Qubits do not solve optimization by listing every possible answer for you. A quantum algorithm encodes an objective function in a Hamiltonian, shapes interference so low-cost assignments become more likely, and then samples the circuit. A classical optimizer repeatedly changes the circuit parameters. This hybrid quantum-classical loop is the central idea behind the Quantum Approximate Optimization Algorithm (QAOA).

Max-Cut makes the process concrete: assign each graph node to one of two sets so as many edges as possible cross between them. Each node becomes a binary variable, the objective becomes a QUBO and then a Hamiltonian, and measured bit strings are candidate partitions. The useful question is not whether a quantum computer tries every answer at once, but whether it can produce better solutions, with less total effort, than the best classical method for the same instance.

Start with a graph: what Max-Cut asks a computer to do

Imagine a graph whose vertices represent facilities, customers or computers and whose edges represent relationships you want to separate. Max-Cut divides the vertices into two sets and maximizes the number (or total weight) of edges with endpoints in different sets. If a six-node graph has binary labels x1, …, x6, an edge contributes to the score when its two labels differ. Flipping every label produces the same partition, so two bit strings can describe one physical cut.

IBM’s Quantum tutorial describes Max-Cut as NP-hard, with uses in clustering, network science and statistical physics. The difficulty is not that the rule is obscure; it is that the number of assignments doubles with every additional node, while edge interactions make a locally attractive choice harmful elsewhere.

From binary variables to a QUBO

A binary optimization model writes the objective as a quadratic unconstrained binary optimization (QUBO), commonly represented as minimizing xTQx. The matrix Q stores each variable’s individual contribution on its diagonal and pairwise interactions off the diagonal. For Max-Cut, the sign convention can be chosen so that minimizing the QUBO is equivalent to maximizing the cut value. Constraints in other applications can be folded into the objective with penalty terms, but an excessively large penalty can swamp the business objective and make the model numerically unhelpful.

A standard variable substitution maps binary values to spin values, for example si = 1 - 2xi. The resulting expression is an Ising Hamiltonian, a weighted sum of products of Pauli-Z operators. Its eigenstates correspond to assignments; a low-energy eigenstate represents a high-quality solution under the chosen sign convention. The mapping must be checked carefully: an algebraic sign error, an omitted edge or an incorrect penalty changes the problem the hardware is actually solving.

What a qubit contributes—and what it does not

NIST explains that qubits “can be put into superpositions of multiple states.” With n qubits, the state has amplitudes for 2n computational-basis combinations. Entanglement can correlate those qubits, allowing the state to represent relationships that are awkward to describe as independent classical bits.

That compact representation is not a free parallel readout. Measurement returns a limited number of classical bit strings and collapses the state. Stephen Jordan, a Google quantum computing researcher and former NIST staff member, puts the misconception plainly: “But contrary to popular belief, this doesn’t allow quantum computers to do an efficient ‘brute force’ search over all the potential solutions.”

The algorithm has to arrange amplitudes so that desirable assignments are sampled more often than undesirable ones. Interference is the mechanism: paths leading to some states reinforce while others cancel. If the circuit, parameters or objective encoding do not create that bias, a large superposition is merely a large set of possibilities that still yields poor samples.

QAOA in simple terms

IBM defines the Quantum Approximate Optimization Algorithm as “a hybrid quantum-classical iterative method for solving combinatorial optimization problems.” QAOA uses a gate-based quantum circuit with alternating layers. A cost layer applies phases determined by the Hamiltonian; a mixer layer moves probability among assignments. A classical optimizer adjusts the layer parameters and calls the quantum processor again.

The five-step hybrid quantum-classical loop

  1. Prepare a uniform starting state. Initialize all qubits in |0⟩, then apply a Hadamard gate to each one: H⊗n|0⟩. In the computational basis this gives every assignment an initial amplitude.
  2. Apply the cost operator. Implement a unitary such as e-iγC, where C is the cost Hamiltonian and γ is a tunable angle. States with different objective values acquire different phases.
  3. Apply the mixer. A common mixer is e-iβB, with B built from single-qubit X operators. It explores neighboring assignments and uses β to control the mixing angle.
  4. Measure many shots. The processor returns bit strings, not a symbolic list of all 2n states. The classical program evaluates each sample against the original objective and records its energy, cut value or constraint violations.
  5. Update parameters and repeat. A classical optimizer changes γ and β (and more parameters when several layers are used), recompiles or retunes the circuit, and runs another batch of shots. The loop stops at a chosen iteration limit, when parameters stabilize, or when the measured quality stops improving.

For p QAOA layers, the circuit has a sequence such as (cost(γ1) → mixer(β1)) … (cost(γp) → mixer(βp)). Increasing p can make the ansatz more expressive, but it also increases gate count, execution time and exposure to noise. Parameter optimization itself can become difficult because measurement statistics are noisy and the objective landscape may contain flat regions or local optima.

Why the workflow is not a quantum replacement for classical optimization

Most of the work remains classical. Application code builds the graph or schedule, selects variables, adds penalties, converts the model to a Hamiltonian, transpiles the circuit for a particular device, chooses an optimizer and analyzes the returned samples. The quantum processor supplies samples from a parameterized probability distribution. This division is why QAOA is called hybrid rather than a stand-alone quantum solver.

A practical implementation also needs a model-validation stage. Verify that every feasible assignment maps to a legal bit string, that penalty weights enforce constraints without dominating the objective, and that the measured bit string is decoded using the same variable order used to construct the QUBO. Compare the decoded score with a direct calculation of the original business objective; agreement catches many encoding bugs before hardware time is spent.

What “complex” means in an optimization problem

Complexity can come from several sources:

  • Combinatorial growth: binary decisions create up to 2n assignments, and permutations or schedules can grow even faster.
  • Coupled decisions: the value of one assignment depends on many others, as an edge in Max-Cut depends on two endpoint labels.
  • Hard constraints: capacity, timing, coverage or exclusivity rules can require penalty terms or specialized constrained mixers.
  • Multiple objectives: cost, emissions, reliability and service levels may need weights or a Pareto strategy, and those choices affect the Hamiltonian.

QAOA is naturally expressed for QUBO, Ising and related Hamiltonian forms. Candidate uses include graph partitioning, resource allocation and delivery-route planning. IBM cites routing and resource allocation in sustainability contexts, but an application is meaningful only when its objective and constraints faithfully represent the real operation. A quantum circuit cannot repair a poorly chosen objective.

How large are current demonstrations?

IBM’s current QAOA tutorial includes a 100-node utility-scale example and a small example using a backend with 127 or more qubits. Those figures describe demonstration configurations, not a guarantee that a 100-node industrial problem will outperform a classical solver. The number of logical variables is only one resource: connectivity, two-qubit gate count, circuit depth, repetition count and embedding overhead can determine whether the experiment is practical.

NIST’s 2026 page update describes the best systems in its discussion as having hundreds of interconnected qubits and roughly one error in every thousand operations. Qubits are vulnerable to stray fields, temperature fluctuations and cosmic rays, any of which can destroy superposition or entanglement. A circuit that is mathematically shallow may become effectively deeper after hardware-native decomposition and error-mitigation repetitions.

QAOA versus quantum annealing

Aspect QAOA Quantum annealing
Computational model Gate-based, parameterized circuit with alternating cost and mixer layers A different physical and computational approach that evolves a system toward low-energy states
Control Classical software tunes angles such as γ and β and repeats circuit executions The annealing schedule and device controls guide the evolution; the exact controls depend on the hardware
Output Measured bit-string samples from a circuit distribution Samples intended to reflect low-energy configurations of the programmed problem
Typical discussion Near-term gate-model experiments and variational algorithms Certain physics and optimization problems, distinct from the logic-gate model
Evidence status Heuristic near-term method; no universal practical speedup established NIST says it could be faster for certain optimization problems while presenting current claims cautiously

These approaches should not be treated as interchangeable names for the same machine. They use different hardware assumptions, control procedures and performance measures. A fair comparison holds the encoded objective, instance distribution, solution-quality target and total classical overhead constant.

How to tell whether a quantum result is useful

A single impressive bit string is not evidence of an advantage. Benchmarking should report the following quantities together:

Measure What to record Why it matters
Objective quality Best and average objective value, approximation ratio, and constraint-violation rate Shows whether samples are actually good and feasible
Success probability Fraction of shots meeting a defined quality threshold Distinguishes one lucky sample from a reliable distribution
Total runtime Compilation, queue time, calibration, circuit execution, readout, mitigation and classical optimization Quantum processing time alone can hide the real cost
Resource use Physical and logical qubits, two-qubit gates, circuit depth and number of shots Reveals scaling and hardware burden
Noise treatment Error-mitigation method, calibration window and any error-suppression overhead Makes results reproducible and prevents optimistic accounting
Classical baseline Strongest appropriate solver, settings, hardware and stopping rule Tests whether the quantum workflow adds value rather than merely finding a known solution

IBM Research describes rigorous benchmarking methodologies and metrics as an active part of quantum/classical comparison. Use instance families rather than one hand-picked graph, publish the random seeds or generation rules, and compare at equal quality targets. For small cases, compute the exact optimum classically so that approximation quality can be measured directly. For larger cases, document the best-known solution and the time budget instead of claiming exact optimality without proof.

Where near-term QAOA falls short

Noise and finite depth

Every imperfect gate and readout can alter the sampled distribution. More layers may improve the ideal objective while worsening the physical result. Error mitigation can reduce bias but generally requires additional circuits and classical processing; it is not the same as fault-tolerant error correction.

Parameter training overhead

Each parameter update requires repeated shots to estimate an expectation value or score. Statistical uncertainty can mislead the classical optimizer, especially when two parameter settings differ by less than sampling noise. Warm starts, parameter sharing and problem-specific initialization can reduce work, but none removes the need to measure and validate.

Embedding and connectivity

A logical QUBO may require interactions between variables that are not directly connected on the processor. Routing those interactions adds swap gates, depth and error opportunities. The headline qubit count therefore does not equal the number of useful, fully connected logical variables.

No established universal advantage

NIST reports that scientists have published claims of quantum advantage, while noting that early demonstrations have not proved truly useful and that classical computers have sometimes matched or exceeded quantum processors. IBM characterizes near-term optimization as a search for a practical “sweet spot,” using heuristics where exact speedup proofs are absent. The responsible claim for most QAOA experiments is therefore conditional: a particular device, encoding and instance set may show promise, not that quantum computers generally beat classical optimization.

A practical decision framework for an optimization team

  1. Define the business objective and constraints. State what “better” means, including penalties for infeasibility and the acceptable solution gap.
  2. Build a trusted classical formulation. Express the problem as a QUBO or Ising model and test the decoder on randomly generated assignments.
  3. Establish a baseline first. Run a strong classical heuristic, exact solver where feasible, and any domain-specific method under a documented time budget.
  4. Start with simulators or small hardware instances. Confirm that ideal QAOA reproduces expected behavior before adding noise and hardware compilation.
  5. Scale one variable at a time. Track depth, two-qubit gates, shots, queue time and quality as graph size or layer count grows.
  6. Report end-to-end results. Include failures, infeasible samples, mitigation overhead and the strongest classical result. A quantum experiment is useful even when it rules out an encoding or hardware regime, provided the measurement is honest.

What the technology may become

QAOA is a test bed for co-design: optimization theory supplies the Hamiltonian, quantum hardware supplies noisy samples, and classical algorithms decide how to update the circuit. Better devices, improved mixers, error correction and more rigorous benchmarks could make that loop valuable for selected instances. The open question is not whether quantum mechanics can represent many combinations—it can—but whether a complete, reproducible workflow can turn that representation into a lower-cost, higher-quality answer than mature classical methods.

NIST physicist Scott Glancy summarizes the broader outlook: “It seems to me we’re just on the threshold of quantum systems doing genuinely new simulations that we can’t do classically.” For optimization, reaching that threshold will require evidence that survives comparisons on objective quality, probability of success, total runtime, qubit count, circuit depth and noise treatment.
