for the remaining magnet material, extending lead times and raising prices.
  4. Design response: the buyer qualifies another magnet grade, changes the motor design or carries more inventory, each of which adds time and cost.

Cobalt: the most concentrated mining exposure

The DRC creates an upstream single-country risk

The DRC’s leading position in the UN DESA 2023 cobalt distribution makes cobalt unusually sensitive to events at the mining stage. Local conflict, transport disruption, policy changes, labor conditions, community opposition or a governance failure can affect a large share of mined supply. Responsible-sourcing requirements add a second dimension: material may be physically available but unusable for a buyer that cannot document acceptable provenance.

This is not a claim that every DRC operation has the same conditions. It means that country-level exposure is large enough for mine-level events and due-diligence findings to influence the wider market.

A two-stage concentration problem

Cobalt’s vulnerability does not end at the mine. China is a major refining center, and the IEA projects that China will provide more than 60% of refined cobalt by 2035. A disruption in the DRC can restrict feedstock; a disruption in Chinese refining can restrict the chemical product used by battery and industrial customers. A buyer therefore needs visibility into both the origin of mined material and the location of conversion and refining.

Substitution can lower demand, but not erase supply risk

Battery makers can adopt chemistries that use less cobalt or none at all in particular vehicle and storage applications. Such changes are constrained by energy density, safety, cycle life, cost, thermal management, vehicle packaging and the qualification decisions of automakers. Existing products and factories also take time to redesign. Cobalt demand can therefore fall in one segment while remaining important in other battery, aerospace, electronics or industrial uses.

Cobalt’s value and the presence of recoverable material make recycling economically attractive. However, recycling supply follows the retirement of batteries and other products. It cannot immediately offset a mine disruption during a period when the in-use fleet is still expanding.

Responsible sourcing is part of supply security

For cobalt, a “secure” ton is not simply one that can be delivered. Companies may need chain-of-custody records, smelter and refiner audits, labor safeguards and a process for handling allegations. A supplier that fails a compliance review can become unavailable even when market inventories look adequate. This creates a risk that is operational, legal and reputational at the same time.

Lithium: the greatest volume and delivery-timing challenge

Mining is more geographically distributed

The UN DESA 2023 distribution identifies Australia, Chile and China as the main lithium-producing countries. That is a broader mining base than cobalt’s DRC concentration and can reduce the effect of a single mine failure. It does not remove risk, because each country’s material may feed different chemical processes and customer specifications.

Conversion capacity remains concentrated

Raw lithium-bearing material must be converted into battery-suitable chemical products. The IEA projects that China will supply more than 60% of refined lithium by 2035. A diversified mining map can therefore coexist with a concentrated conversion map. A producer outside China may still depend on overseas chemical processing, equipment, reagents, technical expertise or customers.

Demand can outrun projects

The IEA’s 2023 assessment recorded rapid lithium-demand growth. New mines and conversion plants require permitting, financing, construction, commissioning and customer qualification. These steps do not compress easily when electric-vehicle or grid-storage demand accelerates. A market can look temporarily well supplied, or even experience a price decline, while the next required projects remain late, uneconomic or unpermitted.

Lithium therefore has a pronounced cycle risk. High prices encourage new projects and substitution in product design; lower prices can delay projects and reduce investment just as demand continues to grow. The result is a risk of alternating surplus and shortage rather than a permanently tight market.

Substitution and recycling have different time horizons

Battery chemistry changes can reduce lithium intensity, improve material efficiency or shift demand among battery types. They do not provide a simple replacement for lithium across rechargeable transport and storage systems. Recycling will become more important as batteries reach end of life, but during a rapid build-out most material is still entering the system rather than leaving it. Recycling consequently helps long-term resilience more than it solves an immediate growth shock.

Which mineral is most exposed to geopolitical disruption?

Rare earths are the clearest answer when the question is processing and trade policy. Their high dependence on Chinese separation, refining and magnet-material capacity means an export control or diplomatic dispute can propagate quickly to specialized components.

Cobalt is the clearest answer when the question is mining-country concentration. The DRC’s leading production position combines with China’s refining role, creating exposure at both ends of the chain.

Lithium is geopolitically exposed but usually more delivery- and volume-sensitive. Its mines are spread across Australia, Chile and China, yet refined supply is projected to remain concentrated. The largest danger is that demand growth and project delays leave too little qualified chemical supply, with trade restrictions making the shortfall worse.

How common disruptions affect each supply-chain stage

Disruption Mine Chemical conversion or refining Component manufacturing Recycling
Extreme weather Floods, storms, drought or heat can stop extraction, damage roads and reduce water or power availability. Plants may lose power, water, feedstock or transport access even when mines remain open. Factories face incoming-material delays and may have to ration production. Collection and transport volumes can fall; damaged facilities may lose processing capacity.
Technical failure Equipment failure lowers ore output or grade. A single separator, converter or refinery outage can remove qualified product from a concentrated market. Manufacturers may lack a qualified grade even when another grade is available. Low throughput or contamination can make recovery uneconomic.
Export restriction or sanctions Ore or concentrate cannot reach a foreign processor. Oxides, salts, metals or cathode precursors require licenses or are blocked. Motors, cells and finished products face shortages or redesigns. Scrap may be trapped in the country where it was collected instead of reaching a processor.
Trade dispute Tariffs and customs delays alter delivered cost and routing. Buyers seek non-sanctioned capacity, often at a premium. Inventory buffers are consumed while alternate suppliers qualify. Secondary material markets become less liquid.
Permitting delay A mine or expansion cannot start on its planned schedule. New conversion capacity arrives late or lacks environmental approval. Component capacity cannot scale without stable material contracts. New recycling plants face the same siting and permitting timetable.
Community conflict Access roads, water rights, labor relations or local consent can interrupt operations. Plant construction and expansion may be delayed by local opposition. Factories can face workforce or infrastructure disruption. Collection sites and transport routes may be affected.
Sudden EV or storage demand growth New mines cannot add output immediately. Conversion plants become the bottleneck, especially where capacity is concentrated. Cell, motor and power-electronics factories compete for qualified inputs. Retired-battery volumes are still too small to fill the gap.

IEA Executive Director Fatih Birol summarized the cross-stage problem this way: “Critical mineral supply chains can be highly vulnerable to supply shocks, be they from extreme weather, a technical failure or trade disruptions.” The practical implication is to model several failure points instead of treating “the mine” as the whole supply chain.

Why refining concentration matters more than mine maps

Mine production is visible and relatively easy to count, but a manufacturer buys a specification: a particular carbonate, hydroxide, oxide, metal, alloy, precursor or magnet grade. Converting ore into that specification can require proprietary equipment, chemical know-how, environmental permits and long customer-qualification cycles.

The IEA’s figures show why the midstream deserves separate attention. The average top-three refining share for the covered critical minerals reached about 86% in 2024, compared with around 82% in 2020. At the same time, 70–75% of projected 2030 refined-supply growth is expected to come from today’s top three producers. New capacity is therefore not automatically diversification; a new plant in an already dominant country can increase total supply without reducing geographic concentration.

For rare earths, the critical midstream includes separation and magnet materials. For cobalt, it includes refining after DRC mining. For lithium, it includes conversion to battery-grade chemicals. A resilient procurement plan tracks these steps separately and records the country where each one occurs.

How substitution and recycling change the risk ranking

Substitution reduces exposure only where the product can be redesigned

  • Rare earths: alternative motor or magnet designs may work, but power density, size, efficiency and qualification requirements can limit adoption.
  • Cobalt: lower-cobalt or cobalt-free battery chemistries can reduce demand in suitable applications, while existing platforms and high-performance uses may continue to require it.
  • Lithium: efficiency gains and chemistry changes can reduce material intensity, but they do not currently remove lithium from mainstream rechargeable transport and storage systems.

Recycling is a resilience layer, not an instant substitute

Recycling diversifies feedstock and can reduce exposure to new mines and refineries. Its timing differs by mineral. Cobalt’s value can support recovery economics; rare-earth recycling depends on collecting and separating magnet-containing products; lithium recycling becomes more powerful as larger numbers of batteries retire. None can fully cover a sudden demand surge while the product fleet is still young.

A practical framework for assessing a supplier or project

  1. Map every stage. Record the mine, concentrate processor, chemical converter, refiner, precursor or magnet plant, component factory and recycler. Do not stop at the country of origin printed on a certificate.
  2. Measure concentration by product specification. Ask how many qualified suppliers can deliver the exact battery chemical, cobalt product, rare-earth oxide, alloy or magnet grade required. A list of theoretical producers is not the same as a list of qualified alternatives.
  3. Separate current capacity from projected capacity. The IEA’s 2035 figures are outlooks. Treat announced plants as contingent on financing, permits, construction, commissioning and customer qualification.
  4. Test disruption scenarios. Model an export-control event, a technical outage, extreme weather, a sanctions change, a permitting delay and a demand surge. Apply each event to the stage it actually affects.
  5. Check substitution lead time. Identify which products can change chemistry, motor design or material grade, and list the testing, certification and tooling needed before the alternative can ship.
  6. Count recycling realistically. Estimate collection rates, retirement dates, recovery yields and the location of recycling capacity. Do not count future end-of-life material as current supply.
  7. Include responsible-sourcing requirements. For cobalt in particular, verify provenance, labor safeguards, refiner audits and the process for handling allegations. Compliance failure can remove material from the available pool.
  8. Use inventory as a bridge, not a cure. Stockpiles can cover a short outage, but they cannot replace missing refining capacity or a multi-year project delay.

What to monitor over the next decade

  • Refining-share changes: whether new capacity lowers the top-three share or simply expands output in existing hubs.
  • Chinese export and industrial policy: licensing, quotas, customs treatment and restrictions affecting rare-earth materials, lithium chemicals or cobalt products.
  • Project execution: permits, financing, construction milestones, commissioning and customer qualification, rather than announcements alone.
  • Battery and motor chemistry: adoption of lower-cobalt cells, alternative magnet designs and changes in lithium intensity.
  • Recycling throughput: collection systems, commercial recovery yields and the point at which retired batteries and magnets become a meaningful feedstock.
  • Social and environmental approvals: community agreements, water and power availability, labor conditions and regulatory decisions that can affect operating continuity.
  • Demand revisions: electric-vehicle sales, grid-storage deployment and manufacturing plans that can move the market faster than supply projects can respond.

Bottom line

Rare earths face the sharpest geopolitical and processing concentration, cobalt has the most severe single-country mining exposure, and lithium carries the greatest risk that demand growth and slow project delivery will create a volume shortfall. China’s projected control of more than 60% of refined lithium and cobalt and around 80% of battery-grade rare-earth elements by 2035 links all three to midstream concentration. The robust conclusion is therefore stage-specific: diversify mines, refining and component plants separately; qualify substitutes before a crisis; and treat recycling as a long-term buffer rather than immediate replacement supply.
