Install the PWA first when the site offers one. It usually gives the best balance of a dedicated window, ChromeOS launcher and shelf access, and web-based continuity without tying you to a particular device package. Choose the Android app when you need a feature exposed only through Android, a touch-first tablet interface, or an app-specific offline mode—and first confirm that your exact Chromebook supports Google Play. Create a browser shortcut when you only need a saved URL, use the service occasionally, or the site is not installable.
These choices are not three versions of the same software. A PWA is an installable web experience, an Android app runs through ChromeOS’s Android compatibility support, and a shortcut is simply a faster way to open a website in Chrome. The right choice depends on integration, capabilities, offline behavior, administration policy, and how often you use the service.
What the three Chromebook options actually are
Progressive web app (PWA)
A progressive web app is a website that the developer has made installable with a web app manifest and the browser features required by Chrome’s installation criteria. After installation, ChromeOS treats it more like an application: it can appear in the launcher, be pinned to the shelf, and, where the developer has implemented the relevant support, participate in file-opening workflows from the Files app.

The code is still delivered as web software. Installation does not automatically make every screen available without a network connection. Offline use depends on the site’s service worker, cached data, and an intentionally designed offline experience. A PWA can also be wrapped for Play distribution as an Android App Bundle, so a Play Store listing alone is not proof that the developer rewrote the product as a conventional native Android app.

Android app
An Android app is installed from Google Play and runs through the Android compatibility support built into ChromeOS. Android and Google Play have been available on many ChromeOS devices since 2016, but support is not universal. The exact Chromebook model, ChromeOS channel, hardware generation, and administrator policy determine whether Play is available.
An Android build may expose Android-only APIs, a richer touch or tablet layout, or a mobile offline mode that the website does not provide. Those advantages are app-specific; some Android packages are little more than a web wrapper, while others are substantially different from the browser experience.
Browser shortcut
A shortcut saves a URL and opens it in Chrome, sometimes in an app-like window. It requires the least setup and works even when the site has no installable PWA. Its main benefit is speed of access, not additional capability: the site still behaves according to the browser session, permissions, cookies, and network connection.

Quick comparison
| Decision factor | PWA | Android app | Browser shortcut |
|---|---|---|---|
| Where it comes from | Chrome’s install prompt when the site meets install criteria | Google Play on a supported Chromebook | Chrome’s bookmark or shortcut workflow |
| ChromeOS presence | Launcher entry, shelf pinning, and possible Files integration | Android app entry in the launcher; behavior varies by app | Usually opens a normal Chrome page or window |
| Offline behavior | Only the pages and data implemented by the site’s web app and service worker | Only the files and features implemented by that Android app | Normally requires the website itself to support offline use |
| Hardware and APIs | Web APIs exposed to ChromeOS | Android APIs through ChromeOS compatibility support | Browser APIs only |
| Portability | A web codebase that can follow you across compatible browsers and devices | An app package that must be compatible with the device | Any usable Chrome session with the URL |
| Best fit | A frequently used service with a mature installable web experience | A service whose Android version supplies a required feature or interface | Occasional use or a site that cannot be installed |
How to decide in less than a minute
- Look for an installable PWA. Open the service in Chrome and check for an install icon at the right side of the address bar or an install command in Chrome’s page menu. If it is available, use the PWA as the default starting point.
- Identify a missing capability. If the PWA cannot provide a function you need—such as an Android-specific integration, a touch-oriented layout, or a tested mobile offline mode—check whether the Chromebook can run Android apps.
- Verify the device before relying on Play. Open the launcher and look for Play Store, or inspect the Chromebook’s settings and model documentation. A school or work device may hide or restrict Play even when the hardware is technically compatible.
- Use the Android app only if it solves that gap. Install it, sign in, and test the exact workflow that motivated the switch. Do not assume a Play listing means a fully native implementation.
- Choose a shortcut for low-commitment access. If you use the service only occasionally, the site is not installable, or you do not want another app entry, save a shortcut instead.
Installing and managing a PWA
Install from the site
- Open the service’s website in Chrome and sign in if the site requires an account.
- Look at the right end of the address bar for an install icon. If it is not visible, open Chrome’s three-dot menu and look for wording such as Install, Install page as app, or the site’s name followed by an install command. The wording can change with ChromeOS and Chrome updates.
- Approve the installation. ChromeOS creates an app entry and normally opens the service in its own window.
- Open the launcher and search for the new entry. Right-click it to pin it to the shelf if you use it daily.
- For file-based workflows, test opening a supported file from the Files app. Files integration is not automatic; it requires the developer to implement the relevant PWA capabilities.
What installation changes
The installed window can have its own icon, window, and task-switching presence instead of sharing a tab strip with unrelated browsing. The launcher and shelf provide a stable entry point even when no tab is open. Updates are delivered by the web service and Chrome rather than by a separate native package, so the service can change without a Play Store download.
When a PWA is not truly offline
Test the exact tasks you need by disconnecting Wi-Fi after a successful sign-in and allowing the app to load. A well-designed PWA may show cached documents or an offline queue; another may display only an offline page. Network-dependent authentication, live collaboration, remote search, and newly requested files can still fail. Reconnect before assuming that a locally visible screen means all data was saved.
Installing and evaluating an Android app
Check support first
Open the launcher and search for Play Store. If it is missing, open ChromeOS settings and inspect the section for apps or Google Play. On managed devices, an administrator can disable installation, require approval, or limit which accounts and apps are allowed. If the Chromebook is an older model or a special education or enterprise edition, consult its model-specific support information rather than assuming that another Chromebook’s behavior applies.

Install and test the app
- Open Play Store and search for the service’s official listing.
- Review the required permissions, device compatibility notice, developer name, and recent update information before selecting Install.
- Launch the app from the Chromebook launcher and sign in.
- Resize the window, rotate or fold the device if it supports tablet mode, and test keyboard, trackpad, touch, camera, microphone, printing, notifications, and file access—the features you actually need.
- Turn off the network and test the app’s claimed offline workflow. Confirm where drafts or downloads are stored and whether they synchronize after reconnection.
Why the Android version may not be better
Android apps can inherit phone-oriented layouts, fixed-size dialogs, or navigation designed for touch rather than a keyboard and trackpad. ChromeOS compatibility does not guarantee that every Android API, peripheral, or background behavior works exactly as it does on a phone. An app may also consume more local storage and maintain a separate cache or sign-in session from the website.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsConversely, a Play listing may represent a PWA packaged into an Android App Bundle. Compare the actual behavior, permissions, window layout, and offline implementation instead of treating the store category as a technical guarantee.
Creating a browser shortcut
App-like shortcut
- Open the website in Chrome.
- Open Chrome’s three-dot menu and choose the command labeled Save and share, More tools, or a similar entry, then select Create shortcut. Chrome’s labels vary by release.
- Give the shortcut a recognizable name and choose whether to open it in a separate window if that option is offered.
- Confirm, then find the entry in the launcher. Pin it to the shelf if you want one-click access.
Bookmark instead
For the simplest saved link, press Ctrl+D, choose a folder such as the bookmarks bar, and select Done. A bookmark is preferable when you want to keep several pages from the same service, preserve the current URL, or avoid creating another launcher item.

What a shortcut cannot do
A shortcut does not add a service worker, Android API, special storage area, or new offline capability. It opens the URL with the browser’s normal cookies, extensions, permissions, and profile. If the website changes its login flow or URL, you may need to edit or recreate the shortcut.
Offline work, storage, and updates
Offline is an implementation decision
None of the three labels guarantees offline work. A PWA needs deliberate caching and synchronization; an Android app needs its own local data and sync logic; a shortcut depends entirely on the website’s browser behavior. Before travelling or working in a location with unreliable connectivity, test the specific documents, searches, uploads, and exports you need while offline.
Where data lives
PWA data is generally held in the browser’s site storage and caches. Android data is held in the app’s Android storage and cache. A shortcut normally uses the same browser profile and site storage as a regular tab. Clearing browsing data, removing an app, changing profiles, or signing out can affect these stores differently, so check the service’s sync and export options before deleting anything.

How updates arrive
PWAs receive changes from the website and Chrome’s web platform. Android apps receive package updates through Play when updates are available and permitted. Shortcuts do not update as software; they continue to point to whatever the URL currently serves. In all cases, a service can change its interface or requirements without preserving an older workflow.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Security, privacy, and account separation
Use the official website or official Play listing and verify the account domain before entering credentials. A PWA and a shortcut run in a browser security model, while an Android app requests Android permissions. Review camera, microphone, location, notification, storage, and contact permissions against the task you intend to perform.
Separate profiles are useful when a Chromebook is shared or when school, work, and personal accounts must not mix. A shortcut does not create an isolation boundary by itself. A PWA’s app window can make a service feel separate, but its data still belongs to the underlying browser profile. Android apps have their own package-level storage, yet account synchronization and screenshots or downloaded files can still expose information elsewhere on the device.

School and enterprise Chromebook considerations
Managed ChromeOS devices can enforce policies for web apps, Play Store access, extensions, notifications, external storage, and file handlers. An administrator may allow a PWA while blocking Android apps, or permit only an approved Play catalog. If an install command is missing, the cause may be policy rather than a browser problem.
Ask the administrator which option is supported before building a workflow around it. For a managed fleet, standardizing on a PWA can simplify deployment because users receive the same web version across models, but administrators should still test identity-provider login, data-loss-prevention rules, offline storage, and file handling.
Troubleshooting by symptom
No PWA install prompt
- Confirm that you are on the service’s main secure URL, not an embedded page, redirect, or private browsing window.
- Update ChromeOS and reload the page. The site may not meet Chrome’s install criteria or may intentionally disable installation.
- Use a bookmark or shortcut if the site remains fully usable but offers no install path.
Play Store is missing
- Check the Chromebook model and ChromeOS edition for Android support.
- Check whether the device is managed by a school or employer.
- Do not sideload an APK merely to bypass policy or compatibility checks; an unsupported package can fail to launch, update, or handle data safely.
The installed app opens but behaves like a tab
- For a PWA, verify that you installed it from Chrome rather than merely creating a bookmark.
- For an Android app, check whether the developer supplied a tablet layout; some packages intentionally use a phone-style window.
- Pin the working entry to the shelf and remove duplicate shortcuts so you do not launch the wrong version.
Offline changes disappeared
- Reconnect and allow synchronization to finish before closing the window.
- Look for an in-app pending, queued, or unsent indicator.
- Export or copy critical work while online; offline support differs by service and may not include every feature.
Choosing by use case
| Your situation | Recommended starting point | Reason |
|---|---|---|
| Daily use on a personal Chromebook | PWA | Dedicated launcher and shelf access with web delivery |
| Touch-heavy tablet or convertible workflow | Test the Android app, then compare with the PWA | The Android layout may be better optimized for touch, but quality varies |
| Required Android-only hardware or API feature | Android app | It is the only option that can expose that Android implementation |
| Occasional visits or one-off links | Shortcut or bookmark | Minimal setup and no extra app commitment |
| Chromebook without Play Store | PWA, then shortcut | These paths do not depend on Android compatibility |
| School or work device with locked-down installs | Administrator-approved PWA or shortcut | Policy can restrict both Play and web-app installation |
| Need dependable offline work | Whichever option passes your offline test | The label alone does not establish offline support |
Bottom line for Chromebook users
Start with the installable PWA because it usually delivers the strongest ChromeOS integration without requiring a particular app package. Move to the Android app when a verified, supported Chromebook and the app’s tested features justify it. Use a shortcut when your need is simply a reliable saved URL. Treat offline work, file handling, permissions, and administrator policy as things to test—not assumptions attached to the word “app.”
