Punjab’s recent GST investigations point to coordinated fake-invoice networks, not isolated accounting mistakes. Official cases in Ludhiana and Mandi Gobindgarh describe hundreds of crores in illegal sales and input-tax-credit manipulation, while a June 2026 report alleged a wider syndicate involving 27 dummy entities. Arrests have been made, but the figures remain investigative or alleged amounts, not final convictions.
What the Punjab GST racket involves
Goods and Services Tax (GST) input tax credit (ITC) allows a legitimate business to offset GST paid on purchases against GST collected on sales. In the cases announced in Punjab, investigators allege that controlled or dummy firms created invoices for sales that were false, inflated or otherwise unsupported by genuine movement of goods. Businesses could then pass on or claim ineligible ITC, reducing their genuine GST liability.
The official releases identify steel and metal trading or manufacturing entities in several investigations. The alleged networks used multiple registered firms, linked bank accounts and invoice chains to make transactions appear commercial. A wider Ludhiana account published in June 2026 also described money moving through agricultural-produce market committee accounts before being withdrawn in cash.
These descriptions are investigative findings or allegations. They should not be read as judicial findings that every named person or entity committed an offence.

Documented Punjab cases and amounts
The cases below come from Ministry of Finance releases concerning DGGI Ludhiana or the CGST Ludhiana Commissionerate. Their numbers measure different things, so they cannot simply be added together.
| Date announced | Entities and location | Figure reported | Agency and arrests |
|---|---|---|---|
| 3 May 2025 | Six entities in Mandi Gobindgarh | ₹647.4 crore in illegal sales; ₹116.5 crore GST evasion | DGGI Ludhiana; three people described as controlling the firms were arrested |
| 15 May 2025 | Aar Dee Enterprises, Aashi Steel Industries and Abhi Alloys | ₹87.91 crore in illegal sales; ₹13.41 crore GST evasion | DGGI Ludhiana; Raman Kumar Chaurasia and Devinder Singh were arrested |
| 18 September 2025 | Three related firms in a Ludhiana investigation | ₹455 crore fake-invoice racket; ₹69.41 crore ineligible ITC | CGST Ludhiana Commissionerate; a father-and-son duo was arrested |
An illegal-sales value is the value assigned to invoices or transactions investigators regard as bogus. GST evasion is an estimated tax shortfall. Ineligible ITC is credit that investigators say could not lawfully be claimed. Each is a separate measure.
The larger Ludhiana figures reported in 2026
A Times of India report dated 20 June 2026 described a broader Ludhiana-linked syndicate. It reported:

- 27 dummy business entities;
- nearly ₹721 crore in fake billing;
- about ₹108.5 crore in fraudulent ITC; and
- ₹3,089.5 crore in cash withdrawals routed through accounts associated with the network.
The ₹3,089.5 crore figure is a cash-withdrawal total, not a measure of GST loss. Likewise, the ₹721 crore fake-billing figure and ₹108.5 crore ITC figure should not be combined into a single tax-evasion number. The report concerns an alleged wider network, and its amounts remain subject to investigation and legal proceedings.
How a fake-ITC chain can work
1. Create or control nominal firms
Investigators allege that operators used dummy companies or firms controlled by associates. A large number of registrations can make invoice chains look like ordinary wholesale trade while separating the people arranging the transactions from the firms appearing on paperwork.
2. Issue invoices without matching commercial activity
The firms generate invoices recording sales of goods or services that did not occur, were overstated or could not be supported by records of transport, stock and payment. In the Punjab cases, steel and metal businesses feature prominently in the official releases.

3. Pass ITC through the chain
An invoice can show GST charged by one firm and claimed as ITC by another. If the underlying supply is fictitious or the tax was never properly paid, the credit is ineligible. The recipient may use it to reduce GST payable on genuine sales or pass it onward.
4. Move and withdraw funds
The reported Ludhiana syndicate allegedly routed funds through several accounts, including agricultural-market-committee accounts, and withdrew cash. Such movement can make the trail more complex, although bank records, invoice data, registration information and seized documents can connect the entities.
Which agencies are leading the investigations?
The Directorate General of GST Intelligence (DGGI) is the Department of Revenue’s apex GST intelligence and investigative organisation. Its stated role is to detect, investigate and dismantle GST evasion. DGGI Ludhiana handled the two May 2025 cases listed above.

The Central GST (CGST) Ludhiana Commissionerate handled the September 2025 investigation involving three related firms. The actions described in the releases included searches, evidence seizure and arrests.
DGGI’s institutional description says: “The powers the law confers, to summon, to search, to attach and to arrest, are exercised with restraint, so that the wrongdoer is pursued without burdening the honest majority who keep the system running.” Those powers are investigative and procedural; an arrest is not a conviction.

Arrests were reported in all three official 2025 announcements: two people in the ₹87.91 crore illegal-sales case, three in the Mandi Gobindgarh case and a father-and-son pair in the ₹455 crore fake-invoice investigation. The available account does not establish final convictions, completed trials or the ultimate liability of every accused person.

The September 2025 CGST release said the investigation was continuing to determine the network’s full extent and identify other entities. That status matters when reading the larger 2026 figures: additional firms, transactions or revised calculations may emerge, while some allegations may be contested in court.
How to read the numbers without overstating them
- Do not add unlike figures. Illegal sales, fake billing, fraudulent ITC, GST evasion and cash withdrawals describe different stages or measurements.
- Keep the date and source attached. The May and September 2025 releases are official agency announcements; the ₹3,089.5 crore account is from a June 2026 newspaper report.
- Distinguish detected from proven. Enforcement releases report what investigators detected or allege. A court must determine criminal guilt and final tax liability.
- Expect scope to change. Continuing investigations can identify more entities or revise the estimated amounts.
Why the crackdown matters beyond the named firms
Fake invoices can distort competition because a business using unlawful ITC may quote prices below a compliant rival’s cost. They also reduce GST receipts and create compliance risk for legitimate companies whose registration numbers, invoices or counterparties are misused. The Punjab cases show why businesses should reconcile purchase invoices with goods receipts, transport records, supplier filings and bank payments rather than relying on an invoice alone.
For readers tracking the story, the most reliable developments will be subsequent agency releases, charge sheets, adjudication orders and court records. Until those appear, the Punjab crackdown is best understood as an expanding set of investigations into coordinated fake billing and ITC abuse, with substantial amounts alleged but no final judicial outcome established in the cited record.
