You can add a Control Panel command to the Windows 11 desktop background menu with a Registry Editor change. The recipe below is a third-party example—not a Microsoft-supported toggle—and Microsoft has not verified that this exact entry appears consistently across Windows 11 builds. If you would rather avoid editing the registry, create a desktop shortcut or open Control Panel from Start or Run.
What this registry change does
The customization registers a command under the desktop background shell object, DesktopBackground. Microsoft developer Raymond Chen has described this general method for adding commands to the desktop-background context menu, but Microsoft’s guidance does not document or validate this exact Control Panel recipe. The third-party example uses a ControlPanel shell key, sets a display label and icon, and runs control.exe.
This launches Control Panel; it does not move settings back from the Settings app or change which app manages a particular setting. Microsoft says Control Panel remains for compatibility and for some settings that have not migrated, while many settings are moving to Settings. Use Settings where Microsoft provides the option you need.
Add the Control Panel command through Registry Editor
Registry edits are advanced configuration. Microsoft warns that an incorrect change can cause application or system problems, including preventing Windows from starting. Back up the registry before making changes, and do not proceed unless you are comfortable editing it.

Set the new key’s display label to the text you want shown in the menu, such as

Close Registry Editor and check the desktop background context menu. If the command is not visible, do not assume the recipe is supported on your build; the exact placement and behavior have not been established across Windows 11 versions.
The exact key, label, icon, and command values above come from a third-party demonstration published July 21, 2025. Microsoft’s documentation supports the general shell-registration concept, not those exact values. Windows 11 also uses a streamlined context menu, and some older extensions are accessed through Show more options; Microsoft’s general note about that menu does not confirm where this particular command will appear.

Use a shortcut or launch Control Panel without editing the registry
For most users, a regular desktop shortcut is the simpler, lower-risk choice. Microsoft documents creating one from the desktop context menu:

Follow the prompts to create the shortcut. To launch Control Panel, you can use
controlas the item’s location. -
Choose a shortcut name, such as
Control Panel, and finish the wizard.
You can also open Start and search for Control Panel, or press Win+R, enter control, and press Enter. These built-in options avoid a registry change, though they do not add a command to the desktop’s right-click menu.
