A clean, tested backup is usually the more dependable recovery route when one is available. A decryption tool may help when it is confirmed for the exact ransomware variant, but there is no universal decryptor and no guarantee that either method will work. In both cases, isolate affected systems and protect clean recovery sources before restoring or reconnecting anything.

How the two recovery options differ

A decryption tool attempts to unlock files encrypted by ransomware on the affected systems. Its usefulness depends on whether a trustworthy tool exists for the specific ransomware variant and works with the affected files. CISA advises consulting federal law enforcement about possible decryptors because researchers have sometimes found flaws in particular variants and released tools. CISA’s #StopRansomware Guide does not endorse using a generic decryptor.

Backup restoration replaces affected data or systems with copies from before the attack. That option depends on having backups that are current enough, accessible, and not themselves compromised. CISA recommends keeping critical backups offline and encrypted, and regularly testing their availability and integrity.

Which option is safer?

Neither option is safe by itself if compromised systems remain connected or the recovery environment is not clean. With incident containment in place, restoration from a verified backup is generally the more dependable choice when suitable backups exist: it does not depend on a decryptor being available or matching the infection. A decryptor is a reasonable possibility when qualified responders or authorities confirm that the tool is appropriate for the variant.

There is no universal published success rate comparing decryptors with backup restoration in the cited official guidance. The better choice depends on the particular incident, including how much data the backup covers, how recent and intact it is, whether a matching decryptor exists, and the time and cost of recovery. CISA recommends evaluating the technical feasibility, timeliness, and cost of restarting systems from backups.

Compare the options against the incident

Factor Decryption tool Backup restoration
Availability Depends on a tool existing for the specific variant. Ask law enforcement or qualified incident responders about confirmed options. Depends on having a sufficiently current, accessible backup that was not compromised.
Integrity and compatibility Confirm the tool’s provenance and compatibility before use; a generic or mismatched tool is not a dependable recovery plan. Check backup availability and integrity. Offline, encrypted copies are less exposed to ransomware targeting accessible backups.
Operational risk A mismatched or untrusted tool may fail to recover files. Restoring into an infected or inadequately contained environment can reintroduce compromise.
Data theft and extortion Decrypting files does not undo theft or resolve threats to disclose information. Restoring files also does not undo theft or settle any applicable notification obligations.
Time and cost Case-specific; the cited official guidance gives no universal figure. Case-specific; CISA recommends assessing feasibility, timeliness, and cost for the incident.

What to do before recovery

  1. Contain the incident. Follow the organization’s incident response plan and isolate affected devices or networks. CISA recommends isolating impacted systems to limit spread.
  2. Protect backups. Secure unaffected backup systems and data; avoid exposing them to compromised systems.
  3. Preserve evidence where feasible. System images, memory, logs, and relevant malware samples may help investigation. Take particular care with volatile evidence that may be lost if a system is shut down or changed.
  4. Get incident-specific advice. Consult law enforcement or qualified incident responders about the infection and whether a variant-matched decryptor is available.
  5. Choose a recovery route. If suitable backups exist, prioritize restoring critical services from offline, encrypted copies. Validate backups and recovered systems as part of the organization’s recovery process. If considering a decryptor, verify that it matches the infection and comes from a trusted source.
  6. Reconnect only clean systems. Confirm recovery systems are not compromised before reconnecting them, then document lessons learned.

These principles follow CISA’s #StopRansomware Guide, revised October 19, 2023. For organizations using operational technology, NIST’s OT Backup Quick Start Guide, published June 17, 2026, recommends integrating backups into change management, creating them regularly, testing them, and reviewing them during recovery exercises. That guide is OT-focused rather than a universal consumer procedure.

File recovery is not the whole incident

Ransomware can involve data theft and threats to disclose information as well as encryption. Restoring files or decrypting them does not establish whether information was stolen, remove disclosure threats, or resolve any reporting duties. NIST’s Ransomware Risk Management: A Cybersecurity Framework 2.0 Community Profile, published June 2026, describes ransomware risk management across governing, identifying, protecting, detecting, responding, and recovering. Organizations may need to handle breach notification and extortion issues alongside technical recovery.

What this comparison cannot promise

Official guidance supports containment, tested backups, and incident-specific consideration of decryptors; it does not establish that one recovery method is always safer, faster, or successful. A real decision depends on the variant, affected systems, backup condition and coverage, operational needs, and applicable reporting obligations. This is general guidance, not an incident-specific recovery plan.
