To benchmark a proxy fairly, test it against a defined workload and report latency, throughput, reliability, and capacity where relevant. An advertised speed or a single composite score cannot show whether the proxy will handle your destinations, request sizes, geography, and concurrency. Results are comparable only when the test conditions and metric definitions are disclosed.
What a useful proxy benchmark measures
A benchmark should describe the work the proxy performed, not just produce a headline number. At minimum, identify the workload, measure transaction latency and throughput, and count valid completions and failures. Add capacity measures such as concurrent connections or transactions per second when they matter to the intended use.
RFC 9411, published by the IETF in 2023, provides a standards-based methodology for testing network security devices. It defines HTTP/HTTPS transaction latency, throughput and connection measures, traffic profiles, validation criteria, and sustained-load procedures. It is not a proxy-provider ranking standard or proxy certification; its measurement discipline can be adapted if the tested proxy type and workload are made explicit. Read RFC 9411.
Define the workload and what counts as success
Before testing, write down the conditions a proxy must meet. That profile lets another reader interpret or reproduce the result.

- Protocol: proxy protocol and HTTP version, and whether TLS is involved.
- Targets and geography: destination or representative target set, client and test-server locations, and required proxy geography.
- Traffic: request types, response object sizes, session behavior, and whether connections are reused or proxy addresses rotate.
- Load: concurrency, ramp-up, test duration, and warm-up period.
- Pass condition: specify whether success means a connection, a valid HTTP response, correct content, or completion within a task-specific timeout.
Use the same controlled destination and request sequence for every candidate. If target-specific behavior matters, add representative real targets, but keep those results distinct from the controlled test. Record direct-connect baseline results separately from proxy-path results; otherwise, network variation may be mistaken for proxy performance. RFC 9411 calls for defined traffic profiles and validation criteria, and RFC 3511 says proxy and non-proxy devices should be tested in the same manner when compared. RFC 3511.
Measure latency with clear timing boundaries
“Latency” can refer to different intervals. Separate connection-establishment delay, time to first byte, and time to the complete response whenever the test instrument can capture them.
TTFB and TTLB
RFC 9411 defines time to first byte (TTFB) from the start of the TCP SYN or QUIC Initial Client Hello until the client receives the first application-data packet through the device under test. Time to last byte (TTLB) ends when the last application-data packet arrives. Its HTTP/HTTPS transaction-latency procedure requires minimum, average, and maximum TTFB and TTLB for each tested object size. The RFC states: “The TTFB (minimum, average, and maximum) and TTLB (minimum, average, and maximum) MUST be reported for each object size.”

Report each value with the object size, sample count, and timing definition. RFC 9411 measures these latency values while the device operates near 50% of its maximum achievable connections per second or inspected throughput, so the result reflects latency under meaningful load rather than only an idle test. This is a procedure in that device-testing methodology, not a universal proxy test requirement.
Show the spread, not just an average
Minimum, average, and maximum follow the RFC procedure. For an easier view of typical and slower transactions, a benchmark can also report median and a high percentile such as p95 when the sample count supports those calculations. Treat these as additional reporting choices, not RFC 9411 requirements. A single average can hide intermittent slow responses that matter to interactive tasks.
Measure throughput and capacity under stated conditions
Throughput is conditional on the test. State the protocol, traffic mix, object size, offered load, concurrency, measurement layer, bytes transferred, and sustain period. Identify whether the rate is a short peak or a sustained result, and use a named unit. RFC 9411 requires the measured OSI layer to be identified; results measured at different layers should not be compared as though they were equivalent. It also calls for reporting TTLB alongside the traffic-profile object size.

For its application-traffic-mix throughput test, RFC 9411 identifies inspected throughput and application transactions per second as mandatory KPIs. Optional TCP-related measures include connections per second, TLS handshake rate, TTFB, and TTLB. Choose measures that fit the workload rather than treating a larger throughput number as automatically better.

It recommends baselining RTT during off-peak periods to estimate inherent network latency, since buffering under load can add delay. Distinguish that path baseline from delay added under load; not every change belongs to the proxy. Read RFC 6349.
Measure reliability as completed, valid work
A live connection is not necessarily a successful transaction. Count every attempt, define what qualifies as success for the task, and report valid completions alongside failures. A useful operational success rate is valid completions divided by total attempts, provided the numerator and denominator—and any exclusions—are stated. This is a reporting recommendation, not a universal formula mandated by the cited standards.

- Total attempts and valid completions
- Timeouts and connection errors
- HTTP errors and incorrect or incomplete responses, if content validity is part of the pass condition
- Retries, including whether the retry succeeded
- Excluded samples and the reason for excluding them
Predefine validation criteria rather than deciding after a run which outcomes count. RFC 9411 requires test-result validation criteria and includes sustained operation in its procedures. Its discipline helps distinguish a proxy that performs well only on successful requests from one that reliably completes the intended work.

Keep conditions matched across candidates, and publish enough detail to make the comparison interpretable. RFC 9411 specifies profile details, ramp-up, validation, and a sustained phase; RFC 3511 addresses proxy-based devices and calls for proxy and non-proxy comparisons to use the same testing manner.

- Proxy type and protocol; target URLs or a clear target description
- Request mix, response sizes, concurrency, ramp-up, and connection reuse
- DNS and TLS treatment, timeout and retry behavior, sample counts, and exclusions
- Software and configuration versions, metric definitions, and measurement layer
- Repeat-run results and variability; use additional time windows if variability over time is relevant
Use the same configuration and test window for each candidate. Report direct-connect baselines separately, and do not combine results from different destinations, protocols, geographies, or load levels into one comparison without explaining the difference.

Read composite proxy scores as one publisher’s priorities
A composite score is an editorial choice about which outcomes matter and how much. ProxyPerf’s published method weights reliability at 50%, speed at 25%, and latency at 25%, uses fixed reference values, and ranks results on a 90-day rolling average. It scores residential and datacenter proxies separately. These are ProxyPerf’s methodology settings, not an industry standard or universal recommendation. See ProxyPerf’s methodology.
Before relying on any ranking, inspect its metric definitions, weights, reference values, test conditions, and time window. A score can be useful within its own framework, but it does not replace workload-specific measurements.
Which standards apply—and where their limits are
- RFC 9411: a 2023 methodology for benchmarking network security devices, with HTTP/HTTPS transaction, throughput, and connection procedures. It is adaptable guidance, not a dedicated proxy-provider standard.
- RFC 3511: a 2003 firewall methodology that includes proxy-based device procedures and guidance on matched comparisons.
- RFC 6349: a 2011 informational framework for TCP throughput testing in managed networks, useful for documenting path and TCP context.
These documents provide measurement methods, not a universal recipe for choosing a proxy provider. Proxy rankings may use different datasets, test windows, and weights; check their methodology before treating a score as evidence about your own workload.
