For a question-answering system built on private or frequently changing documents, retrieval-augmented generation (RAG) usually requires less labeled data preparation than fine-tuning. RAG retrieves relevant passages at inference time, so the main work is collecting, cleaning, indexing and evaluating the source material. Fine-tuning requires representative input-and-output examples (or labels), a dataset in the format required by the training method, and validation or test data.
That is a comparison of data preparation, not a promise that RAG always takes less total engineering work. Poorly formatted documents, weak extraction or inadequate retrieval evaluation can make a RAG project substantial. Fine-tuning can be the better fit when the goal is a repeatable behavior, task pattern or output format rather than access to changing facts.
The direct answer: less labeling usually means RAG
RAG and fine-tuning solve different problems. RAG leaves the model’s learned parameters unchanged and supplies selected external content in the prompt when a user asks a question. Fine-tuning changes model behavior by training it on examples that pair realistic inputs with desired outputs or labels.
That distinction determines what your team must prepare:

If your starting point is a folder of policies, manuals, tickets or other documents and your objective is grounded answers, RAG commonly avoids the time-consuming task of writing and labeling thousands of question-and-answer examples. If your starting point is a stable task with many good demonstrations—for example, consistently returning a particular JSON structure—fine-tuning may require less work than designing a sophisticated retrieval system.
No cited source establishes a universal labor, cost or speed winner. The practical answer depends on document condition, update frequency, retrieval quality, model support, example availability and the evaluation workflow you can operate.
What “data preparation” includes in each approach
RAG preparation is corpus and retrieval preparation
A RAG system needs content that can be found and inserted into a model request. Preparation normally includes selecting authoritative sources, obtaining permission to use them, removing obsolete or duplicate material, extracting text from PDFs or other formats, preserving useful structure, splitting content into retrievable chunks, attaching metadata, creating or updating an index, and testing whether the right passages are returned for representative questions.
Recommended Free Tools
These steps are not optional simply because RAG does not train the model. A scanned PDF may need optical character recognition; a table may need restructuring; a document with multiple versions may need effective dates and access controls. Chunking that separates a definition from its exceptions can produce a technically relevant but misleading result. Retrieval tests therefore belong in the preparation plan, not only in production troubleshooting.
Fine-tuning preparation is example and evaluation preparation
Fine-tuning starts with examples that demonstrate the target behavior. Each input should resemble a real request, and each target should show what a correct answer looks like. Depending on the method, targets may be text completions, classifications, tool choices, rankings or another supported format.
The examples must be serialized exactly as the selected provider or training library expects. You also need a validation or test set when the method calls for one, a repeatable evaluation procedure and a way to detect contradictory, unsafe or low-quality labels. A large collection of loosely related text is not automatically a fine-tuning dataset: the model needs a clear relationship between input and desired output.
How much preparation a RAG project actually needs
1. Define the knowledge boundary
List the questions the system must answer and identify the documents that are authoritative for those questions. Decide whether the system should answer only from retrieved material, cite passages, refuse when evidence is missing, or combine retrieved facts with general model knowledge. This boundary determines what belongs in the corpus and what should be handled by a separate workflow.

2. Collect and curate sources
Prefer current, approved documents over everything available. Remove duplicates and superseded versions, record ownership and effective dates, and preserve relationships such as a policy’s section headings or a manual’s product version. If different users are allowed to see different documents, carry permission metadata into retrieval rather than filtering only after generation.
3. Extract and normalize content
Convert each source into text while retaining headings, lists, table labels and other signals that help a retriever understand context. Check extraction manually on a sample of every important format. A file that appears readable to a person can yield empty, scrambled or missing text to an indexing pipeline.
4. Choose chunk boundaries and metadata
Split content at meaningful boundaries such as sections, procedures or question-and-answer units. Chunks that are too small omit qualifying context; chunks that are too large dilute retrieval precision and consume more context window. Store metadata such as title, section, date, language, product version and access group so results can be filtered and displayed accurately.
5. Build and refresh the index
Generate the representations required by the chosen retrieval method, store the chunks and metadata, and define how additions, edits and deletions propagate. The exact process varies by platform. A refreshable corpus is one of RAG’s main advantages for changing knowledge, but only if the update process removes stale entries and verifies that new content is searchable.
6. Evaluate retrieval independently of generation
Create a set of real or carefully constructed questions with the passages that should support them. Measure whether relevant material appears in the returned set and inspect near misses, duplicates and stale versions. Then evaluate the generated answer for faithfulness, completeness and refusal behavior. A fluent answer cannot compensate for retrieving the wrong policy.
Google Cloud’s RAG guidance and AWS guidance on querying custom documents both emphasize that retrieval quality is central. An irrelevant passage can lead to an off-topic or incorrect response even when the language model follows the supplied context exactly.
How much preparation fine-tuning actually needs
1. State the behavior, not just the subject
Fine-tuning is most useful when you can describe a repeatable change in behavior: a classification decision, a response style, a fixed schema, a tool-calling pattern or a domain task with stable inputs and outputs. “Know our latest internal policy” is usually a knowledge-access requirement; “return a policy decision in this schema with these fields” may be a behavior requirement.

2. Gather representative inputs
Sample the variation the model will see in production: different phrasings, lengths, languages, edge cases and levels of ambiguity. Include difficult but legitimate requests, not only easy demonstrations. If examples are narrow, the tuned model may improve on the training phrasing while failing on ordinary user wording.

3. Write consistent targets or labels
Targets should reflect the desired answer, format and policy. Resolve disagreements before training, and avoid examples that teach mutually incompatible rules. For open-ended responses, define what “correct” means—required facts, acceptable uncertainty, prohibited claims and formatting—so reviewers can score outputs consistently.
4. Format data for the selected method
Use the provider’s documented schema and file format. OpenAI’s reinforcement fine-tuning guidance, for example, documents training and test datasets in JSONL for that workflow; another provider or method may require a different structure. Validate every record, escaping rules, required fields and token limits before starting a run.
5. Hold out validation or test data
Do not measure success only on examples used for training. Keep representative records aside, including difficult cases and cases that distinguish the tuned behavior from the base model. Compare against an untuned baseline where possible, and inspect regressions such as better formatting but worse factual caution.
6. Plan iteration and retraining
When the desired behavior changes, update examples and run another training cycle. When the underlying facts change, examples may become stale and the model may continue producing old information until it is retrained or otherwise constrained. AWS notes that fine-tuning can take hours to days in its guidance and may be unsuitable when custom documents change frequently.

| Amazon Web Services, Amazon Nova Understanding-model fine-tuning preparation | At least 100 samples per task | The page says the minimum depends on task complexity. This is guidance for the described Nova workflow, not every AWS model or tuning method. |
| Google Cloud, Gemini supervised fine-tuning preparation | Start with 100 examples | The guide says dataset quality matters more than quantity and recommends a validation dataset. It applies to the cited Gemini supervised-tuning workflow. |
| OpenAI, reinforcement fine-tuning guide | Several dozen to a few hundred examples as a starting range | This is a suggested range for assessing usefulness in that RFT workflow, not a universal fine-tuning requirement. The guide specifies training and test JSONL datasets. |
These figures come from different providers, models and methods. They cannot be added together, treated as a cross-platform minimum or used to predict the labor required to create examples. In all three cases, a smaller, consistent and representative set can be more useful than a larger set of noisy records.
When RAG is the lower-preparation choice
- Your facts live in documents already. Policies, product manuals, contracts, knowledge-base articles and incident records can become a retrieval corpus without converting every possible question into a labeled answer.
- The information changes often. Updating an approved corpus and index can avoid retraining for every revision. AWS specifically describes RAG as a way to build question answering over custom documents without fine-tuning.
- You need traceable evidence. Retrieval can preserve the passage, title and version used to answer, provided the application displays and evaluates those references.
- You lack enough consistent demonstrations. If subject-matter experts can identify authoritative documents but cannot agree on hundreds of ideal responses, retrieval may be a more practical starting point.
RAG is not automatically simpler when the corpus consists of scans, images, complex spreadsheets or constantly conflicting versions. In those cases, extraction, normalization, permissions and retrieval evaluation may dominate the project.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →When fine-tuning may require less overall preparation
- The task is stable and repetitive. Classification, routing, structured extraction or a fixed response format can be demonstrated directly with examples.
- The desired change is behavioral. You want consistent tone, sequence, tool selection or schema adherence rather than access to a large changing knowledge base.
- You have a reliable example source. Existing reviewed interactions, labeled records or simulation-generated cases can provide representative inputs and targets with clear quality control.
- Retrieval would add little value. If answers depend on short user inputs and a stable decision rule rather than long external documents, an index may introduce unnecessary components.
Fine-tuning does not make factual updates automatic. If the model must reflect a new policy, product release or regulation, determine whether the change belongs in the retrieval corpus, the examples, the application rules or a new training run.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical decision procedure
- Write the failure you are trying to fix. “The model does not know the current handbook” points toward retrieval. “The model returns valid facts but ignores our required JSON schema” points toward behavior or format work.
- Identify the source of truth. If it is a maintained document set, inventory its formats, versions, permissions and update cadence. If it is a set of reviewed input/output decisions, assess how many representative examples exist.
- Estimate preparation risk, not just record count. For RAG, inspect extraction and retrieval difficulty. For fine-tuning, inspect label agreement, edge-case coverage and the effort to review targets.
- Build a small evaluation set first. Include ordinary, ambiguous, adversarial and no-answer cases. For RAG, mark the passages that should be retrieved. For fine-tuning, define the acceptable outputs or labels.
- Prototype the narrowest suitable method. A small RAG index can reveal whether documents are retrievable. A small tuning experiment can reveal whether examples improve the target behavior. Keep the baseline and compare on held-out cases.
- Account for updates. Ask who will add, remove or correct documents, and who will approve new examples and trigger training. The method with the smaller initial dataset may still have greater maintenance work.
Common preparation mistakes and fixes
“RAG needs no training data, so any files will work”
Why it fails: extraction errors, duplicates, stale versions and poor chunk boundaries cause bad retrieval.
Fix: curate an authoritative corpus, preserve structure and metadata, test extraction on each format, and evaluate retrieval with known-answer questions before tuning prompts.
“More fine-tuning examples always improve the model”
Why it fails: inconsistent labels, irrelevant examples or duplicated phrasing can teach the wrong rule and hide poor generalization.

“A retrieved passage guarantees a correct answer”
Why it fails: the passage may be irrelevant, incomplete, superseded or misinterpreted by the generator.
Fix: score retrieval separately, include version and date metadata, instruct the application how to respond when evidence is missing, and inspect generated answers for faithfulness.
“A tuned model will remember future document changes”
Why it fails: training captures patterns from the examples available during the run.
Fix: use retrieval or application rules for volatile facts, or establish a controlled process for refreshing examples and retraining when the source of truth changes.
“Vendor sample guidance is a universal recipe”
Why it fails: the cited counts apply to specific providers and methods.
Fix: attach each recommendation to its documented workflow, then use your held-out evaluation set to determine whether additional examples add value.
Using both methods without duplicating their jobs
A hybrid system can use RAG for current facts and fine-tuning for stable behavior. For example, retrieval can supply the current policy text while a tuned model consistently extracts required fields, chooses a response schema or follows a refusal pattern. The division should be explicit: documents remain the source of changing knowledge, while examples teach how to use that knowledge.
Do not fine-tune a model merely to memorize a corpus that changes weekly, and do not build a large retrieval system to solve a formatting habit that can be demonstrated directly. Evaluate the combined system against the same cases used to assess each component, including cases where the corpus has no answer.
Bottom line for project planning
Choose RAG first when your main preparation asset is a document collection and the model must answer with current, private or traceable information. Choose fine-tuning first when your main asset is a reviewed set of representative examples and the desired improvement is a stable task, behavior or output format. RAG usually demands less labeled data creation for custom-document question answering, but neither approach is preparation-free and neither has a universally smaller total workload. Decide by comparing the condition of your sources, the quality of your examples, how often facts change and how you will evaluate failures.
