Ransomware makes data unavailable; data-theft extortion removes data from your environment and threatens disclosure. Attackers can do either one or both, so a readable file server does not prove that information is safe. Treat encryption and exfiltration as separate investigative questions, contain affected systems immediately, preserve evidence before rebuilding, and determine what data and accounts were exposed before recovery or notification decisions.

Ransomware and data theft are different events

Ransomware is an availability attack. Malware encrypts files so that users and the systems that depend on them cannot use the data, then the attacker demands payment for a decryption key or tool. CISA’s #StopRansomware Guide defines it as “a form of malware designed to encrypt files on a device, rendering them and the systems that rely on them unusable.”

Data-theft extortion is a confidentiality attack. The intruder copies information—such as customer records, payroll files, intellectual property, credentials, or legal documents—and threatens to publish or sell it. The attacker may never encrypt the original files. CISA notes that malicious actors can exfiltrate data and threaten release as their sole form of extortion without using ransomware.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Many incidents combine both tactics. In a double-extortion event, an attacker steals data and then encrypts systems, using the threat of public disclosure alongside the demand for a decryption payment. The encryption tells you that availability is compromised; it does not tell you whether information left the environment. Conversely, an exfiltration investigation remains necessary even when backups allow a quick restoration.

How to distinguish the attack pattern

What you observe What it may indicate What to investigate next
Files suddenly fail to open, extensions change, applications report corrupted data, or a ransom note appears. Ransomware encryption or another destructive event. Identify every affected endpoint, server, share, and cloud workload; establish when encryption began; identify the malware, compromised accounts, privilege changes, and lateral movement.
Files remain readable, but outbound traffic, unusual transfer utilities, suspicious logins, or attacker claims indicate copying. Possible data-theft extortion. Review network, identity, endpoint, VPN, and cloud logs; measure outbound volume and destinations; determine which accounts and repositories were accessible; corroborate whether files were actually read or transferred.
Encryption occurs alongside large outbound transfers or a credible threat to publish stolen information. Possible double extortion. Run two parallel investigations: map encryption and recovery impact, and scope data access and exfiltration. Neither scope can be inferred from the other.
A suspicious tool or destination is present, but there is no confirmed transfer. An investigative lead, not proof of theft. Correlate process execution, authentication, file-access, proxy, firewall, DNS, cloud-storage, and data-loss-prevention records. Check whether the utility was authorized and what it handled.

CISA identifies Rclone, Rsync, web-based file storage, and FTP/SFTP as examples of tools or channels that may appear in exfiltration. Their presence alone is not conclusive: administrators and backup jobs can use the same technologies. Evidence becomes stronger when a transfer utility, an unusual account, access to sensitive files, and abnormal outbound volume line up in time.

Signs that deserve immediate investigation

Availability and encryption indicators

  • Large numbers of files become unreadable at once or receive a new extension.
  • Ransom notes appear on local drives, shared folders, virtual machines, or cloud workspaces.
  • Security tools, backup agents, recovery services, or shadow-copy mechanisms are disabled unexpectedly.
  • New administrator accounts, scheduled tasks, services, or remote-management tools appear shortly before encryption.
  • Users report simultaneous failures across multiple offices, servers, or subnets.

Confidentiality and exfiltration indicators

  • Outbound data volume rises sharply, especially to an unfamiliar address, cloud-storage tenant, FTP/SFTP host, or foreign network.
  • Rclone, Rsync, archive utilities, command-line transfer tools, or browser sessions to file-sharing services run under unusual accounts or at unusual times.
  • One account reads or compresses large collections of files outside its normal role.
  • VPN, identity-provider, remote desktop, or cloud logins come from unfamiliar locations, devices, or impossible-travel patterns.
  • An attacker provides a sample of internal files or names a dataset that was not publicly available.

Absence of these signs is not proof that no data was taken. Retention gaps, encrypted traffic, disabled logging, and use of legitimate administrative tools can hide activity. Treat each observation as evidence to test against other records rather than as a verdict.

What to do first: a response sequence

Use your approved incident-response plan and involve qualified incident responders when internal staff cannot safely contain or examine the environment. NIST SP 800-61 Rev. 3, published April 3, 2025, frames response as coordinated risk management; CISA’s guide supplies a ransomware-specific checklist.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Activate the plan and assign decision owners. Notify IT or security leadership, executive management, legal and privacy counsel, communications, insurance contacts, and relevant outside responders according to your plan. Establish a secure, out-of-band channel if corporate email or collaboration systems may be compromised. Record decisions, times, and who authorized them.
  2. Isolate affected systems immediately. Disconnect confirmed devices from wired and wireless networks, remove them from VPN access, and isolate affected virtual machines or cloud workloads using your documented procedures. If several systems or subnets are involved, taking the network offline at the switch level may be safer than attempting individual isolation, provided the response plan accounts for critical operations. Do not power off systems reflexively; shutting down can destroy volatile evidence.
  3. Protect critical services while stopping spread. Prioritize life-safety, operational technology, identity, backup, and communications systems. Disable known compromised accounts and remote-access paths in a controlled way. Avoid broad password resets or configuration changes until responders understand dependencies and have captured evidence, unless immediate harm requires the action.
  4. Build an initial timeline and scope. Establish the earliest suspicious login, privilege change, tool execution, file access, transfer, and encryption event. Identify affected hosts, accounts, shares, cloud services, and business processes. Review endpoint, identity, network, VPN, firewall, proxy, DNS, email, and cloud audit data together rather than relying on one console.
  5. Hunt for both encryption and exfiltration. Search for ransom-note creation, mass file changes, recovery-control tampering, and lateral movement. Separately search for unusual outbound volume, transfer utilities, archive creation, suspicious cloud sessions, and access to sensitive repositories. A successful restore does not close the exfiltration question.
  6. Preserve evidence before cleanup or rebuilding. Capture system images, memory, relevant logs, malware samples, and indicators when possible. Prioritize volatile memory, active network connections, running processes, and logs with short retention periods. Keep a chain-of-custody record, protect originals from alteration, and let responders document collection methods.
  7. Assess exposure and obligations. Determine what information was accessible, viewed, copied, or encrypted; which people or organizations it concerns; and whether contractual, regulatory, insurance, or law-enforcement duties apply. Notification deadlines vary by jurisdiction, sector, data type, contracts, and affected individuals, so obtain jurisdiction-specific legal and privacy advice rather than applying a universal deadline.
  8. Contain, eradicate, and recover deliberately. Identify the initial access path, remove persistence and malware, remediate compromised credentials, and close exposed services. Restore prioritized systems from clean, offline or otherwise protected backups only after containment controls are in place. Monitor restored systems for reinfection and preserve recovery evidence.
  9. Document lessons and improve controls. Record the timeline, decisions, evidence, business impact, and communications. Update the response plan, logging, identity controls, segmentation, backup protections, tabletop exercises, and supplier requirements. Share useful indicators with appropriate government or sector partners when legally and operationally appropriate.

Evidence collection that answers the key questions

The central questions are: What was encrypted? What was accessed? What left the environment? and Which access remains? Collect evidence that can answer each question without contaminating the original systems.

  • Cloud object-access logs, sharing changes, download events, mailbox audit records, and storage-access keys.
  • Backup, snapshot, and recovery-control logs showing deletion, tampering, or unusual access.

Preserve data that may be overwritten quickly, including DHCP assignments, short-retention network telemetry, endpoint buffers, and volatile memory. Keep time zones and clock drift documented so investigators can align events accurately.

How to investigate when files still work

A readable system can still have suffered a breach. Start with a hypothesis that an attacker may have copied data without changing it, then test it systematically.

  1. List repositories containing regulated, confidential, or high-value information, including file shares, databases, email, SaaS storage, source-code systems, and backups.
  2. Map every account and service that could reach those repositories during the suspected intrusion window.
  3. Compare normal and abnormal outbound volumes by host, user, destination, protocol, and time. Investigate compressed archives and staged folders as well as direct file transfers.
  4. Correlate transfer activity with process execution. Determine whether Rclone, Rsync, FTP/SFTP, browser uploads, or cloud-sync clients were authorized, what paths they touched, and where data went.
  5. Review access logs for bulk reads, unusual search behavior, permission changes, and downloads that exceed the account’s normal role.
  6. Validate attacker claims with independent evidence. A sample may prove access to that file, but it does not establish the full scope; absence of a sample does not disprove theft.

How to investigate encryption and destructive activity

  1. Identify the first encrypted file and the last affected system using endpoint and file-server telemetry.
  2. Determine whether encryption reached backups, hypervisors, identity systems, cloud workloads, or operational technology.
  3. Trace the account and host that launched encryption, then work backward to initial access, privilege escalation, and lateral movement.
  4. Check whether recovery tools, snapshots, backup catalogs, or security agents were disabled or deleted.
  5. Preserve a representative encrypted sample and the ransom note for forensic analysis; do not submit sensitive files to an unapproved online service.
  6. Validate backup integrity and isolation before deciding whether restoration is safe.

Choosing priorities when the pattern is uncertain

Decision dimension Questions to answer Why it changes the response
Encryption scope Which hosts, shares, applications, and recovery systems are unusable? Sets containment boundaries and restoration order.
Exfiltration evidence What data was accessed or transferred, from where, when, and to which destination? Drives privacy analysis, communications, and further account containment.
Identity impact Which credentials, tokens, keys, and service accounts were exposed or abused? Determines safe password, key, and session revocation.
Business criticality Which services affect safety, revenue, customers, or essential operations? Guides isolation trade-offs and recovery sequencing.
Data sensitivity Does the environment hold regulated, contractual, personal, financial, health, or trade-secret information? Changes legal review, notification analysis, and containment urgency.
Recovery readiness Are backups clean, complete, offline or otherwise protected, and tested? Determines whether restoration can begin without reinfection or data loss.
Notification duties Which jurisdictions, sectors, contracts, insurers, regulators, and affected people apply? Sets required approvals, contacts, and timing; there is no universal deadline.

Containment, eradication, and recovery pitfalls

Do not let decryption success end the investigation

A decryptor, a restored snapshot, or an unaffected backup addresses availability. It does not show that an attacker lacked access to the original data. Continue the exfiltration review until the evidence supports a documented conclusion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not rebuild before preserving evidence

Reimaging systems can remove the very logs, memory, persistence mechanisms, and malware artifacts needed to identify the initial access path and data exposure. If operations require rapid replacement, have responders collect the highest-priority evidence first and preserve original storage where feasible.

Do not trust backups merely because they exist

Attackers often target backup consoles, credentials, catalogs, and snapshots. Test restoration in an isolated environment, verify that restore points predate compromise, rotate exposed credentials, and monitor restored systems before reconnecting them.

Do not treat a suspicious utility as proof

Rclone, Rsync, FTP, SFTP, and web storage can be legitimate. Attribute activity by checking the account, command or process context, source and destination, files touched, authorization, and timing. Preserve the finding as a lead when corroboration is unavailable.

Communications and legal coordination

Use a single incident lead to coordinate technical findings with legal, privacy, executive, customer-support, and communications teams. Keep public statements factual and limited to what has been established. Avoid promising that no data was taken merely because systems are operational, and avoid claiming that all data was stolen based only on an attacker’s unverified assertion.

Whether notification is required depends on where the organization operates, the sector, the information involved, contractual commitments, and the people affected. CISA and NIST guidance can structure the investigation, but they do not replace local legal advice or regulator-specific instructions. Preserve a record of the evidence and reasoning behind each notification decision.

Preparedness that reduces both forms of harm

  • Maintain tested, protected backups with credentials and management planes separated from ordinary user accounts.
  • Use phishing-resistant or otherwise strong multi-factor authentication for administrators, remote access, and cloud services.
  • Apply least privilege, segment critical networks, restrict remote-management exposure, and monitor privileged actions.
  • Enable centralized, time-synchronized logging for identity, endpoint, network, VPN, cloud, backup, and data-access events.
  • Define retention periods that preserve the evidence needed for an investigation, including short-lived network and endpoint telemetry.
  • Inventory sensitive data and its owners so investigators can quickly identify likely breach impact.
  • Exercise scenarios that cover encryption only, theft only, and double extortion, including communications and notification decisions.
  • Keep an out-of-band contact list for incident responders, legal counsel, insurers, law enforcement, and critical suppliers.

Authoritative guidance to keep available

  • CISA, FBI, NSA, and MS-ISAC, #StopRansomware Guide: CISA describes the guide as updated May 2023 and includes prevention advice and a response checklist.
  • NIST IR 8374 Rev. 1, Ransomware Risk Management: A Cybersecurity Framework 2.0 Community Profile: final publication dated June 11, 2026.
  • NIST SP 800-61 Rev. 3, Incident Response Recommendations and Considerations for Cybersecurity Risk Management: published April 3, 2025.
  • NIST SP 1800-29, Data Confidentiality: Detect, Respond to, and Recover from Data Breaches: published February 2024.
  • CISA, FBI, and Australian Cyber Security Centre, #StopRansomware: Play Ransomware: updated June 4, 2025; it illustrates exfiltration followed by encryption and a threatened leak, not a sequence every attacker uses.
  • NIST SP 1800-26, Data Integrity: Detecting and Responding to Ransomware and Other Destructive Events: published December 2020, with emphasis on identifying the source, affected systems, and impact-analysis data.

The practical rule is simple: investigate encryption and exfiltration independently, contain first, preserve evidence, and make recovery and notification decisions from the documented scope rather than from whether files happen to be readable.
