To stop users from pinning or unpinning Quick Settings buttons, configure the device-scoped DisableEditingQuickSettings policy with a value of 1. The Quick Settings panel remains available; users simply cannot customize it. Microsoft documents this policy for Windows 11 version 22H2 and later on Pro, Enterprise, Education, and IoT Enterprise editions.

What the policy changes

Microsoft’s Policy CSP – Start states: “If you enable this policy, the user will be unable to modify Quick Settings.” In practice, the policy blocks changes such as pinning or unpinning buttons. It does not hide the panel, so users can still access Quick Settings controls, including network and volume.

The setting is device-scoped, not user-scoped. Its Policy CSP path is ./Device/Vendor/MSFT/Policy/Config/Start/DisableEditingQuickSettings. The value is an integer: 1 disables editing, while 0 (the default) allows it.

Configure the policy in Intune

Create a Windows device configuration profile and use the Settings catalog to locate the setting. Microsoft’s Windows device configuration guidance describes creating and assigning configuration profiles. The exact Settings catalog category or display label can vary; identify the policy by its documented name, DisableEditingQuickSettings, rather than relying on an unverified category path.

  1. In the Intune admin center, create a Windows device configuration profile and choose the Settings catalog.
  2. Search the catalog for DisableEditingQuickSettings and configure it to disable editing. If the setting is presented as an enable/disable control, enable the policy; the corresponding CSP value is 1.
  3. Assign the profile to the intended device group, then review the assignment before creating the profile.

Microsoft documents the policy for Windows 11 version 22H2 (build 10.0.22621) and later, including Pro, Enterprise, Education, and IoT Enterprise editions. Confirm that the target devices meet those requirements.

Choose this policy or remove Quick Settings?

Use DisableEditingQuickSettings when users should retain the panel but must not customize its buttons. If the goal is to hide the panel from the taskbar, Microsoft documents a separate Remove Quick Settings policy. These settings produce different user experiences:

Policy choice Result Scope and restart
Disable editing Quick Settings Panel remains available; users cannot modify its buttons. Device-scoped. No restart requirement is stated for this policy in the cited documentation.
Remove Quick Settings Quick Settings panel is removed from the taskbar. Microsoft’s assigned access troubleshooting guidance says a reboot is required for the removal policy to take effect. The taskbar policy reference documents a separate user-scoped removal policy.

For the broader policy distinction, see Microsoft’s List of the Policy Settings To Configure the Windows Taskbar. Do not choose the removal policy if users still need access to Quick Settings controls such as Wi-Fi or Focus Assist.

Policy references for other management methods

Microsoft also lists a Group Policy equivalent: Computer Configuration > Administrative Templates > Start Menu and Taskbar > Disable editing quick settings. The documented registry mapping is SoftwarePoliciesMicrosoftWindowsExplorer, value DisableEditingQuickSettings. These are reference mappings; for Intune, configure the device policy through the Settings catalog when available.
