At a June 26, 2024 House hearing, then-Commerce Secretary Gina Raimondo argued that the United States needs international partners to shape AI standards and safety guidelines. “We can’t do this — we cannot do this alone,” she said in response to a question about international standards. The hearing transcript is marked unedited and warns that statements may be inaccurate, incomplete, or misattributed.
What Raimondo meant by “cannot do this alone”
Raimondo was speaking about cooperation on AI standards—not making a blanket claim that the United States cannot compete in AI without other countries. In the unedited House hearing transcript, she described a meeting that day with Korean and Japanese counterparts and said the United States had started working with the European Union. She urged like-minded countries to align around AI safety guidelines. Those were examples of engagement, not a complete list of partners. Read the June 26, 2024 hearing transcript.
Why international standards matter to her argument
AI systems and services can cross national borders, while governments may develop different approaches to safety and oversight. Raimondo’s position was that the United States should work with other countries on shared safety guidelines rather than try to shape standards in isolation. Her testimony expresses that policy case; it does not establish whether international alignment has been achieved or measure its effects.

They argued that no country or company can shape AI’s future alone and called for action to influence AI development. How the argument connects to supply chains
Wireless networks: a separate example
In prepared remarks at the Virginia Innovation Forum on February 13, 2024, Raimondo made a related but distinct argument about wireless supply chains. She said the United States could not diversify those supply chains alone and needed allies and partners. She presented open, interoperable wireless networks as a way to encourage innovation, strengthen supply chains, improve security, and potentially lower consumer costs. These remarks concerned wireless policy, not the AI-standards exchange at the House hearing. Read the prepared remarks.
Semiconductors: a dated capacity concern
In prepared remarks on CHIPS Act implementation on February 26, 2024, Raimondo linked demand for generative AI to the need for leading-edge chips. She described U.S. manufacturing and packaging capacity as strategic gaps at that time. Her remarks cited tens of thousands of leading-edge chips to train one frontier AI model; that is the figure presented in her 2024 speech, not an independently verified current measurement. It should not be treated as a current assessment of U.S. capacity. Read the prepared remarks.

What the remarks do—and do not—say about the AI race
Taken together, Raimondo’s statements make a case for combining domestic investment with international coordination. In her June hearing testimony, the immediate issue was AI standards and safety guidelines. Her other remarks extend the cooperation argument to wireless supply chains, while her CHIPS Act remarks address domestic manufacturing and packaging needs. These are connected policy concerns, but they are not evidence that the United States is winning or losing the global AI race. The cited remarks provide no current comparative ranking or outcome measures for judging national progress.
