Use retrieval-augmented generation (RAG) when an assistant must answer from current company documents, show supporting sources, or reflect frequent policy changes. Use fine-tuning when the model already has the necessary context but needs more consistent behavior, formatting, classification, tone, or task execution. A hybrid can combine both, but only after evaluation shows that each solves a distinct problem.
The short answer: choose based on the failure you need to fix
RAG and fine-tuning solve different problems. RAG supplies relevant company information at question time. Fine-tuning changes how a model responds by training it on examples of desired inputs and outputs. Neither approach is automatically more accurate, cheaper, or easier to operate.
- Choose RAG first for employee handbooks, product documentation, contracts, procedures, support articles, and other knowledge that changes or must be traceable to source passages.
- Consider fine-tuning when the model has the required information in its prompt or retrieved context but still follows instructions inconsistently, uses the wrong format, misclassifies requests, or fails to maintain a required style.
- Consider both when retrieval supplies the facts and a tuned model demonstrably improves a stable behavior such as brand voice, structured extraction, or a specialized workflow.
Start with representative company questions and an evaluation set. Compare a prompted baseline, a RAG system, and—if a behavior gap remains—a tuned model using the same success criteria. An architecture label is not proof of quality.

What RAG does for a company knowledge assistant
Retrieval adds knowledge at answer time
A RAG system keeps company material outside the model’s learned parameters. When an employee asks a question, the system searches an indexed collection for relevant passages, adds those passages to the model’s context, and asks the model to answer from that evidence. Retrieval can use semantic similarity, keyword matching, or both. OpenAI’s File Search documentation, for example, describes semantic and keyword search over uploaded files in a vector store.

This arrangement lets the knowledge source change without retraining the model. Updating a travel policy, replacing an old product specification, or adding a new incident runbook can be an ingestion and indexing task rather than a training project.
RAG can expose supporting evidence
Because the answer is generated from retrieved passages, the application can retain document names, sections, page numbers, links, or other metadata and display them as sources. That is useful when an employee needs to verify a policy, an auditor needs an evidence trail, or a support agent must distinguish an official procedure from an informal comment. Retrieval does not guarantee trustworthy citations: the search must return the right passages, and the model must use them accurately.
RAG is an operating system, not just a vector database
A production implementation normally includes source selection, parsing, chunking, indexing, metadata, permissions, refresh schedules, retrieval filters, prompt construction, answer generation, monitoring, and failure handling. OpenAI documents metadata filters for file search, while AWS describes returning source references in RAG responses. These features are implementation choices, not automatic properties of every RAG framework.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
OpenAI’s current Vector Stores API reference documents an automatic default of 800 tokens per chunk with 400 tokens of overlap. Those numbers are defaults for that product, not a general RAG standard. Different document types may require different boundaries, such as preserving an entire procedure step, table, exception, or definition in one retrievable unit.
What fine-tuning changes
Training examples shape behavior
Fine-tuning trains a supported base model on examples that demonstrate the desired input-to-output behavior. The objective might be a strict JSON structure, a classification label, a concise support response, a domain-specific extraction task, or a consistent editorial voice. Microsoft similarly positions tuning for behavior, style, and task performance.
Fine-tuning is not a live document repository. Training examples can teach recurring patterns, but they are a poor mechanism for frequently changing policies, prices, inventory, organizational charts, or other facts that must remain current. A tuned model may reproduce a learned answer without identifying the document from which that answer came.

Fine-tuning does not inherently provide document references
A fine-tuned response can be fluent and consistent while offering no document-level source reference. You can require a citation-like field in the output format, but the model will not have a genuine source to cite unless the application also supplies and verifies one. If traceability is a requirement, retrieval and source metadata usually belong in the design.

Fine-tuning requires carefully selected examples, a supported model, a training and evaluation workflow, monitoring after deployment, and a plan for base-model deprecation. Examples should represent real requests and show the exact behavior you want, including how the system should respond when information is missing or a request is out of scope. Evaluation must use representative unseen inputs rather than only the examples used for training.
RAG versus fine-tuning by decision criterion
| Decision axis | RAG tends to fit when… | Fine-tuning tends to fit when… |
|---|---|---|
| Primary gap | The model lacks access to company facts or documents. | The model has the information or context but responds inconsistently or performs a task poorly. |
| Knowledge changes | Documents change often and can be refreshed in the knowledge source. | The desired behavior or task pattern is comparatively stable and can be represented in examples. |
| Traceability | Readers need answers grounded in retrievable passages and source metadata. | The goal is behavior change; tuning alone does not inherently return document-level references. |
| Desired output | Answers should use relevant retrieved context. | Consistent formatting, tone, classification, or task execution matters most. |
| Main operations | Ingestion, indexing, retrieval relevance, permissions, metadata, and grounded generation. | Training-data quality, supported models, training and evaluation, inference behavior, and model lifecycle. |
| Cost and latency | Measure retrieval, indexing and storage, and generation for the intended workload. | Training may add an upfront cost; shorter prompts can sometimes reduce inference tokens or latency at scale, but actual economics must be measured. |
These are tendencies, not guarantees. A weak retriever can make a RAG assistant fail to find the needed paragraph. A tuned model can still invent unsupported claims. The winning design is the one that passes your evaluation and governance requirements.
Freshness, sourceability, and changing company documents
When policies and facts change
RAG is usually the safer starting point when documents change frequently. A revised expense limit can be ingested, indexed, and made available after the refresh process completes. With fine-tuning, the same change would require new training examples, another training run, validation, and deployment; meanwhile, the old behavior may remain encoded in the model.
Freshness still depends on operations. Define who owns each source, how quickly updates are detected, how documents are versioned, and what happens while an index is being rebuilt. A retrieval system that contains yesterday’s policy can answer confidently but incorrectly.
When employees need to verify an answer
Use retrieval metadata to show the document and passage used for an answer. Require the assistant to say when no adequate source was found instead of filling the gap from general model knowledge. Test whether source references actually support the claims being made; displaying a link without checking its relevance is not traceability.

Behavior, formatting, and specialized tasks
Good candidates for tuning
- Converting a support ticket into a fixed schema with reliable field names.
- Applying a stable classification taxonomy to incoming requests.
- Following a multi-step internal workflow with fewer format violations.
- Maintaining a defined tone or response structure across many interactions.
- Performing a repeated extraction or transformation task when prompts alone remain inconsistent.
These examples assume the model receives the information it needs. If the task also requires current internal facts, add retrieval rather than trying to memorize those facts through training.
When prompting may be enough
Before tuning, test clearer instructions, a strict output schema, a few high-quality examples in the prompt, and relevant retrieved context. OpenAI recommends an iterative optimization loop that evaluates representative inputs, improves prompts and context, and uses fine-tuning only where it helps. Tuning adds data and lifecycle obligations, so it should address a measured, repeatable gap.
A practical decision process
- Define the task and acceptable answer. Write down whether success means factual correctness, a source reference, a classification, a format, a tone, a workflow outcome, or several of these.
- Collect representative questions. Include ordinary requests, ambiguous wording, long documents, outdated documents, permission-sensitive questions, and requests for information that does not exist. Do not evaluate only easy demonstrations.
- Diagnose the failure. If the model cannot answer because it lacks a company fact, the gap is knowledge access. If the needed context is present but the response violates a schema or workflow, the gap is behavior.
- Build a prompted baseline. Use the same base model, instructions, and answer policy that you intend to deploy. Record factual accuracy, unsupported claims, refusal behavior, formatting, latency, and token usage.
- Test RAG when documents are involved. Measure whether the correct source is retrieved, whether permissions are enforced, whether the answer is grounded in that source, and whether the displayed references support each material claim.
- Improve retrieval before blaming generation. Check parsing, chunk boundaries, overlap, metadata filters, query rewriting, ranking, duplicate documents, and refresh timing. A model cannot use evidence that was never retrieved.
- Test fine-tuning only for a demonstrated behavior gap. Prepare examples that show the target behavior, include edge cases, reserve unseen evaluation data, and confirm that the chosen provider and model support training.
- Compare deployed economics. Measure indexing and storage, retrieval calls, generation tokens, training, inference latency, maintenance effort, and failure-recovery work under realistic traffic. Do not rely on a generic claim that one architecture is cheaper.
- Set go-live gates. Define minimum factual accuracy, source-support rate, permission correctness, formatting compliance, latency, and escalation behavior. Re-run the suite whenever documents, prompts, models, or training data change.
Permissions and governance: the part RAG does not solve automatically
Putting confidential files in a vector store does not ensure that every employee sees only authorized content. Access control must be enforced when documents are ingested, indexed, retrieved, and presented. Common controls include document ownership, department or project metadata, identity-aware filters, tenant boundaries, and an answer policy that refuses when authorization is uncertain.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute- Indexing: preserve source permissions and document versions as metadata.
- Retrieval: apply the user’s identity and entitlements before passages reach the model.
- Generation: instruct the assistant not to infer restricted details from unrelated context.
- Display: ensure that source links and snippets are themselves accessible to the requesting user.
- Testing: include cross-department, former-employee, contractor, and revoked-access cases in evaluation.
Fine-tuning introduces a different governance risk: sensitive information included in training examples can influence model outputs beyond the original document boundary. Keep training data narrowly scoped, review it for confidential content, and establish retention and deletion procedures with the provider.
Cost, latency, and engineering trade-offs
RAG costs are operational and workload-dependent
RAG can add ingestion and parsing jobs, embedding or indexing work, storage, retrieval calls, metadata maintenance, and extra context tokens in each generation request. Latency depends on search, reranking if used, network calls, and the size of the final prompt. The correct measurement is your document volume, refresh rate, query mix, and traffic pattern.
Fine-tuning trades prompt work for training and lifecycle work
A tuned model may need fewer instructional tokens and can sometimes reduce inference latency or token cost at scale. Those potential savings must be compared with training charges, data preparation, evaluation, redeployment, monitoring, and retraining when behavior or the base model changes. AWS describes fine-tuning jobs as potentially taking from a few hours to days depending on model size; that is qualitative vendor guidance, not a universal schedule.

A hybrid system keeps RAG for current, sourceable company facts and uses a tuned answer model for a stable behavior. For example, retrieved policy passages can provide the authoritative content while tuning encourages a consistent response structure or brand voice. AWS describes preserving the RAG architecture while fine-tuning the answer-generating model, and Google Cloud gives a similar brand-voice-and-grounding example.
Do not add tuning simply because a RAG prototype is imperfect. First establish that retrieval returns the right evidence and that the model can follow a clear instruction with that evidence. Then isolate the remaining behavior problem and test whether tuning improves it without reducing factual grounding, refusal quality, or source support.
Example evaluation for a hybrid assistant
- Retrieval recall: does the correct policy passage appear in the retrieved set?
- Grounded accuracy: does the final answer agree with that passage?
- Source support: can a reviewer trace each material claim to a displayed source?
- Behavior compliance: does the answer follow the required structure and tone?
- Security: does each test identity receive only authorized passages and links?
- Robustness: does the assistant abstain or escalate when evidence is missing or contradictory?
Provider availability can change the decision
Provider support is a current implementation constraint, not a permanent architectural fact. As of October 13, 2026, OpenAI’s model-optimization documentation says its fine-tuning platform is being wound down: it is no longer accessible to new users, while existing users can create jobs for the coming months. Fine-tuned models remain available for inference until their base models are deprecated.
This statement applies to OpenAI’s platform and may change. It does not mean that fine-tuning is unavailable from every provider. Before committing to a new implementation, verify the provider’s current training access, supported models, regional availability, pricing, retention terms, deprecation policy, and migration options.

“RAG returns irrelevant passages”
Review document parsing, query wording, metadata filters, duplicate files, and the indexing schedule. Test semantic and keyword retrieval separately where the platform permits it. Keep tables, headings, and procedural steps intact when splitting documents.
“Fine-tuning memorized an outdated answer”
Move volatile facts out of training examples and into a governed retrieval source. Retrain only for stable behavior, and use evaluation cases that explicitly test changed policies and conflicting information.
“The tuned model still violates the format”
Check whether the examples consistently show valid outputs, whether edge cases are represented, and whether the inference prompt gives the model the required context. Validate the output in application code and return a controlled error or retry rather than accepting malformed data.
“Authorized users receive no answer”
Check identity propagation, metadata values, document ACL synchronization, and filter logic. Log retrieval decisions without exposing sensitive content, and include permission regression tests whenever access groups or source systems change.
Recommended default for most company knowledge projects
For a new assistant that answers questions about internal documents, start with a well-governed RAG baseline. Make the source corpus, refresh policy, permissions, retrieval quality, and citation behavior measurable. Add fine-tuning only after testing shows that the model’s behavior—not missing or stale knowledge—is the remaining bottleneck.
If both factual grounding and a stable response behavior matter, evaluate a hybrid against the RAG-only system. Keep the simpler design when the measured improvement from tuning does not justify its training, lifecycle, and provider risks.
