Use a direct, period-by-period cash schedule as the primary forecast for a project. It dates expected customer receipts and every material payment to the contract and work plan. Use an indirect earnings-to-cash bridge when you need to explain operating cash from an integrated profit-and-loss and balance-sheet model. These are related ideas, not a universal rule that every project forecast must use one accounting statement method.
The practical standard is a forecast that is traceable to the schedule, contract terms and documented assumptions, then updated against actual cash with variances explained.
What “direct” and “indirect” mean in project cash forecasting
The words are used in two different contexts. In operating cash-flow statement preparation, the direct method lists cash receipts and cash payments. The indirect method starts with earnings and reconciles them to operating cash by adjusting for non-cash items and movements in working-capital balances. The USAID Project Management Guide describes these statement-analysis methods and includes a direct-method form.

A project cash forecast answers a more operational question: When will this project or contract receive and spend cash? That forecast must follow the performance period, procurement plan, labour plan, billing rules, collection behaviour and financing arrangements. DFARS §232.072-3 calls for material origins and uses of cash to be shown by period over the contract performance period, or until the risk of a cash crisis ends, with an audit trail to the data and assumptions. RICS separately distinguishes project or contract cash flows from the cash flows of the organisation that owns or delivers the project.

Consequently, a direct project schedule is normally the best control view. An indirect bridge is valuable for explaining why the financial plan produces a particular operating-cash result and for checking that the project model agrees with the wider accounts. Do not present the accounting labels as a requirement that all project forecasts be built in the same way.
| Question | Direct project schedule | Indirect earnings-to-cash bridge |
|---|---|---|
| Starting point | Expected project receipts and payments assigned to dates or periods | Forecast earnings adjusted for non-cash items and balance-sheet movements |
| Best use | Showing the timing and amount of contract cash origins and uses | Explaining operating cash generation from an integrated financial plan |
| Inputs to foreground | Customer billings and collections, procurement, labour, indirect costs, debt service, taxes, rentals, capital assets and other financing | Earnings forecast, working capital and other forecast balance-sheet movements |
| Main control | Trace each material timing assumption to the contract, schedule or source data, then compare forecast with actual cash | Reconcile the earnings bridge and balance-sheet movements to projected cash and ending balances |
| Typical weakness | A detailed schedule can still be wrong when dates, lags or quantities are unrealistic | It can hide contract timing if it is mistaken for a transaction-by-transaction project schedule |
This comparison is a practical synthesis of DFARS requirements, RICS construction guidance and the USAID definitions. It is not evidence that one method is universally superior.
Which method should a project use?
Choose the direct schedule when the decision depends on liquidity by week or month: can payroll be met, will a subcontractor payment precede the next customer receipt, or will a retention amount delay the cash peak? The method is also the clearest way to show a customer, lender or contract administrator how the work plan turns into cash origins and uses.
Use an indirect bridge when the decision depends on the relationship between profit, working capital and cash. It is useful for an integrated budget, management accounts, covenant analysis or a portfolio view in which a complete transaction-level schedule is not available. It can expose a profitable project that consumes cash because receivables or work in progress are growing.
Most mature project controls use both views:
- The direct schedule controls near-term timing and funding.
- The indirect bridge provides a high-level reasonableness check against the income statement and balance sheet.
- Differences between the two views become an investigation queue rather than a number to be silently forced into balance.
There is no evidence in the cited material for a universal numeric horizon at which one method becomes “correct.” The appropriate detail depends on the quality of dated inputs, the forecast horizon, the volatility of the work and the decisions the reader must make.

- Contract, project, programme or entire legal entity
- Entity responsible for receiving and paying cash
- Start date, planned completion date and any post-completion receipts or obligations
- Weekly, monthly or other reporting periods
- Construction cost only, or also design, professional fees, overhead recovery, financing, tax, equipment and capital expenditure
- Opening cash balance and any minimum cash or funding constraint
RICS’s construction guidance is aimed at project cash flow and distinguishes it from company cash flow. Mixing the two can make a healthy project appear to fund unrelated corporate spending, or make a company-level cash position look available when it is ring-fenced for another contract.

Start with the work-breakdown structure, procurement schedule, resource plan and contract payment clauses. For every material event, record the amount, the period in which cash is expected to move and the source of the assumption.
| Cash category | Events to model | Timing questions |
|---|---|---|
| Customer receipts | Mobilisation advances, progress applications, milestone invoices, variations, retention release and final account | When is work certified, when may an invoice be issued, how long is the contractual payment term, and is collection slower than the stated term? |
| Procurement and services | Materials, plant hire, subcontractors, consultants and other purchased services | When is the purchase committed, delivered, invoiced and paid? Are deposits or staged payments required? |
| Labour | Direct employees, agency labour, overtime and site allowances | What work quantity drives the cost, and when does the payroll or supplier payment leave the account? |
| Fixed and project charges | Site accommodation, insurance, permits, utilities, rent and recurring overheads | Is the charge periodic, upfront, usage-based or linked to a milestone? |
| Capital assets | Equipment purchases, installation and disposal proceeds | Does the cash event occur on order, delivery, acceptance or financing drawdown? |
| Financing | Loans, owner funding, interest, principal repayment and fees | What conditions trigger a draw, and do repayments or interest follow a different calendar from the work? |
| Tax and statutory items | Sales or value-added tax, payroll taxes, withholding and other statutory payments | Is the forecast using the payment date rather than the accounting recognition date? |
3. Separate billing from collection
A progress invoice is not the same as a bank receipt. Model the certification or billing event and the expected collection event separately. Include contractual payment terms, approval time, disputed amounts, retention, advance recovery and any known customer pattern. If a receipt is uncertain, show the assumption explicitly instead of moving it into the period that makes the cash curve look convenient.
4. Assign realistic periods and calculate the cash curve
For each period, calculate:
Net project cash = cash receipts − cash payments
Ending cash = opening cash + net project cash + financing receipts − financing repayments
Keep the schedule granular enough to reveal the funding trough. A monthly model may be adequate for a stable, long-duration project; a weekly model is safer around mobilisation, major procurement, payroll peaks or a tight payment cycle. The evidence does not support a universal choice of granularity, so base it on the timing risk and the decisions being made.

DFARS warns that a forecast can be no more reliable than its assumptions and calls for an audit trail. Give each material line an owner, source, date and version. Useful records include the contract clause, approved programme, purchase order, supplier quote, payroll plan, tax calendar, financing agreement and the person who approved the estimate.

For uncertain items, record a base case and the reason it could move. For example, “customer receipt 30 days after certified application; two applications remain subject to approval” is auditable. “Customer payment next month” is not.
6. Reconcile the direct schedule
Check that the total planned cost agrees with the current cost plan, that each major receipt has a corresponding billing or contract event, and that opening and closing cash roll forward mathematically. Reconcile financing draws and repayments to the debt schedule. A model that reaches the intended ending balance only because of an unexplained plug is not controlled.
How the indirect earnings-to-cash bridge works
The indirect method starts with forecast earnings for the relevant project or entity and converts that accrual result into cash. The bridge normally includes three groups of adjustments:
Windows Errors? Fix Them Before They Spread

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minute- Remove or add non-cash items. Depreciation, amortisation and other accounting entries that affect earnings without moving cash are adjusted out. The exact list depends on the accounts being modelled.
- Adjust working capital. An increase in receivables generally consumes cash; an increase in payables generally provides cash. Inventory, contract assets, contract liabilities and accrued costs can also change the cash result.
- Include other balance-sheet movements and financing separately. Capital expenditure, debt draws, principal repayments and owner funding are cash events but are not operating earnings adjustments.
An illustrative bridge, using invented figures rather than an industry benchmark, might look like this:
| Illustrative item | Amount | Effect on operating cash |
|---|---|---|
| Forecast net earnings | $100,000 | Starting point |
| Non-cash depreciation | $10,000 | Add back |
| Increase in receivables | $20,000 | Subtract |
| Increase in payables | $15,000 | Add |
| Illustrative operating cash | $105,000 | Result before other investing and financing cash flows |
The example shows why a profitable period can produce less cash: the receivables increase absorbs cash. It does not replace a schedule of the actual customer receipts needed to determine whether payroll can be met on a particular date.
When an indirect bridge is dependable
The bridge is strongest when the earnings forecast and the projected balance sheet are prepared together, using consistent definitions for contract assets, receivables, payables, accrued costs and work in progress. It should reconcile to projected opening and closing cash and to the same entity and period boundary used by the project forecast.

If a project is represented only as a single profit number with no forecast balance-sheet movements, the indirect result cannot explain collection timing. Add the missing working-capital schedule or use the direct method for the timing decision.
A practical hybrid workflow
For most complex projects, build the direct schedule first and use the indirect view as a control layer.
- Set the boundary and calendar. Use the same entity, start date, finish date and period structure in both views.
- Build the direct event schedule. Map work, billing, collection, procurement, labour, overhead, tax, capital and financing events.
- Produce the financial plan. Convert progress and costs into forecast revenue, earnings and balance-sheet movements using the organisation’s accounting policy.
- Run the indirect bridge. Reconcile earnings to operating cash, then add investing and financing cash flows.
- Investigate differences. Typical causes are a collection lag omitted from the direct schedule, an accrual missing from the bridge, a capital item classified differently or a project cost incorrectly included in corporate overhead.
- Publish one controlled forecast pack. Keep the detailed direct schedule, the bridge, assumptions, scenario ranges and variance commentary under the same version.
Updating a construction forecast as the project changes
Construction cash is sensitive to sequencing, progress, certification and the difference between planned and actual expenditure. RICS’s Cash flow forecasting, second edition, published 26 July 2024, describes producing and using a forecast to assess site progress and compare actual expenditure with forecast.
When the programme changes, do not simply move the final total to a new completion date. Revisit the activities that caused the change, the resources still required, procurement commitments and the billing consequences. Ronie Navon’s June 1996 article, “Cash flow forecasting and updating for building projects,” surveys historical updating approaches including linear redistribution over the remaining duration and recalculation of cumulative-cost S-curves. Those techniques are useful historical context, not a current professional standard or a guarantee that a particular redistribution will match reality.
A controlled update should preserve the previous approved version, identify the changed assumptions and show the effect on each period. If progress is ahead but certification is delayed, costs may move earlier while receipts do not. If a package is resequenced, both supplier payments and customer milestones may move. The schedule, not an automatic smoothing formula, should explain the change.

Controls that make a forecast credible
Use a rolling series, not a single forecast
DFARS states that a one-time forecast has limited forecasting power. Reliability is established by comparing a series of actual cash flows with the corresponding forecasts and examining the causes of variance. At each reporting date, retain the prior forecast, actual receipts and payments, the new forecast and a reason code for material differences.

- Timing variance: the event occurred earlier or later than assumed.
- Quantity or rate variance: more labour, material, hours or price than planned.
- Scope variance: a variation, claim, omission or change in work.
- Classification variance: the cash was recorded in a different category or entity.
- Assumption failure: a collection, approval, productivity or supplier assumption proved wrong.
Show uncertainty as scenarios
Where uncertainty is material, show a base case and alternative cases rather than a single precise line. A downside case might delay customer receipts, increase the cost of a volatile package or postpone financing. An upside case might reflect an approved acceleration or earlier certification. State which assumption changes in each case and show the resulting minimum cash and funding need.
The Department for Education’s Management accounts: good practice guide for colleges supports scenario ranges when material uncertainty exists and warns against relying only on forecast graphs. It also recommends checking control totals such as monthly cash and year-end cash against the balance sheet when an integrated forecasting tool is not used. That guidance applies specifically to English colleges; it is an example of sound control practice, not a universal project regulation.
Protect the audit trail
For every material line, retain:
- Source document or system report
- Assumption owner and approval date
- Period convention, such as invoice date, expected payment date or payroll date
- Currency, tax treatment and whether the amount is gross or net
- Version history and explanation of changes
- Link between the direct event, the accounting entry and the bank transaction where available
Do not overwrite an old forecast. A versioned history is what allows management to distinguish an inaccurate assumption from an unexpected event.
Common failure modes and fixes
| Failure | Why it distorts the answer | Fix |
|---|---|---|
| Calling an earnings bridge a project cash schedule | Profit and accruals do not show the date of a customer receipt or supplier payment | Use a dated direct schedule for liquidity decisions and retain the bridge as a reconciliation |
| Mixing project and company cash | Corporate overhead, tax or another project can obscure the contract’s funding need | Define the entity and project boundary, then show shared costs explicitly |
| Using invoice dates as bank dates | Certification, approval and payment lags disappear | Model billing and collection as separate events |
| Leaving out financing and capital items | The operating view may look healthy while a major equipment purchase or debt repayment creates a cash trough | Show investing and financing origins and uses in their own lines |
| Keeping the original schedule after a delay | Costs and receipts no longer follow the actual sequence of work | Update remaining activities, commitments, milestones and resource timing |
| Forcing the ending balance to match | An unexplained plug hides missing or misclassified cash | Reconcile opening cash, net movements, financing and closing cash mathematically |
| Publishing one precise scenario | Readers cannot see the exposure to collection, cost or schedule risk | Provide documented base, downside and upside assumptions where uncertainty is material |
| Deleting prior versions | Forecast reliability cannot be measured without a forecast-to-actual history | Archive each approved version and report variance causes |
Software and model design
A spreadsheet can work for a small, stable project if it has clear ownership, protected formulas, dated inputs and version control. Larger portfolios usually need a system that connects the work plan, commitments, billing, receivables, payables, general ledger and bank data. The deciding requirement is traceability, not the product label.
Microsoft Learn documentation for Dynamics 365 Finance describes cash-flow forecasting, entry or import of external forecast data when Finance Insights is configured, and integration with Project management and accounting. The documentation identifies Project management and accounting integration as introduced in version 10.0.17 and notes that a budget model can be selected for project forecasting setup. Those are version-specific product details; confirm the current feature behaviour, licensing and configuration in the environment being assessed.
Regardless of tool, require these capabilities:
- Period-by-period receipts and payments with separate billing and collection dates
- Actual-versus-forecast comparison and variance commentary
- Scenario copies without destroying the approved baseline
- Source references and change history for assumptions
- Reconciliation to general-ledger, receivable, payable and bank totals
- Clear separation between project, legal entity and consolidated views
Decision framework: direct, indirect or both?
| Your question | Primary view | Reason |
|---|---|---|
| Will cash be sufficient next week or month? | Direct | It exposes the date of each material receipt and payment. |
| Why does a profitable project consume cash? | Indirect, supported by working-capital detail | The bridge shows receivables, contract assets, payables and non-cash adjustments. |
| What funding is needed over the contract performance period? | Direct plus financing schedule | The cash trough depends on sequencing, collection and repayment dates. |
| Does the project plan agree with the financial statements? | Both | The direct schedule provides timing; the indirect bridge provides an accounting reconciliation. |
| Are construction progress and expenditure tracking to plan? | Direct, updated with progress data | RICS guidance focuses on comparing actual expenditure and site progress with forecast. |
| Is there material uncertainty in a collection or cost assumption? | Direct scenarios, with indirect sensitivity where relevant | Decision-makers can see the cash consequence of each changed assumption. |
How to read the finished forecast
Start with the minimum cash point and the period in which it occurs. Then identify the receipts assumed to arrive before that point and test each one against its contract status, certification, invoice and collection history. Review the largest payments in the same period, including committed purchases, payroll, tax and debt service. Finally, compare the direct result with the indirect bridge and resolve any unexplained difference.
A useful management pack therefore contains the direct period schedule, a cumulative cash graph, an assumptions register, a forecast-to-actual variance table, scenario ranges and the indirect reconciliation. A graph can show the shape of risk, but it cannot replace the underlying control totals and evidence.

Bottom line
For a project, forecast cash directly from the contract and work schedule: date customer receipts, procurement, labour, fixed charges, capital items, taxes and financing, then update the model as facts change. Use the indirect earnings-to-cash bridge to explain and reconcile the result against the financial statements. Whichever view you use, reliability comes from documented timing assumptions, repeated comparison with actual cash and an audit trail—not from choosing the word “direct” or “indirect” on the spreadsheet cover.
