If a Python command-line tool fails with “An Application Control policy has blocked this file” and os error 4551, Windows may be blocking the executable through Smart App Control (SAC) or another application-control policy. Check SAC’s status and the Code Integrity logs to identify the exact file. If SAC is responsible, the durable fix is a trusted, properly signed build from the software developer; Microsoft says SAC has no per-app bypass.
What error 4551 tells you—and what it does not
In several reported Python CLI failures, os error 4551 appeared alongside Windows’ “An Application Control policy has blocked this file” message. That pairing makes an application-control block a strong lead, but the error alone does not prove SAC caused it. Windows Defender Application Control (WDAC), an organization’s managed policy, or another application-control rule may also be involved.
The relevant target may be a generated launcher, a Python interpreter, or another executable used during installation or startup. Identifying the exact blocked path matters: a CLI command can invoke more than one executable, and the command name alone does not reveal which file Windows rejected.
Check SAC and identify the blocked executable
- Check SAC’s state. Open Windows Security → App & browser control → Smart App Control settings. Note whether it is On, in Evaluation, or Off. The labels and available controls can vary by Windows build.
- Review Code Integrity events. Open the Microsoft-Windows-CodeIntegrity/Operational log and inspect events recorded at the time of the failure. Microsoft documents this log as a place to see executables SAC blocks or would block. Record the file path and event details.
- Compare the blocked path with the CLI’s components. Determine whether the event names the CLI launcher, a generated
.exe, the environment’s Python interpreter, or another file. If there is no matching event, do not assume SAC is the source; on a managed device, ask the administrator whether another policy applies. - Give the path and event details to the developer or administrator. Include the exact message,
os error 4551, the time of failure, and the blocked executable path. This helps distinguish a publisher-signing issue from a separate policy decision.
Why SAC can block a Python CLI
Microsoft describes SAC as combining app intelligence with Windows code-integrity features. It allows software recognized as safe or signed with a trusted certificate; when its service cannot confidently classify an app, it checks for a valid trusted signature. Microsoft’s overview says, “Malware, Potentially Unwanted Apps (PUA), and unknown, unsigned code are blocked by default.” An executable associated with a Python environment or CLI can therefore be blocked if it is unknown or lacks a signature SAC trusts.

That mechanism is different from a rule that specifically targets Python. The practical question is which executable was evaluated and which application-control policy made the decision—not whether Python virtual environments are inherently blocked.
Choose a fix that matches the evidence
When SAC is the likely source
Ask the CLI developer for a trusted, properly signed build, or ask them to sign the executable that Windows identified. This preserves SAC and follows Microsoft’s documented trust model. Microsoft Support states: “There is currently no way to bypass Smart App Control protection for individual apps.”

When another policy may be responsible
If SAC is Off, or the Code Integrity event and other evidence do not point to SAC, do not change SAC as a guess. For a work- or school-managed computer, contact the administrator with the blocked path and event details. A separate WDAC or managed application-control policy may require an administrator or the software publisher to address it.

Turning SAC off is a system-wide choice, not an app exception
Turning SAC off disables that protection layer while it is off; it does not create a narrow allowance for one CLI. Consider that broader change only if you understand the security trade-off and have verified that SAC is the relevant policy. Microsoft’s current FAQ says recent Windows updates allow SAC to be enabled again without a clean installation. Because controls and guidance can differ by Windows build, use the current Windows Security interface rather than relying on older claims that turning SAC off is always irreversible.

What reported workarounds establish
Individual issue reports describe signed Python builds or invoking a package through an environment’s signed Python interpreter working in particular cases. They are useful clues for testing whether a launcher or interpreter is the blocked file, not Microsoft-supported fixes or guarantees for other systems. Local environment changes may also be undone when software updates recreate or replace the interpreter.
- A Hermes Agent report opened August 31, 2026 says SAC in Enforce mode blocked an unsigned uv-managed Python interpreter. The reporter says replacing it with signed python.org CPython 3.11.9 let the CLI start, and warns that Hermes updates may provision the unsigned interpreter again. This is one user’s account, not independent confirmation.
- A separate Hermes installer report opened June 29, 2026 describes setup failing when it queried a newly created virtual-environment Python executable; the reporter says a manually recreated environment worked. This does not establish that virtual environments generally fail.
- A claude-mem report opened September 25, 2026 says SAC blocked a generated
chroma-mcp.exelauncher, while routing through the environment’s signed Python interpreter worked for that reporter. It does not establish that the same change will work for other packages or machines.
If you test a reported workaround, first use the event log to confirm which executable is blocked, and treat the change as local and potentially temporary. A developer-provided signed build is the more durable route when SAC is responsible.
