A Proxmox VE memory reading near 100% does not, by itself, mean Windows 11 has run out of usable RAM. Proxmox may be showing host-side allocation, or it may lack current guest memory statistics. Compare the host and guest views, then check the VM’s ballooning configuration and the VirtIO balloon components in Windows before treating the reading as a memory leak.
Why Proxmox and Windows can show different memory usage
Proxmox reports memory from the VM host’s perspective; Windows Task Manager reports memory from inside the guest. These views are related, but they do not have to show the same percentage. Windows also distinguishes between memory in use, available memory and cached memory, while Proxmox’s guest-memory view depends on statistics being supplied through the virtual balloon device.
QEMU’s virtio balloon device supports guest memory statistics that can be polled through the device. That statistics path does not guarantee an exact match with every Windows memory measure or with a host graph sampled at a different time. A discrepancy is a reason to investigate, not proof of a particular fault. See QEMU’s virtio-balloon statistics documentation.

Check whether Windows is actually under memory pressure
Start with the guest, not the percentage alone. In Windows Task Manager, review memory use alongside available memory and cached memory. Notice whether performance is degrading or applications are struggling. Then compare that picture with the VM summary in Proxmox and, if useful, the readings for other VMs on the same node.

- High Proxmox reading, but Windows has available memory and performs normally: investigate allocation and guest-statistics reporting before assuming the VM is out of RAM.
- High readings accompanied by low available memory and sluggish performance: the guest may be under genuine pressure; check its workload and assigned capacity.
- Proxmox does not show useful guest-memory details: check whether balloon statistics are arriving and whether the guest components are installed and running.
The sources do not establish a universal percentage at which a Windows VM should be considered critically short of memory. The trend and the guest’s actual condition matter more than a single dashboard number.
Understand fixed memory and ballooning before changing settings
In Proxmox, the minimum and maximum memory settings express the VM’s memory policy. When they are equal, Proxmox documents this as fixed allocation: the VM is assigned the specified amount. The ballooning device can still be enabled in this arrangement to provide useful guest-memory information.

When the minimum is lower than the maximum, Proxmox can adjust the VM’s allocation dynamically, subject to host conditions. Reclaiming memory from a Windows guest depends on the balloon driver being available in the guest. Enabling the ballooning device therefore does not automatically mean the VM will lose its configured RAM; the minimum and maximum values determine the intended policy. Proxmox explains the behavior in its QEMU/KVM memory documentation.

For Windows, Proxmox says the balloon driver must be added manually and can slow the guest, and it does not recommend using it on critical systems. Consider that trade-off when choosing dynamic allocation rather than treating ballooning as a consequence-free fix.

Diagnose a high Proxmox memory reading step by step
- Compare both views. Check Windows Task Manager’s memory, available and cached figures against the Proxmox VM summary. Note performance symptoms and whether other VMs show a similar discrepancy.
- Inspect the VM’s memory policy. In the Proxmox interface, open the VM’s Hardware settings and review Memory and the Ballooning Device. Confirm that the minimum and maximum values reflect the policy you want. Proxmox’s memory documentation describes equal minimum and maximum values as fixed allocation while retaining the device for guest-memory information.
- Check the Windows VirtIO balloon components. Confirm that the VirtIO balloon driver is installed and that the related Balloon Service is running. Proxmox staff also recommends checking Windows Device Manager for devices without drivers. The balloon driver is distinct from the QEMU Guest Agent; checking that agent alone does not establish that balloon statistics are active.
- Verify that statistics are arriving. QEMU supports polling statistics through the virtio balloon device. Proxmox staff guidance for PVE 9 recommends inspecting
info balloonand notes that more detailed guest information is needed for Proxmox to display an inside view. Available fields and command behavior can vary by installed version, so interpret the output in that context. - Restart only when appropriate to apply a device change. A Windows 11 case report describes fully stopping and starting the VM after changing its virtual memory device, then checking guest statistics through the PVE status interface. Treat this as a reported sequence, not a requirement for every PVE release. Plan a full stop and start only when you can safely take the VM offline.
- Recheck the readings over time. Allow for differences in Windows accounting and sampling time. Persistent high use together with signs of Windows pressure deserves more attention than a dashboard mismatch on its own.
How PVE version and case reports should affect the diagnosis
In a discussion about guest memory utilization on PVE 9.0.x, Proxmox staff recommended checking the enabled Ballooning Device, the Windows Balloon Service and guest drivers. A staff reply also noted that PVE 9 improved host-side VM memory accounting compared with PVE 8. That is version-specific guidance, not a universal explanation for every near-100% reading. A separate Windows 11 case report describes a VM with balloon: 0. Its author reported more reasonable monitoring values after enabling the device, keeping minimum and maximum memory equal, fully stopping and starting the VM, and checking guest statistics. This is one user’s case, not independent confirmation that the same change will fix other VMs. Read the Windows 11 case report.

What not to conclude from the percentage
- A reading near 100% does not prove that Windows has exhausted usable RAM.
- A working QEMU Guest Agent does not, on its own, prove that the separate balloon statistics path is active.
- Enabling the balloon device does not guarantee that Windows and Proxmox will report identical percentages.
- The reported Windows 11 case does not establish a universal fix, and the PVE 9 staff guidance should not be generalized to every version.
