You can adjust the PS4 display area to help the game screen fit your TV, but the console does not document a universal setting that forces every game or video into a chosen aspect ratio. Start at Settings > Sound and Screen > Display Area Settings; Sony says the adjustment applies only to some applications.
How to adjust the PS4 display area

From the PS4 home screen, open Settings.

Select Sound and Screen > Display Area Settings.

Follow the on-screen adjustment to fit the visible game area to your TV.

Return to the affected game or application and check whether its image now fits. Sony notes that the setting is effective only for some applications, so the result depends on the title. PlayStation’s Display Area Settings guide

What this setting changes—and what it does not
Aspect ratio is the proportional shape of an image. Sony describes Display Area Settings as adjusting the game screen area to match the TV; it does not document this menu as a universal aspect-ratio selector for all games and video. The PS4 also lists Video Output Settings separately from Display Area Settings in its Sound and Screen menu. PS4 User’s Guide: Video Output Settings

If the screen is still cropped, bordered, or distorted
Only one game or app is affected
Look in that game or app for a display, screen, or safe-area option. Its availability and behavior vary by title; the PS4-wide display-area adjustment is not supported by every application.
The PS4 interface and several apps are affected
Check your TV’s picture-size, screen-fit, or overscan controls. Menu names and options vary by television, so use the TV’s own on-screen menus or manual rather than assuming there is one setting name for every model.

The image is blank
Safe Mode’s Change Resolution option is for output troubleshooting, not the first step for ordinary cropping or black borders. PlayStation says it sets the display to 480p on restart and may help when the screen is blank. PlayStation Support: Safe Mode options

A PS4 connects to a display by HDMI as part of the normal setup. Sony’s setup instructions do not suggest replacing the cable as a way to change image geometry, so try the display-area and screen-fit controls before considering a cable purchase. PlayStation: Set up your new PS4 console
