PsiQuantum has not received $150 million in cash. On October 8, 2026, the company announced a conditional commitment from the U.S. Department of War’s Office of Strategic Capital (OSC) for a loan of up to that amount. The proposed financing would support manufacturing and prototyping capabilities at PsiQuantum’s Milpitas, California, facility; it is not a grant, and closing remains subject to further conditions.

What the $150 million announcement means

The figure is a maximum loan amount, not a confirmed payment. PsiQuantum said the commitment is conditional and that a final commitment will be executed only if applicable financial, legal, technical, and regulatory conditions are met. The Department of War’s October 8 release also said financial close requires additional financial, legal, technical, due-diligence, and other steps. Neither announcement establishes that the loan has closed or that funds have been disbursed. PsiQuantum’s announcement and the Department of War release describe the proposed transaction.

The available announcements do not state the loan’s interest rate, maturity, repayment schedule, collateral, drawdown timing, or execution status. Those terms should not be assumed from the commitment ceiling.

What PsiQuantum says the financing would support

The proposed target is PsiQuantum’s 140,000-square-foot hub in Milpitas, California. The company says the financing would support equipment and infrastructure for:

  • Fabricating and validating components and assemblies.
  • System assembly, integration, and testing.
  • Advanced cryogenic systems for prototype quantum systems.

PsiQuantum presents this work as part of its effort to develop utility-scale, fault-tolerant quantum computers. That is the company’s stated ambition; the financing announcement does not independently assess technical performance or give a delivery timeline.

Why the Office of Strategic Capital is involved

OSC says it develops strategies and partnerships to scale private investment in critical supply-chain technologies relevant to national security. Its program page says direct loans of up to $150 million are available for projects in the United States, and that Congress specified 31 covered technology categories in the FY2024 National Defense Authorization Act. The program description provides context for the loan instrument, but does not mean PsiQuantum’s proposed loan has closed. OSC program information.

In the Department of War’s October 8 release, OSC Director David A. Lorch said the proposed transaction aligns with the administration’s quantum-computing policy. That is an attributed policy position, not independent evidence that the financing will close or that the proposed systems will achieve commercial utility.

How this differs from PsiQuantum’s $100 million Commerce award

PsiQuantum separately announced on September 8, 2026, that it had signed definitive documentation with the Department of Commerce for a $100 million award under the CHIPS and Science Act. The company said the award, together with its co-investment, would support research and development and domestic manufacturability of components including optical switches, single-photon detectors, and advanced packaging.
